Meeting was called to order at 7:05 PM at Tigard City Hall ,
1 . APPROVAL OF MINUTES FROM NOVEMBER, 1987.
Minutes were approved as read.
2. ELECTION OF CHAIR AND SECRETARY FOR 1088.

Joe Sohweitz was nominated for Chair, and unanimously approved by the
Committee.

3 . REPORT ON TRANSPORTATION FACILITIES PLAN.
Gordon Martin talked on views of NPO #4 to broaden scope of study of
Tigard Triangle by OD0T.
Randy commented on possibilities to broader study. His comment was
to get involved in the public meeting on February 0 at City Hall .
Randy reported that comments were received from the NP0` o about a
list of project needs in their particular NPO. Comments were received
from City Center Plan Task Force, some NP0' u and several oitizeno .
Committee wishes to include "Improvements to Walnut/Grant
intersection" in priority list of projects ,
4. PROPOSED CIP REVISIONS.
Randy recommended that the Tie6eman Avenue project be deleted frnm the
current CIP budget due to the current conditions, and allow its funding to
become available to next projects on priority list. Thu projects include
North Dakota shoulder and Ash Avenue at Creumer Drive. It was moved and
seconded for the Committee to go with Randy ' s recommendation. Motion
passed unanimously.
5. REPORTS ON OTHER MEETINGS BY COMMITTEE MEMBERS,
Joe reported on Tigar6`y Budget Workshop held on January 5' 1088 .
Joe also attended "FOCUS", a meeting of Beavertun`o Transportation issues .
d. OTHER BUSINESS.
* Council meeting February 8 tentatively at 6:30 to meet with
Transportation Advisory Committee. Wish all members to attend .

CITY OF TIGARD, OREGON
RESOLUTION NO. 75-04
A RESOLUTION ESTABLISHING ATTENDANCE REQUIREMENTS FOR BOARD AND COMMITTEE
MEMBERS APPROVED BY THE CITY COUNCIL.
WHEREAS, the City Council finds that effective service to the community can be
achieved only by consistent attendance by members of Council-approved Boards
and Committees; and
WHEREAS, it is the desire of the City Council to establish attendance criteria
by enactment of a policy directive,
NOW, THEREFORE, be it resolved by the Tigard City Council that:
Section 1: As a condition of continued membership on each and every committee
or board established by action of the City Council, each appointed
member shall not be absent for more than 2 consecutive regularly
convened meetings unless an approval for such .absences for good
and sufficient reason shall have been granted by the chairperson
of the affected board or commission. Three consecutive absences
shall automatically constitute forfeiture of membership unless
such approval shall have been granted.
Section 2: It shall be the responsibility of the chairperson of the affected
committee or board to expeditiously notify the Council of a
forfeited membership under this rule in order that an appropriate
appointment can be considered by the Council.
Section 3: Good and sufficient reasons for absence may include but not be
limited to illness, absence from the City or other circumstances
beyond the control of the member. If absences at 2 consecutive
meetings occur on a recurring basis, the chairperson shall attempt
to ascertain the reasons therefor and if said absences are
unavoidable the chairperson shall urge the member to reconsider
his acceptance of the responsibility of membership on the affected
board or committee.
Section 4: Notwithstanding the responsibilities placed upon the chairpersons
of City boards and committees, the Mayor and Council reserve the
right and duty to review, at any time, the attendance record of
any member and to take that action which it deems to be in the
best interest of the City and the board or committee.

structure and purpose of the Committee should be redefined to concentrate on
city—wide transportation planning issues , Councillor John Schwartz and I will
be working with you to outline those new definitionn .

the existing resolution.

RESOLUTION NO. 8
A RESOLUTION OF THE TIGARD CITY COUNCIL REDEFINING THE STRUCTURE AND GOALS OF
THE TRANSPORTATION ADVISORY COMMITTEE.
WHEREAS, the Transportation Advisory Committee was created by Resolution
No. 84-62 on August 27, 1984| and
WHEREAS, in a workshop meeting with the Transportation Advisory Committee on
January 26, 1087, the City Council determined that it was appropriate to
redefine the structure and goals of the Committee; and
WHEREAS, it appears that the Transportation Advisory Committee can be of
greatest benefit to the City by concentrating its efforts on planning for
transportation improvements of city—wide benefit; and
WHEREAS, neighborhood transportation improvements can be coordinated through
the various Neighborhood Planning Organizations; and
WHEREAS, regional transportation improvements are coordinated through the
County, the Metropolitan Service District, State agencies and other
organizations,
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:

repealed ,
2The purpose of the Transportation Advisory Committee shall be
to review any proposals to adopt or amend planning documents
for the city—wide transportation system and to make
recommendations to the City Council regarding such proposals.
The city—wide transportation system shall mean the arterial and
collector street system, the bicycle routes system, and mass
transit system within the City of Tigard. Planning documents
shall mean the Transportation Capital Improvement Program, the
Transportation Public Facilities Plan, the Transportation Map
of the Comprehensive Plan and master planning documents for
city wide transportation facilities, along with proposals for
funding of the proposed transportation systems .
/ The Committee shall consist of up to nine members appointed by
the Council . All appointments made subsequent tw adoption of
this resolution shall be for two year terms except where an
appointee in completing an unexpired term of a previous
committee member. Committee members shall receive no
compensation.

A RESOLUTION OF THE TIGARD CITY COUNCIL CREATING A TRANSPORTATION ADVISORY
COMMITTEE, DEFINING ITS MEMBERSHIP, POWERS AND DUTIES.
WHEREAS, development and maintenance of an effective transportation system in
the City of Tigard is of crucial importance to the livability and economic
well-being of Tigard residents and businesses; and,
WHEREAS, the Tigard City Council at its goals workshop in July, 1984,
identified Transportation and Capital Improvement Program issues as high
priorities; and,
WHEREAS, the Tigard City Council discussed a possible citizen advisory
committee and the need for expanded public input to the Public Facilities
planning process; and,
WHEREAS, the Tigard Area Chamber of Commerce has recommended the formation of
an official Transportation Advisory Committee and indicated its willingness to
assist in such an advisory committee; and,
WHEREAS, staff recognizes the need to coordinate Transportation plans with
related Wastewater plans and Public Works maintenance programs; and,
WHEREAS, Oregon law requires Land Conservation and Development Commission to '
review and approve Public Facilities plans based on the Comprehensive Plan;
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
Section 1: The Tigard City Council ordains and establishes a Transportation
Advisory Committee.
Section 2: The purpose of the Transportation Advisory Committee shall be to
develop, maintain and advise as to the implementation of a Transportation
Public Facilities Plan and the resulting Capital Improvements Plan affecting
Transportation and coordinated with related Wastewater plans.
Section 3: The Committee will consist of nine members, no more than two of
whom may be non-residents of the City of Tigard, to be appointed by the
Council. Initially, four members will be appointed for two year terms and
four for one year terms. The remaining position, .that of the Mayor or Mayor's
designee, will run continuous with the term of office. Subsequent
appointments, except that of the Mayor or the Mayor's designee, will be for
two year terms except where an appointee is completing the unexpired term of a
previous committee member. Committee members shall receive no compensation.
The Committee shall be composed of the following nine members:

a. The Mayor of Tigard or the Mayor's designee from the City Council.
b. A representative of the Tigard Area Chamber of Commerce.
c. One resident of Tigard living north and west of S.W. Pacific Highway.

In choosing at Large members, the City Council shall give consideration to
representatives from the bicycling community, persons interested in or
dependent upon mass transit, regional commuters, engineers or other
transportation specialists and one high school student, preferably a Junior
with an annual term expiring June 1, of each year.
The Director of Public Works will serve as an ex-officio member.
The Committee is authorized to create special subcommittees and enlist the aid
of private citizens to study special areas of concern.
Section 4 - Powers and Duties: The Committee shall be advisory only to the
City Council. The Committee shall meet periodically, at least 9 times per
year. The Committee shall review regional and local transportation plans.
The Committee shall develop a Transportation Public Facilities Plan with staff
assistance. The Committee shall annually review and update the related
Capital Improvements Plan priorities per the Public Facilities Plan. The
Committee shall review and recommend as to related engineering standards and
Plan policies. Transportation shall include streets, bikeways and mass
transit systems. The Committee shall review and recommend a balance of budget
resources between operations and capital.

SUBJECT: Capital Improvement Program
Last month I asked you to begin thinking of potential transportation projects
for the CIP for the next 18 months and I gave you a list of 48 possible
projects for consideration.
This month I would like to narrow the list to about 10 projects for more
detailed consideration. After we narrow the lint, I will prepare a more
detailed project: description, cost estimate, and possible phasing for each
project. With this information, I hope that we can put together a CIP
recommendation in March.
I am suggesting the following projects for the reduced list (not yet in any
order of priority) :
1 . Durham Road (Hall to 90W), widening and revised vertical alignment.
2. 72nd Avenue at QgW, intersection improvements.
3 . North Dakota Street (Tiedeman to 114th), add shoulders for
bike/pedestrian safety .
4. Greenburg Road at Tiedeman, add southbound right turn lane.
5. Creenburg Road at Center Street, intersection improvements,
6. Green6urg Road at Cascade Avenue, intersection improvements.
7. Durham Road at Hall, intersection improvements.
8. Main Street/Fanno Creek Bridge, replacement and widening.
9. Ash Creuk/Greun6urg Road Bridge, replacement and widening.
10. 99W (Gamrde to Bull Mtn. Road), intersection improvements .
11 . Study (with 0D{}T) the need for an additional access to Tigard
Triangle from Hunziker Street.
12. Ash Avenue at 13740 8W Ash, complete missing pavement and curb.

CAPITAL IMPROVEMENT PROGRAM
STATUS REPORT
January 31, 1987
ST_-3 - North_Dakota Street Resurfacing and Reconstruction (90th to 95th
Construction will resume in the spring.
ST--6 - Tiedeman Avenue Realignment
Consultant working on final design. City Engineer working to resolve a
problem with an existing sewer line.
ST---7 -_North Dakota Street Realignment at 115th Avenue
Final design complete. Council has approved tentative agreement for
purchase of a portion of the required right of way and Council. has
authorized condemnation of the remaining property required for right of
way .
ST-8 - Realignment of 79th Avenue at Bonita Road
This project is being constructed in conjunction with development of
Mara Woods Subdivision. Construction has begun and is proceeding as
weather permits .
ST--11 _- Traf_f isS___ii nal at Greenburg Road and Tiedeman Avenue
The State has started design and estimates they will be ready to
advertise for bids by July of 1987.
ST--13 -- Traffic Signal at Burnham Street and Hall Blvd.
This project is being designed by the State. They estimate they will be
ready to advertise for bids by August of 1987.
ST-14 •- Traffic..._ Signal at Hall Blvd. and McDonald Street
This project is being designed by the State and additional right-of-way
is required. They should be ready to advertise for bids by the fall of
1987.
ST-15 - L.I.D. No. 85-1 , Hall Blvd. Street Improvements
_ Hearings on final assessment roll are being scheduled .
S1---16 - L.I.D. No. 35, S.W. 68th Parkway
Construction complete. The consultant is preparing the final engineer' s
report.
*Projects which were previously reported as complete have been deleted.
ST-17 — L.I.D. No. 40 Dartmouth Street Extension
Engineering design work is approximately 60% complete. Property
appraisal reports for right•-of--way are complete. The State is preparing
an agreement for signal revisions and associated work at Pacific Highway .
ST 18 — Pacific Hi and Canterb� Lane Intersection Improvement
The State has scheduledthisproject for 1990 construction. Preliminary
engineering study for the project has begun.
135th Ave./Murray Blvd. L.I.D.
Preliminary engineering report is nearing completion and will be
presented to the Council in February.

Construction plans are complete. We are working on acquiring the
necessary easements.

Due to difficult access for construction equipment, we are re--evaluating
the repairs to be done.
SD-3 — 100th Avenue Storm Sewer (Murdock--Sattler
_ Scheduled for 1987 if funding is adequate_
SD-4 — Summerlake/Anton Park Drainage
Construction plans have been prepared and easements are being acquired.
Construction schedule will depend on weather and easement acquisitions .
Park Projects:
All current Parks CIP projects are being constructed by City Parks
crews. To provide better control and better coordination with the Parks
Board, staff responsibility for the Parks CIP has been shifted to the
Operations Division. Reports on Parks CIP activity will now be included
in the regular monthly departmental reports.
