Adjournment NOTE: Since there was not a quorum present at the March Meeting, several items. have been carried forward to this agenda. br/agenda.rrw TRANSPORTATION ADVISORY COMMITTEE MINUTES February 9, 1989 Meeting called to order at 7 :06 p.m. Members present: John Etzel, Nancy Newcomb, Barbara Zanzig, Joe Schweitz, Ron Holland, Dan Rosborough Others present: Randy Wooley, City Engineer Minutes of last meeting were moved, seconded, and approved. Election of Officers: Chair: Joe Schweitz nominated and elected with a unanimous decision. Secretary: Barbara Zanzig nominated and elected with a unanimous decision. Consideration of North Dakota Street Closure: The Transportation Advisory Committee discussed the issue briefly. Motion was made to recommend that the road not be closed, even temporarily. Passed unanimously. Joe recommended that the Transportation Advisory Committee direct the police Department and City staff to design alternatives to closure. Suggested alternatives were stop signs at each intersection, barrels, or mid- street plantings, and members felt there are other feasible alternatives. Moved, seconded, and passed unanimously that recommendation be forwarded to City Council . Discussion followed on 1989--1990 Capital Improvement Program (CIP) . Randy will present budget information at March meeting. Randy presented citizen letters concerning a signal at Cascade and Greenburg Road, for consideration with other possible CIP projects. The Committee discussed the NE Bull Mountain materials briefly. Status report - Randy Wooley, City Engineer First road bond design contracts come before Council 2/13/89. Schedule for next meeting - Joe Schweitz will be gone. The Transportation Advisory Committee agreed to hold March meeting on March 16th at 7:00 p.m. Meeting adjourned at 8:32 p.m. /bkm Nrigov MEMORANDUM CITY OF TIGARD, OREGON TO; Transportation Advisory Committee April 7, 1989 FROM: Randall R. Wooley, City Engineer SUBJECT: Street Bond Project For Main Street The street bond measure approved last fall included $700,000 for Main Street access and intersection improvements. The City Center Plan Task Force has now recommended a City Center Development Plan to the City Council. In their report, the task force has recommended that the bond funds be used for replacement of the Main Street bridge over Fanno Creek and for improvements to the existing Burnham/Main intersection. Bridge replacement would include widening of the bridge to the standards recommended by the task force for Main Street and would include creek channel improvements at the bridge as necessary to comply with the long range Drainage Master Plan and Parks Master Plan. Remaining funds would be used for the intersection improvements. The intersection improvements at this time would probably consist primarily of purchasing and demolishing the existing tavern building and providing some interim pavement improvements on Burnham Street at the intersection approach. The interim improvements would be expected to improve intersection capacity and also to improve sight distance. The proposed Main Street project is consistent with the recommendations which the Transportation Advisory Committee had made last June. If the committee still supports this use of street bond funds, it is appropriate to recommend to the Council that these projects proceed to construction. If the Committee and the Council are in agreement on the projects, staff could begin the process of retaining a design consultant for the bridge and beginning the right-of-way acquisition process. Construction could then be scheduled for next summer. br/TTAC MEMORANDUM CITY OF TIGARD, OREGON TO; Transportation Advisory Committee April 7, 1989 FROM: Randall R. Wooley, City EngineerP(C. SUBJECT: North Dakota Street CIP Project The current streets CIP budget includes $50,000 for shoulder improvements along the north side of S.W. North Dakota Street between Fanno Creek and 114th Avenue. The project is intended to improve safety along this street by providing a shoulder area for pedestrians and bicyclists. Engineering staff have nearly completed the design of this project and are working with adjoining property owners to resolve some remaining conflicts. It has been necessary to revise our original design somewhat in order to better accommodate the desires of the adjoining property owners and to save existing trees and landscaping where possible. The result has been a need to install more storm drain piping and less open ditching than we had originally intended. As a result, there has been some increase in the project cost. Our recent bid opening for the McDonald Street bikeway project has indicated to us that contractors are busy this spring and not especially interested in bidding on small shoulder improvement jobs such as the North Dakota project. Therefore, we are anticipating higher bid prices than we had previously estimated. We now estimate that the project construction costs will be approximately $70,000. The Transportation Advisory Committee had previously given the North Dakota shoulder project a high priority due to the critical safety needs along this street and the increasing traffic volumes. We see no practical way to reduce the project costs and still accomplish the Committee's goal. Therefore, we recommend that the project proceed. I foresee no problem in identifying the additional $20,000 needed to fund the project. However, it will mean that the potential funding for new projects in the 1989-90 budget will be decreased somewhat. Prior to proceeding to bid on this project, we request Committee concurrence that the project should proceed. br/ndak.rrw
