ECONOMIC DEVELOPMENT COMMITTEE MEETING MINUTES
Tuesday, November 20, 1990
MEMBERS PRESENT: Paul Etchemendy, Amo DeBernardis, Tony Orlandini,
Brian Moore, Jim Corliss
OTHERS PRESENT: Pat Reilly, Liz Newton, John Acker
The meeting started at 7 :40 a.m. and the minutes of the October
meeting were approved as written.
Pat Reilly, City Administrator, discussed with the committee what
might happen in Tigard as a result of the passage of a
constitutional amendment to limit property taxes . As an overall
statement Pat said that due to the structure of the Bill, no one
really knows for sure what the full effects will be. It is clear
that the definition of LID's have changed which will change in
LID's may be financed and possibly who bears the cost. There may be
more use of Special Assessment Districts that use bonds for which
the City is not obligated. Overall, there should be no immediate
impacts to Tigard.
Amo reported that the Committee Chair meeting was one of the better
since he had been attending. He said that there was a lively and
fruitful discussion concerning information dissemination and City
density.
There was a discussion concerning the proposed Comprehensive Plan
Transportation Map amendments for Ash Avenue extension,
Burnham/Tigard alignment and the Pacific Highway loop to Tigard
Street. The committee decided that because of how the current
alignments were established and because of the uncertainty facing
property owners within the current alignment areas, the Economic
Development Committee recommends adoption of the Comprehensive Plan
Transportation Map amendments as proposed.
The committee would like to discuss the interchange improvements at
I-5 and Highway 217 as they relate to Tigard in general and
specifically how the alternatives affect the Triangle area. The
committee will take a position on this matter after the next
meeting.
The meeting was adjourned at 9 :00.
