Members Present: Schweitz, Castile, Etzel, Holland, and Waterman Staff Present: Randy Wooley and Liz Newton Others Present: Meloney Clark, Bob and Larona Lars@11, and Richard Ross 3. Minutes were approved as read. 4. Discussion of potential capital improvement projects by Randy Wooley: Randy presented intersection data for potential signalization. Typical cost for a new signal is $80,000 to $120,000. We are tentatively looking at $500,000 in CIP funding. Approximately $100,000 is typically used yearly for overlays. Therefore we are looking at only $400,000 for improvements. Randy is expecting a more precise number for budget in May. Other project discussions included upgrading of street lighting in Summerfield, railroad improvement crossing on Upper Boones Ferry Road. 5. April 23, 1990, State will meet with City on their new project located between Pfaffle and Greenburg Road. 6. April 30, 1990, Council will discuss the closing of North Dakota. Box 23397 Tigard, OR 97223 Dear Sirs , On April 24th, the Transportation Advisory Task Force visited the top eight potential sites for traffic signals . As a student safety commission, the first thing we noticed were the two competing forces : industry/traffic and pedestrians/students . Signal warrants have been issued for Durham Rd. and 108th Avenue and Durham Road and 92nd. We believe 92nd is more important because of Cook Park, Tigard Swim Center, high school activities , Plaid Pantry, residential areas nearby, and 1600 cars that travel here at the peak hours . In our opinion, other significant needs for pedestrian safety are on 108th and Durham, and some traffic on 121st and North Dakota St . The other sites such as 72nd and Bonita are industrial areas . Making road improvements would benefit those of the business world, but exclude our main concern , pedestrian safety. Therefore, it is our recommendation that a stop light is put at 92nd Avenue and S . W. Durham Rd. at the earliest possible convenience, because of the danger to many hundreds of students that cross Durham Rd. everyday. Typically, the recommendation is sent to the Council in May, so that the Council can include the CIP projects in the budget adopted in June. Revenues For Fiscal Year 1990-91, the following revenues are expected to be available for the CIP projects: Streets SDC $259,000 State gas tax 119,000 Total: $378,000 An additional $158,000 in new gas tax receipts is expected in FY 1990-91. It has not yet been determined how this revenue will be divided between CIP and street maintenance operations budgets. SDC (Systems Development Charge) funds can be used only for improvements to arterial and collector streets and must be used on projects made necessary due to new development in the City. Gas tax funds can generally be used for any type of street maintenance or improvements. Proiects At the April meeting, the Committee considered a number of additional projects. We also mentioned that a portion of the CIP funds need to go to the pavement major maintenance projects, such as overlays and reconstruction of existing street pavements. In April, you considered 6 locations where installation of traffic signals is currently warranted or will be warranted in the near future. Additional data on the 6 intersections is presented in Attachment #1. Attachment #2 shows updated cost estimates on other projects considered by the Committee. This includes projects from your 1988 priority list and new projects suggested by citizens. Attachment #3 is a memo from Gary Alfson discussing our needs for major pavement maintenance. Funding Eligibility All of the projects listed appear to be eligible for gas tax funding but some are not eligible for SDC funding. Those eligible for SDC funding include the signal projects, the 72nd/Pacific Highway intersection project, the Grant Avenue bridge replacement, and the three overlay projects which Gary refers to as "structural overlays". Citizen Involvement In April, the Council appointed a group of Twality Junior High School students to a Special Transportation Advisory Task Force. The Task Force has submitted a recommendation for CIP funding. Several citizens have indicated an interest in presenting to the Committee their arguments in support of specific projects. The May meeting has been scheduled in the Town Hall Room, to provide adequate room for any citizens who may attend. Recommendations 1. Previously, the Committee indicated a strong desire to fund the 72nd/Pacific intersection. Funds are not adequate for construction of this project unless we eliminate the major maintenance program. But the first phase could be funded (final design and right of way) . I recommend first phase funding of $75,000 in FY 1990-91. 2. I recommend that the remaining funds be used for signal projects and the pavement major maintenance program. rw/ttac-cip ATTACHMENT # 1 INTERSECTIONS WHERE SIGNALS ARE WARRANTED Total Peak-Hour Traffic Entering 1988 Estimated Intersection the Intersection Accidents ( Project Cost Bonita Rd./72nd Ave. 1800 5 $ 110,000 Durham Rd./92nd Ave. 1600 5 110,000 Durham Rd./108th Ave. 1350 0 100,000 Hall Blvd./Bonita Rd. 1500 1 110,000 Hall Blvd./Pfaffle 1500 ( 2 110,000 121st Ave./North 1300 2 110,000 Dakota St. dj/att#1.RW ATTACHMENT # 2 COST ESTIMATES FOR OTHER PROJECTS CONSIDERED 72nd Avenue/Pacific Highway Intersection * $ 500,000 Grant Avenue Bridge Replacement* 570,000 Templeton/Twality School Pedestrian Improvements 370,000 Summerfield Street Lighting Upgrade ** Railroad Crossing on Upper Boones Ferry Road 50,000 *Note: The intersection and bridge projects could be phased. The first year would be completion of design and acquisition of right-of-way. The second year would be construction. Estimated Phase 1 cost is $75,000 for the intersection and $50,000 for the bridge. ** Additional data is being collected on the Summerfield street lights, as requested by the Committee. The data will be available at the May 10 meeting. dj/att#2.RW RESOLUTION NO. 90- Page 1 Attachment # 3 oRANDUK CITY OF TIGARD, OREGON TO: Randy Wooley i May 2, 1990 FROM: Gary Alfson + i RE: 1990 Major P Int Mainance Program The attached prioritized list su mitted to you for review March 5th has also been reviewed by Cliff Scott and Bob White. No changes are proposed to the order of priority. This list includes the streets within the City in need of digout repairs of failed areas and a few overlays. It is important that these repairs be made as soon as possible to avoid continued deterioration of the pavement. The alligator cracked pavement allows water to penetrate through the pavement, softening the supporting baserock and subgrade. In order to catch up on the deterioration I would recommend a budget of $250,00 this year. In the following two years this list should be completed and a surface sealing program be initiated utilizing the same budget level. In addition there are a few streets which are presently in need of structural overlays to increase their load carrying capacity due to increased auto and truck traffic. These roads include: 1. 128th Avenue - Walnut to Katherine $ 33,000 2. 81st Avenue - Ross to Bonita $ 13,000 3. 72nd Avenue - Boones Ferry road to Fir Loop $160,000 It is anticipated that deterioration will occur shortly and at an accelerated rate if the structural overlays are not applied in the next 2-5 years. Based on the 3 year catch up program this would amount to $59,000 per year. This should catch up substantially on the immediate needs of major maintenance for the City Streets. The annual budget level could then be gradually reduced the next few years. An annual budget which will provide for surface sealing all of the local and low traffic level minor collector streets every 5 to 7 years, and overlaying the busier minor collector, major collector, and commercial/industrial streets every 12 to 15 years would be an ideal budget. All of the streets in the new developments should be included to determine this budget level. This budget would be approximately $190,000 per year. In another category are the streets which are beyond any major maintenance or do not meet current safety standards and require reconstruction. These streets would include: 1. Main Street - 99W to 99W $350,000 (pavement only) 2. Sattler Street - 96th Ave. to 91st Ave. $ 65,000 (1/2 street) 3. 79th Avenue - Hall Blvd. to Bonita Rd. $150,000 (existing width) 4. Commercial St. - Hall Blvd. to Main St. $100,000 (existing width) 5. 74th Avenue - Durham Road North $ 50,000 (1200, x 24, pavement) These costs are rough estimates only and only include costs for replacing the existing pavement to its existing width. Since they require reconstruction these costs will only increase with inflation if they are delayed. dj/m-rw-mpm.GA +a.w ,"M„, 1990 MAJOR PAVEMENT MAINTENANCE PROGRAM 3/2/90 PROJECT PRIORITY LISTING GAA PRIORITY PROJECT/LIMITS RATING ACTION COST COMMENTS ACCUMULAT GAA PMS SCORE (S.Y. ) ($1000) TOTAL 1 5 HUNZIKER 220 440 D.O. 11 Major Col. 11 Hall to 72nd Indust, transit 2 13 GAARDE 170 225 D.O. 5 Major Col. 16 112th to 110th high vol. 3 14 SHADY 90 500 D.O. 12 Minor Col. 28 Grnbrg to 95th comm. traffic 4 15 121ST 75 2 1/2" olay 22 Major Col. 50 Ann to Creek high vol.,transit 5 20 72ND 90 1700 D.O. 43 Major Col.,Indus 93 Boones to Fir high vol.,new .road 6 27 69TH 210 1 1/2"olay 13 Local 106 Taylor Fry to CdS 80 D.O. moderate traffic 7 30 BURNHAM 100 260 D.O. 6.5 Major Col.,Transit 112.5 Hall to Main commercial 8 37 69TH 50 65 D.O. 1.6 Major Col.,Commerc 114.1 99W to Pine moderate volume 9 40 SUMMERCREST 120 80 D.O. 2 Local 116.1 Tigard loop to CdS 10 41 SCOFFINS 70 50 D.O. 1.2 Local, Commerc 117.3 Hall to Main high volume 11 46 CASCADE 75 100 D.O. 2.5 Major Col. 119.8 Grnbrg No. commercial 12 48 TIGARD 180 500 D.O. 12.5 Local 132.3 Summercrest to 115th 13 56 TIEDEMAN 70 200 D.O. 5 Major Col. 137.3 Walnut to Tigard high vol 14 61 CANTEBURY 100 40 D.O. 1 Minor Col. 138.3 99W to 103rd 15 65 95TH 175 1 1/2"olay 8.3 Minor Col. 146.6 Grnbrg to N.Dak 50 D.O. ywr y..w 1990 MAJOR PAVEMENT MAINTENANCE PROGRAM 3/2/90 PROJECT PRIORITY LISTING GAA PRIORITY PROJECT/LIMITS RATING ACTION COST COMMENTS ACCUMULAT GAA PMS SCORE (S.Y. ) ($1000) TOTAL 16 11 69TH 400 1 1/2"olay 7 Local, low vol 153.6 Clntn to Atlnta 100 D.O. no curbs 17 12 McKENZIE 200 80 D.O. 2 short, commerc 155.6 99W intx 18 35 HOODVEIW 170 1 1/2"olay 14 Local 169.6 Kable to end 45 D.O. low vol 19 36 LANDMARK 145 880 D.O. 22 Industrial 191.6 72nd to CdS 20 39 M.S.WOODWARD ENT. 125 80 D.O. 2 school access 193.6 Kathrn to School 21 47 ANN 120 1 1/2"olay 11.6 Local 205.2 121st to 116th 65 D.O. 22 49 THORN 160 1 1/2"olay 11 Local 216.2 82nd to 79th 60 D.O. 23 57 KATHERINE 80 80 D.O. 2 Local 218.2 121st to School High traffic 24 58 BAYLOR 150 160 D.O. 4 Local 222.2 72nd to 66th 25 64 SANDBURG 150 250 D.O. 6.2 commercial 228.4 72nd to CdS 26 69 127TH 135 1 1/2"olay 13 Local 241.4 128th to Karen 80 D.O. moderate vol 27 74 110TH 130 50 D.O. 1.2 Minor Col. 242.6 Gaarde to Fairhvn low vol 28 135 WATKINS 50 60 D.O. 1.5 Minor Col. 244.1 99W to Walnut low vol. 29 18 CEDARCREST 215 1 1/2"olay 2 Local 246.1 74th to C.L. low vol 30 21 MEADOW 200 1 1/2"olay 10 Local 256.1 Teideman to CdS 50 D.O. low vol "'Vol 1990 MAJOR PAVEMENT MAINTENANCE PROGRAM 3/2/90 PROJECT PRIORITY LISTING GAA PRIORITY PROJECT/LIMITS RATING ACTION COST COMMENTS ACCUMULAT GAA PMS SCORE (S.Y. ) ($1000) TOTAL 31 23 67TH 200 125 D.O. 6 Local 262.1 Clintn to Baylor low vol 32 25 70TH 195 80 D.O. 2 Local 264.1 Oak to end low vol 33 28 66TH 220 2 1/2"olay 30 Local, low vol 294.1 Hamptn to Frankln 80 D.O. poor cond 34 28 66TH 150 80 D.O. 2 Local, low vol 296.1 68th to Frankln 35 29 92ND 170 45 D.O. 1.5 Local, low vol 297.6 Center to CdS 36 31 SPRINGWOOD 160 80 D.O. 2 Local, commerc 299.6 121st to CdS high vol 37 34 79TH 160 600 D.O. 15 Local 314.6 Pfaffle to Thorn 38 45 ASH 200 2 1/2"olay 4.4 Minor Col. 319 Brnham to Yard commercial 39 54 ASH 120 25 D.O. 0.9 Minor Col. 319.9 100th to Garrett 40 141 GONZAGA 50 90 D.O. 2.3 Local 322.2 72nd to 70th
