MINUTES OF MEETING — TUESDAY' MAY 23, 1989
Members Present: Carolyn Eadun, Judy Christensen, Bill Soheiderioh, Deborah
Hinton, George Burgess, Valerie Johnson, Jerry Edwards, and
John Schwartz
Staff Present: Pat Reilly' Wayne Lowry' and Ed Murphy
The minutes of the May 16, 1080, meeting were reviewed and approved .
Pat began the meeting with comments on the summary schedule included in the
agenda packet. The schedule indicated FTE, Personal Services, Materials and
Services, and Capital Outlay all within the parameters set forth by the Budget
Committee at the May 10th meeting.
The amended propoual operating budget represents an increase of 4.5 percent
over 1988/89.
The FTE left in the amended budget were as follows :
Police Officer 1.00
Secretary/Clerk .50
Library Positions .75
Recreation .58
Building Inspector .50
Wastewater Maintenance Worker 1 .00
Engineering Inspectors 1 . 25
Pat clarified the flexibility with the FTE cap that would allow the filling of
vacancies in whatever the highest priority needs are at the time.
The capital equipment cap of $350.000 was discussed. Each capital out was
mentioned to the Committee. A question on the brake lathe was raised by
John. Pat responded that John' s concerns would be dealt with before any
purchase was made.
The Committee discussed the Operations yard improvements proposed to improve
the looks and utility of the yard. After much discussion, it was decided to
leave the proposed budget of $45,000 in but that the idea of improvements at
that site should be discussed at Council before any money is spent.
The
Committee discussed Civic Center landscape maintenance. It was explained
that such maintenance was proposed to be done by the Parks crew.
H revised matrix included in the packet was discussed . The matrix included
the cuts in capital and FTE to arrive at the caps ,
The Committee discussed the City' s involvement in TVEDC. After much
discussion, Judy moved that the $5,000 be cut from the budget. Bill seconded
the motion, will the vote of "all in faxor" of those present.
The Committee discussed the 4th of July and the City x involvement in the
funding of the event. Jerry felt that this issue was a Council policy item
and should be left in. Some members of the Committee felt that the City
should, over time, decrease its funding and only provide the in—hind support.
Deborah made a motion to approve the 1080/90 budget as amended by the Budget
Committee in the amount of $31,214, 111 . George Burgess seconded the motion.
All members present voted in favor.
Jerry Edwards made a motion to recommend approval of the 1989/90 tax levies as
follows :
