01/16/1978 - Minutes JOINT MEETING OF TIGARD CITY COUNCIL AND THE TIGARD BUDGET COMMITTEE CHARLES F. TIGARD ADMINISTRATION BOARD ROOM JANUARY 16, 1978 - 7:30 P.M. 1. ROLL CALL: Present: Mayor Wilbur Bishop; Councilmen John E. Cook, Kenneth W. Scheckla, Lynn R. Wakem; Budget Committee Members Floyd H. Bergmann, Walter Hoffman, Robert Hudson, Robert Moore; Robert B. Adams, Chief of Police; Joe Bailey, Legal Counsel; Raeldon R. Barker, City Administrator; Doris Hartig, City Recorder; Aldace Howard, Administrative Aide; John Laws, Associate Planner; Claire Mead, Program Coordinator. 2. City Administrator reviewed the documents relative to the supplemental budget preparation. Attention was given to revenues and expenditures as outlined in the enclosures made a part of these minutes. (a) Discussion of revenues and expenditures followed. The supplemental budget will be presented at a public hearing to be held February 13, 1978 at 8:00 P.M. at a regular City Council meeting. (b) Motion by Committeeman Bergmann, seconded by Councilman Wakem to transfer $20,000.00 Park and Recreation capital projects funds to Capital Budget - Home and Community Quality Park Acquisition and Recreation Division to Land Acquisition and Development Account. Approved by unanimous vote of Committee present. (c) Budget Committee members requested a copy of the Coopers and Lybrand study and recommendations. City Administrator to review the proposal with Coopers and Lybrand. The members of the Budget Committee expressed concern over the proposed expenditure of $4,500.00 for an accounting study. (d) Motion by Committeeman Moore, seconded by Councilman Cook to approve the following fund requests for inclusion in the Supplemental Budget proposal: Planning advance - $1,813.00; Planning CETA Special Projects - $1,940.00; Library-$3,500.00; Non-Departmental Contractual Service - $4,500.00; Tigard Community Youth Services - $7,500.00; Administration - $720.00 (Total $19,973.00). Approved by unanimous vote of Committee. (e) Associate Planner and Chief of Police presented requests from their respective departments. (f) Motion by Committeeman Bergmann, seconded by Councilman Wakem to include the following fund requests for inclusion in the supplemental budget proposal: Public Works - $5,410.00; Planning Department - $770.00; Police Department - $6,000.00. (g) Councilman Mickelson arrived at 8:47 P.M. and requested that he be allowed not to participate in the motion before the house. (h) Motion by Committeeman Bergmann, seconded by Councilman Wakem to allocate $8,500.00 to the Police Department as an amendment to the previous motion. Amendment passed with Councilman Scheckla voting Nay and Councilman Mickelson abstaining. Motion as amended approved with Councilman Scheckla and'Committeeman Moore 'voting"Nay and Councilman.,Mickelson abstaining- This action left $61,189 in contingency fund. 3.
