INTERIM IMPROVEMENTS • Review ODOT's analysis of restricting left turn movements between 217 and Hall, allowing a U-Turn at Hall, and improving the right turn movements from Hall onto 99W. • Review the possibility of providing a new access from Hall to serve those properties east of Hall, and north of 99W. • Advise ODOT and the City Council on what type of interim improvements should be constructed, if any. 7. ALTERNATIVE FACILITIES • Review ODOT's reaction to the "Kittleson Proposal". • Advise the City Council on whether any further study or analysis of this alternative should be pursued. 8. REVIEW AGENDAS FOR NEXT TWO MEETINGS • February: Affect of the Western Bypass alternatives study on the 99W study (and a decision on whether or not any further review of 99W should wait until the Bypass study is completed). Final review of interim improvements proposal in terms of project description and timing, (assuming the task force has endorsed moving ahead with any interim improvements). Discussion and direction to City and ODOT as to how to best inform and involve the general public as well as directly affected property owners. • March - Either: Discussion of Kittleson's proposal and further analysis of that option, or (if that option has been essentially discarded), Discussion about how the Task Force could look at conceptual design and redevelopment issues. 9. Other 10. Adjourn br/99WAgend.Mst 99W TASK FORCE MEETING November 21 , 1991 1 . Meeting was called to order at 7:05 PM. 2. Present: Clark, Carver, Cook, Edwards, Hawley, Holland, Moore, Reilly, Schwartz. Also attending: City Staff: Ed Murphy, Randy Wooley, and Ellen Fox; Ted Keasey of ODOT; Larry Bisset of Kittleson Associates. 3. Introductions: Committee members introduced themselves. 4. Visitor's Agenda There were no visitors wishing to speak. 5. Approval of minutes. Ted Keasey from ODOT made one correction to his remarks for the October meeting minutes. 6. Short Term Improvements - Revisited Committee Chairman Steve Steve reviewed the agenda. He asked the visitors in the audience to introduce themselves. He suggested the committee look again at the Committee's purpose in January. Beverly Froude requested that the Committee look at statement of purpose and consider stretching the scope of improvements to cover from Bull Mt. o Ted Keasey of ODOT explained proposed short term improvement project aimed at increasing safety. He advised that a median barrier between Hwy. 217 and Hall Boulevard would prevent left turns on that section of the highway and improve the whole operation of the road. He said it was preferable not to do piece-meal small projects as this was less practical and more expensive. City Engineer Randy Wooley requested clarifications concerning restrictions and Mr. Keasey discussed the Oregon Action Plan and different requirements for minor and major projects. Discussion followed regarding using "No Left Turn" signs instead of concrete barriers. The pros and cons of signs vs. physical barriers were considered. The main issues of concern were safety and access to businesses. Various specific intersections were discussed. Enforcement of "No Left Turn" areas was discussed, along with the possibility of having certain hours for restricted turns. The suggestion was made to look into routes through side streets and parking lots for businesses to guarantee access. Steve Clark suggested each person visit parking lots and check this idea out. 99W TASK FORCE MINUTES - NOVEMBER 21 , 1991 PAGE 1 rii1WYY1.t Mayor Jerry Edwards favored looking at the whole section of 99W rather than a small section. He described a road similar to 99W in Milwaukee, Wisconsin. He said they used oval islands of approximately 500 feet, and U-turns were allowed at intersections, creating a smooth flow of traffic without signals. Ted Keasey agreed to look into the possibility of curb signs. He said there were liability and safety problems associated with low curb signs, and therefore he did not prefer them. 7. Presentation by Kittleson and Bissett on Alternate Route Larry Bissett stated he has a background in planning and urban economics, and has been working with the Committee for Tigard's Transportation Alternatives. He explained a proposed project to connect I-5 at Haines Street exit, extend across 217 and connect with Hall Boulevard creating a parallel route with 99W. He explained the interface with 217 would consist of a collector/distributor system. The purpose of the project would be to create a direct connection between Hall Boulevard and 217, which would decrease traffic on Pacific Highway. Mr. Bissett distributed copies of data sheets (Exhibit A) showing traffic volumes on the streets in this study, and he explained the assumptions which were made in studying this project. He compared six scenarios in the key core area and explained each one. o Mayor Edwards inquired as to the source of the traffic volume numbers used in the study. Mr. Bissett clarified stating the traffic volume numbers are from a report by Metro which came out in Summer 1991 . Mayor Edwards advised he would like to compare numbers in a 1988 ODOT study with Metro's numbers, as there was a question of accuracy. After describing the improvements and volumes in the six scenarios, Mr. Bissett summarized the results advising that creating an extension to Dartmouth would handle more cars than widening 99W. When asked about funding, he noted it would be feasible to break the project into smaller projects over a period of time. o Ted Keasey advised that it was important to look not only at volume of traffic but also at level of service. He talked about three major issues of concern: 1 ) the alignment is in a wetland which would need to be mitigated; 2) the route is in the Tualatin River basin, and runoff must be treated; and 3) the traffic effects on the system. He stated that ODOT would not allow another interchange on Highway 217. He said Tigard would need to take the lead role and get local support behind the project. He further advised it would need to be put in the regional transportation plan at Metro. There was discussion about having this project included in a study area. 99W TASK FORCE MINUTES - NOVEMBER 21 , 1991 PAGE 2 o City Engineer Randy Wooley discussed issues of concern including the impact of widening a portion of 99W on other portions of 99W. He discussed long-term concerns and the problems of having two interchanges too close together. He talked about the difficulties with railroad crossings and utility commission concerns. With regard to widening Dartmouth, he advised it would be helpful to obtain a copy of the assumptions for review. o There was discussion concerning routes which would take traffic off of Pacific Highway. Steven Clark suggested that the committee members write down individual concerns and submit them to City Engineer. 8. Discussion of the effect of Western By-Pass options on ultimate design of Pacific Highway Pat Reilly advised there were four remaining alternatives being considered by the Western By-Pass Study ranging from a "no build" position to that of "arterial expansion." He said that in all of these alternatives, they are assuming 99W will be expanded to six lanes and 217 would be 8 lanes. o There was discussion of the Western By-Pass alternatives and various impacts on 99W. Projects for improvements on other streets was discussed as they relate to 99W. o Steven Clark asked that written suggestions/concerns be submitted by December 5th for the sub-committee to include on the January agenda.
