Meeting called to order by Chairman Schwartz at 7:06 p.m. 2. Roll call: All members present except for Nancy Newcomb. Others present: Beverly Froude - Citizen's Advisory Committee for Westerly Bypass. Randy Wooley - City Engineer 3. Motion to approve minutes was approved unanimously. 4. Beverly spoke on the subject of the Westerly Bypass. Beverly indicated that one of the Westerly Bypass alternatives, the arterial expansion alternative affects the City substantially. The alternative suggests to route an improved 5-lane Murray Blvd. through the City of Tigard. This would create substantial modification to Tigard streets, including Gaarde, McDonald, Bonita, Carmen Drive, and Hwy 99. Randy indicated that a LUTRAQ study is in parallel with Westerly Bypass study by 1000 Friends and are looking at the transportation issues by revising land use densities. 5. Other Business: • Randy said Gaarde bid opening is next Tuesday. Seventy plan holders . . . expect a good bid turnout. • There is a way to get on ODOT's mailing list. Please see Randy for information. • Ron reported McDonald Street is extremely dark and needs street lighting. Randy said the cost would be approximately $3,000 to $4,000 to light. 6. Minutes submitted by: John Etzel bginvo\transmin.192 MEMORANDUM CITY OF TIGARD TO: Transportation Advisory Committee April 2, 1992 FROM: Randy Wooley, City Engineer SUBJECT: April meeting �J 1 . City Council Resolution No. 87-35 requires that the Committee elect a chairperson and a secretary each calendar year. We neglected to hold an election at the January meeting and agreed to schedule it on the next agenda. There are no restrictions on the number of terms that a member may serve in either office. 2. One of the primary functions of the Committee is to recommend to the City Council the priorities for transportation project funding each year. At the April meeting, we will be ready to present data on the estimated budget available for the coming fiscal year and potential projects for funding. At the April meeting, you may be ready to vote on your recommendation or you may want to request additional information for a decision at your May meeting. Based on the Committee' s recommendation, the Council typically adopts a capital improvement budget in June as part of the citywide budget process .
