THROUGH DISCUSSION: Through traffic is the responsibility of the state and the Metropolitan Service District. It involves specific highways such as I-5, 217, 99 and a few others. Tigard 's input into this area mostly involves identifying needs and recommending solutions to the regional planners. Probably the most important function that Tigard and the advisory committee can perform in this area is to seek input from the leaders of Tigard, know and understand the major issues and needs, maintain contact with the decision makers, follow the issues, and coordinate the effort to promote Tigard 's causes.
