Adjournment dj/tac-agd.dj TRANSPORTATION ADVISORY COMMITTEE MINUTES - JANUARY 11, 1990 1. Call to order at 7:06 pm. 2. Roll Call: Members present: Schweitz, Etzel, Holland, Waterman, Riewald, and Newcomb. Other present: Randy Wooley, Liz Newton, and John Acker (City Planning Dept. ) . 3. Approved minutes from December 14, 1989 meeting. 4. Several committee members terms have expired. Liz Newton will be setting up interviews with Mayor Edwards and John Schwartz on January 24, 1990, for committee members interested in being reappointed. 5. 1990 Committee Elections: Joe Schweitz nominated Chair Ron Holland nominated Vice-Chair Nancy Newcomb nominated Secretary Unanimous vote to elect everyone nominated. 6. Discussion of Periodic Review Process: John Acker explained the Periodic Review Process, this committee's role for the Public Facilities Plan. Committee will propose and prioritize transportation projects for the Public Facilities Plan. 7. Discussion of Northeast Bull Mountain Transportation Study. Motion to accept Bull Mountain Transportation Plan, as written, unanimously approved. 8. Other Business: a. Tri-Met revising bus routes. Motion to recommend a bus route that serves Hall Boulevard and Durham Road (between Hall Boulevard and Pacific Highway), unanimously approved. b. Hall Boulevard at McDonald Street traffic signal bid was awarded. C. Canterbury Lane at Pacific Highway - out to bid. d. Hall Boulevard at Durham Road traffic signal - out to bid. 9. Roll Call: Members present: Schweitz, Etzel, and Newcomb. Others present: Grant Perry (Summerfield Civic Association) , Ed Murphy (Community Development Director) , and Joy Henkle (Fanno Creek Conference) . 3. Review of minutes from January 11, 1990 meeting. 4. Joy Henkle discussed Fanno Creek Conference to be held Saturday, February 24, 1990. All committee members were invited to participate. 5. Grant Perry presented Summerfield Civic Association's request for City to assist with upgrading of street lighting in Summerfield. No action taken at this time. 6. Discussion of proposed President's Parkway development. 7. Discussion of meeting with City Council on February 26, 1990, at 6:30 pm. Topic of discussion will include: Main Street Bridge, President's Parkway, Committee membership, Planning Commission liaison, Anton Park, and Summerfield street lights. 8. Submitted by: Nancy Newcomb dj/m-tac.nn 1 March 21, 1990 STATUS REPORT MAJOR STREETS TRAFFIC SAFETY IMPROVEMENT BOND PROJECTS BONITA ROAD Phase 1 of this project involved improvements at the Hall Boulevard intersection and was completed in 1989. Phase 2, which will extend the improvements to Fanno Creek, is scheduled for 1991. A design consultant is currently being selected for Phase 2. DURHAM ROAD A contract has been awarded for installation of a traffic signal at the Hall Boulevard intersection. Bids have been opened for minor intersection improvements needed in conjunction with the signal installation. Final design and right-of-way acquisition is being completed for the remainder of the project, with construction expected to begin in the late spring. GAARDE STREET/99W INTERSECTION The Gaarde house has been purchased and relocated. Detailed design will be performed later this year and construction is scheduled for next year. ODOT. is tentatively budgeting funds to share in the cost of this project. GREENBURG ROAD Clarification of the existing right of way was completed in January through the formal legalization process. Design of this project is nearing completion and right-of-way acquisition is being started in those areas where additional right of way is required. Construction is scheduled for this summer. LOCUST STREET This project was completed in 1989. MAIN STREET Awaiting selection of specific project. MCDONALD STREET Following a series of meetings with property owners, preliminary design is being completed. Another meeting with property owners will be scheduled to review the preliminary design. Final design and right-of-way acquisition will be completed this year, with construction scheduled for 1991. WALNUT STREET Following a winter meeting with property owners, the project was redesigned to increase the width of the existing sidewalk on the south side and to delete the proposed sidewalk on the north side, thereby saving- existing trees. Right-of- way acquisition is now in progress. Construction is scheduled for this summer. 69TH AVENUE/99W INTERSECTION Design of this project is scheduled for this fall with construction to occur in 1991. 121ST AVENUE Design of this project is nearly complete. Right-of-way acquisition is being completed. Construction is scheduled for this summer. Originally, construction of an additional right turn lane at Scholls Ferry Road was scheduled as part of this project. The turn lane was to be coordinated with the ODOT project for Scholls Ferry Road. However, during final design ODOT has determined that the turn lane is not needed. Therefore, the turn lane has been deleted from the project, reducing project costs. x_ COSTS The $8,500,000 budget for the bond program still looks adequate. Cost overruns occurred on the Locust Street project due to unexpected utility problems and a tight construction schedule. However, these overruns will be offset by the cost reductions on 121st Avenue. Potential ODOT participation in the Gaarde/99W project could provide additional cost reduction. SCHEDULE Some project schedules have been modified to better accommodate neighborhood concerns. However, the major projects are on schedule and a 1991 program completion is still expected. rw/bond i MBMORAI®DM CITY OF TIGARD, OREGON TO: Transportation Advisory Committee March 5, 1990 FROM: Randall R. Wooley, City Engine 1. The March meeting is cancelled due to lack of business to come before the Committee. Major items that had been scheduled for March were consideration of the 1990-91 capital improvement budget and consideration of the Comprehensive Plan update. However, the data we expected to have _ for your consideration is not yet available. This means that the April meeting will be a very important one. It may be necessary to schedule two Committee meetings in April. 2. The February 26 meeting with the City Council was cancelled when personal emergencies prevented several of the Councilors from arriving in time for the early meeting. The meeting will be re-scheduled. You will be notified as soon as the new date is known. dj/m-tac.RW
