The meeting began at 7:00 p.m.
Minutes of the March 18, 1987 meeting were considered and approved an written.
Wayne Lowry, Tigard Finance Director-, was asked for his opinion of the rate
review procedure previously established by the committee. Wayne responded
that he had reviewed the procedure, the City Attorney' s evaluation, the
Franchise ordinance, and the annual reports submitted by the franchise
haulers . Wayne said that he felt the procedure was adequate and would be a
useful tool to indicate the per can rates. Wayne' o review of the annual
statements resulted in several adjustments to the reported figures . Taking
the adjustments into account indicated a need to raise the basic rates
approximately 2 to 3 percent in addition to the metro fees increase of about
15 cents per can. Wayne pointed out that any increase in Tigard garbage
collection rates should take into account comparable rates charged in
surrounding areas .
Tom Miller and Gerry McReynolds agreed that the committee needs to eventually
restructure the rates . This item was discussed March 18, 1087 and a motion
was made to set this an an item for future discussion.
Gerry McReynolds moved that the committee recommend to Council. a 5 percent
total increase in rates from $8 . 10 per can to $8 .50 per can. The rate
increase of 40 cents per can includes the metro pass through of 15 cents per
can and a rate increased based on the committee' s rate review.
The next meeting was net for Wednesday, April 8, 1087 at 7:00 p.m.
The meeting adjourned at 8:05 p.m.
