06/25/1998 - Minutes COMMUNITY HOUSING TASK FORCE MEETING Minutes of Thursday, June 25, 1998 Tigard City Hall MEMBERS PRESENT: Paul Alig (via telephone), Sharon Fleming-Barrett, Sheila Greenlaw-Fink, Sally Parks, Susan Wilson and Councilor Ken Scheckla. MEMBERS ABSENT: Emily Cedarleaf, Cecilia Maciel and Dedi Streich. ALSO PRESENT: Eric McMullen, Tualatin Valley Fire and Rescue, and David Scott, Building Official, City of Tigard. The meeting was convened at approximately 11:15 a.m. I. SELF INTRODUCTIONS.- Self NTRODUCTIONS:Self introductions were made. II. APPROVAL OF JUNE 11, 1998, MEETING MINUTES The minutes were approved. III. WORK SESSION: A. Review of substantive provisions of proposed ordinance. Alig reported that he is comfortable with the action of the Task Force which deleted subsection (c) from Section 220. Sec 230 - The language proposed by the staff providing discretion for the Building Official was approved and will be added as a last unnumbered paragraph to this section. Sec 280 - The consensus of the Task Force is that ceiling height requirements are not minimum safety, sanitary or habitability requirements and should be deleted from the ordinance. Section 280 is deleted entirely and remaining Sections are renumbered. Section 290 - (Sleeping room requirements): The consensus of the Task Force is that minimum sizes of habitable rooms for "habitability" are not appropriate for inclusion in this ordinance. The specification of minimum sizes in this context may prohibit some living arrangements in low cost housing and may not align with various cultural norms regarding living space. There is a legitimate safety issue regarding space and overcrowding. This issue will be covered in Section 300 on overcrowding. Subsections (B) and (D) are deleted entirely and Subsection (c) is amended to incorporate language regarding natural light already approved previously. Community Housing Task Force Meeting Minutes of June 25, 1998 Page 2 Sec 300 - (Overcrowding): After lengthy discussion of what constitutes a safe and reasonable limit for overcrowding, the consensus of the Task Force is to amend the 100 sq.ft. factor to 150 sq.ft. The Task Force considered what NFPA 101 requires (1 occupant for every 200 sq.ft.) and the Oregon Building Code (2 occupants per sleeping room). The 100 sq.ft. factor in the Portland ordinance was considered slightly liberal with respect to safety. The 150 sq.ft. factor provides a balance between safety and the need for housing by representing a middle ground between current code and the Portland ordinance. The TVFR representative was comfortable with this action. Sec 301 - (Emergency Exits): Subsection (D)(1) is amended to delete language after "repair." The deleted language is redundant. Subsection (D)(4) will be amended to include previously approved language regarding the prohibition of closing or latching devices requiring a key or special knowledge or effort. Subsection (D)(5) is amended to add "Where necessary to indicate the direction of egress," at the beginning. This language will allow signage to be omitted when the path of egress is blatantly obvious. Sec 320 - (Smoke Detectors): This section is amended by adding "shall comply with all applicable laws," after "approved" in the last sentence. B. Other No other items were considered. IV. MEETING SCHEDULE CONFIRMATION: The next meeting was confirmed for 7/9/98, 1 pm - 4pm. The following meeting was scheduled for 7/21/98, 1p - 3pm. (Note: The 7/21/98 will need to be re-scheduled). That meeting will be devoted to the discussion of Social Care Facilities. Constituent representatives of Social Care Facility providers will be invited to the meeting. V.
