Study began by lawsuit against EPA to set standards for rixer. Major
pollutants, ammonia and phosphorous, only two which received limits . Formulas
weighted by stream flow. Limits being set by DEQ.
City of Tigard concerned with non-point source, ice storm runoff, lawn
fertilizers. Hard to allocate one problem with river is lack of flow
alternative for control .
1 . More control of point sources
2. Alternative uses of effluident
3 . Wetlands enhancement
4. Out-of-basin transport
5. Flow optimatization - another dam
6. Ban phosphates detergents .
Storm drains . Early next year, individual developments - report due June
1988. Have drainage plans. George questioned whether or not we were
requiring sand filtration for new development
Effect of River-Cleanup on Tiqard - St- rm Drains
First study to zdentzTy onuroex of pollution and limit them. Aoker, concerned
over heavy metals as well . Monitor until action needed. In order to
participate in storm drainage, system must be aware of quality requirements
for drainage.
Franchise
PNB started research on all franchioeu . Who, what and how much. PNB agenda
to pay same amount to all cities . Paying fixe percent to Eugene and
Portland . Wayne - CTE states "negotiable franchioe"; City Attorney says a
hair away from five percent. Need more reuuaroh.
Gerry brought up quarterly payments instead of annual nneo . If we change fee,
what about changing other clause, i .e. , audit clauses, street repair.
PNB - almost automatic. Should not be paying on services they have asked to
exclude,
Wayne - from Bob two options: (1) full blown report including 000to' and (2)
quick and dirty look and go to Council with report.
Gerry doesn't feel we should be in negotiations with utilities . Wayne would
like to do more research. Gerry would like to see some uniformity in
provisions, i .e. , quarterly payments, road repair, audit clauses, increase in
fees . Develop standard franchise agreement. Don't need to give such carta
blanche to onmpanieu . Will cost. Need counsel for contracts, perhaps public
hearing and negotiating sessions .
Wayne suggested some more research. Get together report for Council and
request funds . Eugene gave up competitive services and gut five percent.

payment schedule and nther, items also cost to City and effect on customer
billu .

Other Bus
Still no information from Lions Club to Schmidt. Lions Club is also
collecting outside agreement area.
Miller, and Schmidt to do some research in franchise agreements over, paper
drives, reoyoleableu, etc. Suggested permit feu and rates that haulers 6o
work.
