Tigard Public Library Board Minutes
MEETING DATE/TIME: Wednesday, May 10, 2017 7:00 p.m.
MEETING LOCATION: 13500 SW Hall Blvd., Conference Room, Second Floor
1. CALL TO ORDER:
Due to a lack of a quorum,Chair Scott Hancock was not able to call the May 10,2017 Tigard
Library Board meeting to order until 7:10 when there was a quorum.
2. CALL TO THE PUBLIC
The Library Board began the meeting by having a conversation with Beth Nugent, Library
Aide-Circulation, who was in attendance as the guest for this meeting. Beth shared that she
has volunteered in school libraries in the past. She continued with her volunteering at the
Tigard Public Library for about a year and was then hired as a Library Aide in Circulation. Ms.
Nugent pulls holds for patrons and shelves materials. She also assists in training new
volunteers. She is hoping to work with the teen volunteer program this summer.

4. APPROVE MINUTES
The minutes from the April 12, 2017 Board meeting were reviewed.
Motion by Katie Harris. Second by Joseph Callahan to approve the April 12, 2017 minutes.

5. AGENDA ADDITIONS AND DELETIONS
There were none.
6. LIBRARY OPERATIONS
Library Director Margaret Barnes informed the Board that staff is gearing up for the Summer
Reading Program.
When the new book drops arrive, both of the current sets will be removed. With the
introduction of the AMH there isn't a need for two sets of book drops any longer. One box
will still be designated for printed material and the other for A/V materials. The new set will
be placed on the west side of the turnaround.

Ms. Barnes informed the Board of the upcoming changes with the Cultural Passes and the
transition of the Cloud Library to Overdrive.
WCCLS is working on some marketing ideas to get cardholders, who have not used their
library in a while, to become active again.
As of June 1, 2017, all juvenile materials in the WCCLS system will become fine free.
In July 2017, all other materials will have an overdue rate of$0.25.
The April 2017 statistics were handed out for the Board's review. Library Director Margaret
Barnes updated the Board on the past months activities and programs.
7. DISCUSSION OF THE COLLECTION DEVELOPMENT POLICY
After discussing the Collection Development and the process of its development, Board
Member Callahan suggested the minutes to the October meeting be reviewed because he
recalled that this was approved on October 12, 2016. It was the third policy discussed at
that meeting. The October 12, 2016 minutes state that after discussion on Item IX E, `Limits
on the Collection,' the Board readopted the Collection Development policy. The policy will
be updated to reflect the date of re-adoption. The Board thank Callahan for remembering
this.
8. DISCUSSION OF JOINT MEETING WITH CITY COUNCIL
Discussion ensued regarding the joint meeting with City Council that took place on Tuesday,
April 18, 2017. The Board discussed what went well and threw out ideas of what could take
place next year.
9. OTHER BUSINESS
A. LIBRARY TRENDS
Chair Hancock saw something new in Anaheim, California. It is a -
vending machine for books. It is called a Book-o-Matic.A patron
can insert their library card and a book will pop out like a vending
machine. Books are free to check out with an Anaheim Library `
Card. It is set up in Anaheim's new transportation gateway and - --
mixed-use activity center and is the library's first self-service
branch
10. ADJOURNMENT
No further business was discussed. Chair Hancock adjourned the meeting at 7:36 p.m. The
next meeting of the Tigard Library Board is scheduled for Wednesday,June 14, 2017 at 7:00
p.m. in the second floor Conference Room, 13500 SW Hall Blvd.,Tigard.
