Adjournment f� TIGARD ECONOMIC DEVELOPMENT COMMITTEE MINUTES OF APRIL 18, 1984 7:30 A.M. , PIONEER PIES RESTAURANT Members Present: Bruce P. Clark, Chairman; Jim Corliss ; Robert Williams ; Amo DeBernardis ; Patrick Kennedy; Bob Nunn; Tony Orlandini; Mark Padgett ; and William Monahan, ex-officer. Others Present: Geraldine Ball ; Anita Edin; Nancy Campbell, and Tom Brian. The minutes of the March 14, 1984, meeting were reviewed and approved as written. Chairman Bruce Clark introduced the newest member of the committee, Bob Williams of Pacific Realty Associates, representing the 72nd Avenue Area. Bruce then initiated discussion on goals and objectives of the committee. Bill reviewed the suggestions submitted by committee members which were developed on a flip chart. Discussion centered on specific topics which the committee should get involved in as well as general goals and objections. After much discussion concerning the preparations of background materials, comparison of Tigard to other communities in terms of business costs and approval periods, various roles for the committee to play, and the type of growth which the committee should promote, the Committee voted on a goal and objections. Mark Padgett made a motion, seconded by Jim Corliss that the following be adopted as the goal and objectives of the Economic Development Committee: Goal Promote economic development for the good of the community. Objectives 1) Identify the advantages and barriers to development in Tigard and recommend changes. 2) Develop an economic development strategy. The committee unanimously approved the motion adopting the goal and objectives. The committee may expand on these as it becomes more familiar with Tigard 's advantages and disadvantages for development. A discussion then took place on the initial survey results from the sample mailing. Nine of fifty surveys were returned. The committee suggested several modifications to the form which will be incorporated prior to a general mailing in late April. The general mailing will be accompanied by a letter from Bruce and a copy of the Tigard Fact Sheet now being published. The surveys which are addressed to ten local businesses will be held out from the mailing. The committee members agreed that each will take a survey form to a business firm chosen by staff to meet with a company representative and complete the survey. Prior to the next meeting Bill will revise and circulate the survey and begin to assemble some data and publications for committee members. This budget contains a service rate increase of 50 cents per dwelling unit equivalent per month. Connection fees will also increase from $875 per dwelling unit equivalent to I realize that the increase in service fees will be of some concern to your customers . You may advise them, however, that the amount of taxes levied for USA bonds will be declining. We estimate that the tax rate will be reduced from the present 61 cents per $1000 TCV to a rate of 51 cents . Therefore , the total costs of sewer service for most homeowners will remain stationary or even decline slightly. The Board will take final action on this matter in June . Not aware of any. To much empire building at City Hall, staff top heavy, to many chiefs, Depts, created in last 2 years that do not need to be there. Mail delivery instability is driving us nuts. You never complete any project before you want more money for something else. We were rezoned about 3 years ago, but were not notified of the proposed change. When we received our new tax statement, we inquired. We were treated very rudely by the City Planner. We could not run our property for nearly what it is appeared at. We've talked also with the county. Their justification was that they have the right to appraise our property on the basis of leasing of rental properties in the area i.e. shopping centers (not of cost of reconstruction or comparable sales). I feel that the single most detrimental feature to business in this area is the property tax structure. It is draining us to death. Our property taxes a month are greater than our loan payment. Of course we don't want increased services in the City or that means our tax's will rise because we can't handle the taxes we have already. Those dreadful long traffic lights on Hwy. 99 that you have to go through to get to Tigard from just about anywhere else. State tax - unitary tax. City Hall Heavy traffic The only complaint we have was a lack of knowledge on your part to lead us through the various steps we should take when building another parking lot adjacent to our building. We would get one answer one time and another answer later. Procedure should have been outlined. City government is insensitive to local business - when we moved to our present location we had a nightmare of red tape at the hands of the City Hall & the turkey's that run it. No problems for us. City employees are difficult - Building Inspectors. County tax rate much too high, property tax. Building Department has been fair. 30 days from now would be in a much better position to answer questions #3, 4 & 5. Generally Cooperative & helpful. Only called once - was fine. As above, not in agreement with each other on the procedure & seemingly unconcerned by the waste of our time on trivia whcih could have been outlined at the outset. Our only contact has been with Police Dept. in connection with our Burglar Alarm. The relationship has been good. Permit Dept. unreasonable and stupid. Complaining they are over worked - Solution-cut regulation thus work load. City should be aware of County programs. City did not know what the County was doing & cost us several thousand dollars & mothly of time. Have not dealt with City. 4. The people seemed to want to be helpful. Aldi Howard was very instrumental in recommending approval of a zoning variance once he understood that a veterinary clinic was a compatible business. Pointed to any problems & offered a solution. Building Department has been helpful. When necessary, they go the extra mile. Planning Department is doing a fine job with a can do attitude, and seems willing to modify existing ordinance to fit a proposal. There are too many people you have to get a permit from. Cooperativeness, understanding of the situation. Willingness to discuss situation, find answers. Staff is cooperative and willing to listen. Not positive. Competent and Pragmatic & Logical I found the Planning Staff very cooperative and helpful. Simplicity is the key. What improvements would you suggest? Quit all the political struggles at City Council level - That's disqusting. If City Administrator does not have skills to run staff & service without consultants, then hire one that does have these skills. Previous phone exchange was overcrowded. Everything on the phone is long distance. Phone service is higher cost. Finance Dept. should be eliminated as consultants still have to do most of the work. Dept. of Public Works could eliminate 4 or 5 positions within the existing office staff, with little overall effect. Planning could eliminate community planner, as the plan has been approved and only needs fine tuning once in a while. Combine some of your office staff. Too much staff turnover. Too much red tape. Planning generally, is based on text book theory & out of touch with the desires & needs of both land owners & consumers & what is practical. Clean house & start over with a whole new staff & manager. The whole city government is a mess with little or no concern for the community. I believe the city has come down hard on home occupations. Where most businesses start and sometimes grow into something and other times fair, but business has a low cost base to see if their idea might work. Fire the ones who think they are "little gods". Inaccessible w/o appointment and statement of business. City Hall reception procedure. Unnecessarily long delay (one year) in obtaining a building permit. Staff is always looking to saddle development with improvements that are unreasonable raising up costs to the consumer at a faster rate than what the purchasing power of people can afford, when there is a need people will vote in bonds to improve streets etc. , not before. Too many restrictions. When we politely inquired about our zone change, we were treated with sarcasm and contempt. Also when I've had occasion to be in the City Offices, I have seen people siting at desks doing absolutely nothing. I am in medical business administration and if I allowed our office to be run in the same apparently inefficient way, we would be in serious financial difficulty. Once they sent out a letter saying how great it would be to get a new building. It was on City stationery and totally based in favor of new building. Too much red tape and lack of continuity by staff interpretation of rules and city goals. If you really want to know call me at 639-6108 John Olsen, General Manager. They were too many to recount here. Lack of professional manners, lack of background to make decisions presented to it. Rules & regulations were set. No change in position would occur. Stupidity and inflexability. I have only heard complaints of over worked and under staffed. Cut the non basic regulation and thus the work loak. Don't become another IRS with no money detailant exception and etc. 5 years ago - City and County did no know what each other were doing. Result, a building permit could not be issued because the county said someday, they must put a road thru the property. I did not build a building. jWhat was the effect of these problems? Lose contact with general public. Promote special interest people. Loss of use of building for one year. Increased cost to build of approximately $12,000.00 (occured during high inflationary period). Do the time & cost of fighting City Hall applicants just end up on the short end, financing and marketing consultant force them to move as fast as possible. City's attitude is one don't get to it today we will do it tomorrow etc. Cost more money. Make people mad. Delay in City approvals for an expansion in 1980 approval was received by us from Federal, State and County agencies but held up by City of Tigard so long that we cancelled expansion plans. Another expansion project was completed in 1983 but we were held up in receiving an "Occupancy Permit" for 6 weeks after completion of the project. The city arbitrarily closed Durham Road to truck traffic this was a main access and egress for our trucks coming to and leaving our project. Loss of time and money to us. A frustrating experience at the time. I would never put another business in Tigard or recommend it to any other person regardless of what business they had in mind. Nothing was done to develop some property for new buildings and businesses. Easier time and going to higher authority. Bad attitude. Cost me time and money. What changes do you suggest for the improvement of the development process? Re-do conflict of interest - Listen to desires of area resident citizens. Change of attitude on part of planners. Small business is the backbone of local and national economy. Business and governments should work together to build a spirit of cooperation rather than the "them against us" syndrome that seems to presently exist. No experience good or bad. Run City Hall like a private busn�ess. Be helpful with a positive attitude towards getting things done, rather than what if everthir}g. Trim or expand staff as needed, in relation to the amount of work,, Anticipated, rather than just hiring people and them staying forever. GetX together and save money. In the whole of government, city included, we need much better administration and accountability to the citizens. We must start operating government as efficiently as business (including comparable salaries). Allow property to be developed as per zoning without listening to emotionalism from people. Pay more attention to what is practical. Do not allow "rule" to determine a projects design. Consider economics as a big factor. Outlined procedures so that we can tick each one off as required instead of not telling us requirements and then coming in and saying something was wrong. In consistencies between various personnel on advice. New rules and a new staff. Have the Plannig Commission work with the owners to work the problems out instead of leaving it for a letter. Attitude. Stop being typical Bueacratic who confusf and regulate and think efficiently, prludent v.an rule and Golden rule. M ObA 6. /V C���� (�+^.�I Advtrrv.►Ei'' iso �}�e�i9-. The whole county needs better roads, - Fix what we have and better N-S access. Remove stop sign at Fir Street and Fir Loop. Durham Rd. should be a 4 lane - Bonita Rd. , Railroad and 72nd Railroad occasionally a bad problem to street traffic. Could the automobile facility in 72nd set their switching done after rushhour in A.M.? The city has apparently required a large portion of the Shopping Center property be landscaped. paying for the maintenance and taxes on this landscaped area has been burdensome and probably contributed to the failure of several businesses here. Persistant vandalism has made it impossible to maintain attractive grounds. The use of some of the grounds for business purposes would be more attractive than the rather ugly landscaping we now have. Street improvements. Traffic light wach Burnham and Hall some traffic flow improvements each Burnham and Main. Street light on 72nd and Lower Boones Ferry Rd. When the economy picks up people will be receptive to improvements. Urban Renewal would have been nice but was done at a poor time. Railroad Crossings around Tigard are inacquate to say the least, and in some cases could be considered dangerous and/or an impediement to traffic flow. The main street or core area of Tigard has much opportunity for improvement and development. It is light years away from other communities development today. Get rid of the trees along the curbings. Trees and concrete don't go together. Sign laws are so strict that I can't putr up a message board to improve my business. City service, streets ect. are fine. Better signal patterns at 121st and Schools Ferry to allow more traffic to turn on 121st and into our end of parking lot. More lenient signage regs for street signs of temporary nature. Street improvements. Keeping streets free of potholes and a traffic light installed at Lake Oswego exist northbound from I-5 as traffic crosses Lower Boones Ferry Rd. Generally speaking the Tigard area needs more large tracts of well drained and level light industrial/industrial park land. Also many developable areas need street, sewer anmd drainage improvements. 1 & 2 would contribute to healthy growth, help kep land prices lower and help maintain a low tax base (City) . Have those terrible lights on Hwy. 99 fixed. Get a pay phone closer to the U.S. Post Office. Cont. Easier access to Canterbury Square from Pacific Hwy. and King City. The 72nd Avenue LID was a battle and very time consuming effort for most businesses in our area. It ended up being much more expensive than originally proposed. I am at Tigard Plaza. It is just a busy congested area. Recent improvements on 72nd are most beneficial. Re-paint some of the cross walks and median strips. Street improvement. Would like to have Center Ct. repaved but understand it's private property. Sychronize the lights on Pacific Hwy. Anything else to improve traffic flow. Drainage system on 87th Avenue behind Restaurant and Theatre. I belive we have to many traffic controls. Signs on street for adjacent businesses made more available. We need a traffic light at Sarrento and Schools Ferry. Badly. Promote, street, lighting, clean up of all public property in run down area's. Have you ever noticed how other city's neglect the weakest links in the chain. They simply decay from within. Don't tell - SELL. Being able to travel 72nd St. from Bonita to Barbur Blvd. without having to stop four times, in less than 200 yards at Hwy. 217 interchange. Do not understand why 72nd St. isn't a blinking yellow at night and on weekends. Poor traffic light control going north on Hall Blvd. , across S.W. Pacific Hwy. - Suggest equal time for N. Bound flo traffic as S. Bound. 7. �C,S S e,s-�{�U kr Creative financing - Industrial development bonds. Lobby for sales tax and reduced property tax/income tax try to forsdell measure 3. Point out to prospects that the City of Tigard is pro-private enterprise and keeps local government small. Use as an example that the City is eliminating it's engineering staff and department and will purchase needed services from consulting engineers in private practice. Turn the tax base issue into an asset. Concerning Main St. recognize that the strength of Main St. has been the small specialized business. Stop trying to make a shopping center of Main St. Work to educate the public, especially working people, to the fact that lowering property and income taxes and replacing them with a sales tax should encourage new businesses to open here and thereby add jobs and wealth to the community. Impeach or recall Ima. Inform the public of advantage of business. Form a downtown core area assoc. to come up with a theme for improvements to buidlings so there will be some general concept. Little by little, allow partial modifications so that streets, walks, buildings can be fixed without aeesement cost being so large that it is voted down. Go at it easy with a Fianl Plan in mind rather than great leaps into Economic Destriction pay as you go. Work to eliminate Bureaucratic pro tape and unnecessary hurdles and apprials. Clean up the hedge podge in the area designated as the Central Business District. Where would you put them. We don't need more competition. I believe it is basically a plate problem. Property taxes that are prohibitive to good economic growth and a very high income tax. We will never attract new businesses locally until these bigger problems are addressed. However, we could be a model of tight, well-spent money on the local level. Representation State and Federal levels on difficulties of starting new business. Tax relies during depressed time. Co-ordinating training programs for rehabilitating workers into new field and relievers personnel costs. Channels for businesses to distribute their promotional materials outlets for those businesses. Lower tax abse for businesses and instigate incentives to bring new business to Tigard. EDC could/should push for items mentioned in #6 above. If reasonably priced land with improvements are available developers will come to us. Perhaps review areas to emphasize for annexation, zone change or capital improvements. cont. Get the State legistature to encourage business to Oregon not discourage them. Put people on Planning Commission who will expedite projects with the attitude that all concerned are trying to develop the property. Do not allow politics and bickering between members to become an impeding factor. Help get the Unitary Tax repealed. The whole process and the long term goals of the City need to be re-evaluated. Lower tax rates. Why new stuff - more people means more laws and redo of existing services, property, etc. Check into the Planning Commission. Continue to maintain a service oriented, compatent planning staff. Knock on doors. Let business know you are willing to provide help and assistance - personnel visits would help. Help with zoning requirements of New businesses Biggest hurdle to overcome. Clean up our weakest link area's, which will automatically raise our living standard and thus the quality of the people and business attracted. Would you want to live and work in a slum? 8. Tell prospects about the number of excellent professional engineering firms located in the City. That means engineering and technical help which is local amd immediately available. Take an interest in small business. In eight years not once did the city show concern beyond increasing taxes. East west traffic movement is bad. Work at the State level to support legistation that would reduce income and property taxes which are among the highest in the nation. Contact commercial realtors. Furulate a strong formal possition to the City, that Business must have more cooperation from City Hall and Council. The fee permit system is out of reason in relationship to the work involved. To justify fees by saying other Citys are comparable is just plain dumb. Without a private business compettive attitude, fees will always rise, do to the lack of motication or fear of going broke. Areil photos of area for analysis of land, construction, traffic flow. Advertising to reach the desired business community. Help the one's thats here first. Better sign and tax laws State sales tacx geared for education. Correct traffic problem of Pacific hwy. and for create better access to I-5. Especially from King City east. Make it know that new business is welcome in Tigard. Possibility through advertising in paper etc. With small map showing the various areas available. Also some material could be mailed to various prospects with the clear indication that Tigard would help secure approvals for proper development. Also make a list of possible new business for area. Contact people like me and realtors and ask them to contact their clients about relocation or development with advertisment brochure from Tigard indicating willingness to cooperate. Help get the Unitary Tax repealed. Lobby State government to correct taxiong policies. Entire structure unentacing to business development. The "City" is too spotted with junk development. No "look" or order - just tack it up or tuck it in. Cont. Advertise. Tell people what you will do for them. Trade foundation - action thur Chamber of Commerce and Other Business Oriented Croups. Keep it simple and sell, sell simplisty and cleanlyness. Lower property tax. MEMORANDUM CITY OF TIGARD, OREGON TO: Amo De Bernardis, Patrick Kennedy June 18, 1984 FROM: William A. Monahan, Director of Planning and Development SUBJECT: Economic Development Committee Strategies As agreed at our meeting on June 4, I have drafted a list of strategies which we discussed for submission to the Committee. Following are the strategies which I noted at our meeting. Please review these and correct any errors which you find. 1. The Committee should designate the businesses or industries which are right for Tigard by - type of commercial or industrial use - land need compared to available land 2. The Committee should coordinate activities with other economic development committees to avoid duplication - data gathering - comparisons - attractions programs - land base compilations 3. The Committee should work with the State Economic Development Department and assist them by - providing data about Tigard in a format which coordinate with the department's needs - telling them what our ideas are - assisting them by meeting with prospective business identified by the state 4. Determine what is unique about Tigard and what types of businesses should be attracted to fit into Tigard's overall economy. 5. The Committee should establish lines of communication with other communities in the area and notify them of our particular interest in attracting - tourism and related industries - professional office development - warehousing and distribution - "incubator" space users 4 Advertize, to the busniess world, Tigard 's advantages, if any. The Committee should take a strong stance in support of a sales tax because it will substantially further economic development for the state and for the City of Tigard. Obtain perceptions of the business community on pro's & con's of a Tigard location. Obtain perceptions of Commercial Real Estate Brokerages on advantages/disadvantages of Tigard vs. Others. Prepare inventory of available land and buildings with information to include: Zoning , ownership, accessability to services such as rail, freeway, water, communication and similar types of development. Educate Council & Public on the true value of Comm./Ind/ land uses and their impact on tax rates, employment, etc. The Economic Development Committee should be an unwaivering advocate of economic development. Conduct follow-up interviews with a sampling of persons who filled out the questionnaire. Develop short term and long term goals for economic Development. We should make our findings known to other area Economic Development Committees, Chambers of Commerce etc. and share their findings & insights. Establish working relationships with area realtors and make this inventory available to them. Perhaps a meeting with realtor's representatives would be advantageous. I'd hope that the committee will act as an advocate for economic development and economic developers before other city committees and the council. Based upon findings after Evaluation, propose recommended ordinance changes as appropraite. It is important that we further the understanding that economic development promotes livability and affordability. Furthermore, economic opportunity will raise the standard of living throughout the city and make better services and development available to a broader segment of our citizens. At our meeting on April 18, 1984, I will have these comments displayed on a flip chart to generate discussion.
