Chairman Padgett called the meeting to order at 7:35 A.M. Minutes of the
December 18, 1985 meeting were reviewed and approved as submitted.
Mark introduced representatives of Sherwood' Tualatin, and the Tigard Chamber
who were present to discuss the common goals and needof our communities and
the Sister City project. Mary Tobias of Sherwood reported that Sherwood has a
now manager who answers many of the economic development inquiries. She noted
that Sherwood has the advantage of lower cost land. A key tn9herwuod' u
development in the future construction of the Norwood interchange.
JanetYoung, project planner for the City of Tualatin' noted that Tualatin in
experiencing a lot of commercial growth. Industrial growth is anticipated inthe western portion of the City once transportation access to 1-5 improves,Janet distributed m copy of Tualatin' o Economic Development Action Plan - '^`'wmo prepared by a standing committee. The committee may get together annuallytn review and update the plan.
Discussion was held concerning the possibility of working together to address
economic development and transportation issues. Jack Schwab suggested that a
cooperative effort could be put together by the three communities to share
information and prepare a marketing effort for, the area. The prospect of
getting brokers, property owners, and businesses involved to form a committee
was discussed. If the private sector gets involved, dues could be raised and
funds solicited, Jeanne Caswell suggested that a task force be formed to
determine if much an arrangement is feasible. If the task force reports that
an opportunity is available for formation of a sub-regional group the task
force could ask the City Councils of the three communities if they wish to
support the concept. Mark pointed out that there is a need for business
people to step forward and form the cnnwmittue an was the case in the formation
of TUEQC. That action, in the cane of TUEDC' created instant cedi�ility .
Tony reported that similar success occurred for the Sunset 20 i '
Clackamas which formed eight months ago and has raised $60,800. » group n

It was recommended that a group made up of Jeanne Caswell, Jack ary

Tobias, and Bill Monahan meet to come up with m recommendation for the Schwab,' ister
*mow City group to evaluate common goals such as economic development and
transportation.
Bill reported on the utatuw of the Economic Development Action Plan. The time
lines for the nubcommitt(-!e work on data gathering for the four action areas
will be pushed back to coordinate with the City's progress in developing a
geographic information system (G7IS) . The GIS system has been delayed while
the master computer study has been underway. Revised time lines will be
brought back to the committee.
There were no presentations by developers of their projects. Each month the
agenda will allocate space for Five minute presentations .
The election of officers was held. Bruce Clark was elected chairman after
being nominated by Tony' second by Jim. Bruce accepted the nomination
following a commitment by Committee members to get involved and support the
Chairman. The vote was unanimous. Pat Kennedy, who has served as vice
chairman for the pant year, was re--elected an vice chairman following
nomination by Jim and a second by Tony. The vote was unanimous.
Other Business — On January 30' 1985, the Tigard Area Chamber and City of
Tigard will conduct a seminar on Tigard'n development process. The seminar
grew out of the December Economic Development Committee meeting which was
attended by noveral area realtorn. The seminar is one of Pive which the
Chamber will hold in coming months.
�m~ At each upcoming meeting Bill will review current projects for the Committee.
The meeting adjourned at 0:00 A.M. The next Committee meeting will be held at
9-30 A.M. , Tuesday, February 19, 1985 at Pioneer Pies.

CITY OF TIGARD, OREGON
RESOLUTION NO. 86—_J�_S
IN THE MATTER OF DEFINING THE ROLE OF THE TIGARD ECONOMIC DEVELOPMENT
COMMITTEE AND MODIFYING RESOLUTIONS NO. 83-103 AND 85-15.
WHEREAS, the City of Tigard created an Economic Development Committee in 1983
to assist the City in developing and implementing an economic development
program, and
WHEREAS, the Economic Development Committee has followed the direction of the
City Council for the past three years, and
WHEREAS, the Economic Development Committee desires to . expand its functions
and take a more active role in attracting new businesses to Tigard, and
WHEREAS, the Economic Development Committee has proposed a number of
modifications to Resolutions No. 83-103 and 85-15, and
WHEREAS, the City Council has indicated its interest in utilizing the Economic
Development Committee as promoters of Tigard's economic growth.
NOW, THEREFORE, BE IT RESOLVED by the Tigard City Council that:
1. The composition of the Economic Development Committee established in
Resolution No. 83-103 and 85-15 will remain as originally proposed.
2. The Economic Development Committee' s original role shall be expanded to
include:
A. The Economic Development Committee shall develop and recommend to the
City Council a philosophy statement and action plan to attract new
businesses to the area.
B. The Economic Development Committee will develop methods and
recommendations to the City Council which serve to enhance the
existing business climate in Tigard.
C. The Economic Development Committee shall facilitate cooperation with
neighboring communities on the issues of
1) economic development coordination
2) -transportation and planning coordination
D. The Economic Development Committee shall act as Ambassadors to the
business community and promote doing business in Tigard .
E. The Economic Development Committee will participate in efforts to
revitalize the City Center.

F. The Economic Development Committee shall assist the Community
Development staff in the development of the Tigard Triangle plan
G. The Economic Development �
Committee shall continually monitor the
inventory of the remaining buildable commercial and industrial land
in Tigard and provide recommendations to the City Council -and Planning
Commission.
Whenever " a proposal for increasing or reducing the inventory is
presented, the Economic Development Committee shall suggest the
initiation of the review of areas which have the potential for
rezoning to commercial or industrial where appropriate.

MINUTES – DECEMBER 9, 1986

Minutes of November 18 were reviewed and approved.
Amo reported on the workshop with the City Council. After a presentation at
the workshop, the idea of a task force was suggested by Councillor Johnson.
The membership of the task force has not been determined yet. Presently the
Council is considering an 18 month project which has a 7-9 person committee,
which has consistent participation. The Economic Development Committee should -
act as a resource to the Task Force in a project which would take from 6-18
months.
The Council is :considering membership with perhaps 2 members of the Economic
Development Committee plus a member from the Transportation Committee and
Utility and Franchise Committee. Other possibilities — architect, engineer,
others with a personal interest to serve.
Task Force would be advisory directly to Council.
Amo asked – What is Council commitment to the project – will they be prepared
to carry out the plan? Valerie Johnson stated, the Council needs to be
realistic to the political realities . An open process should create
enthusiasm, a model developed to stimulate interest and guide redevelopment of
the area. Valerie Johnson stated that if the Committee wants to take on the
responsibility of acting as the task force, that is a viable possibility. She
stated, however, that the commitment is much greater than normally expected of
a city standing committee. She also noted the City needs the Committee to
work on other projects within the work plan which are extremely important.
She noted that there are other important areas like the Tigard Triangle and
Pacific Highway which demand attention.
Jim agreed . with the concept, however, the committee wants to concentrate on
one project and get done. John agreed and noted that the PSU involvement
should allow us to do that. He noted the Committee's responsibility is to
deal with city wide issues related to Economic Development, however the
committee, if it is interested, could take an active role and lead the project.
John commented that there may be a middle ground where the Committee could
take the lead but react to other concerns as needed. Jim supported the
concept of the task force with committee involvement. Amo-noted that the PSU
involvement is_a key.
Stefano suggests a technical advisory committee. Valerie encouraged 2-4
committee members who are willing to and can make the committee to get
involved in the task force.
John noted that the Committee chose the downtown because of the condition of
it.

Task Force makeup - Stefano reiterated that committee people with experience
in a variety of areas are needed to react to staff input. Business people who
can react to plans realistically would be helpful, perhaps someone from
real estate who can react to market demands of the area to make sure the plan
is marketable. Also, a person who can identify the constraints that will
arise would be helpful. Plus, a person who can tell the group the reaction
that the business community will have - i.e. , what the first generator in the
area can be to get things moving. Main Street could be this generator or the
potential -widening of a portion of Pacific Highway. An early sounding board
to react to ideas will be an important role of the group.
Duane distributed an updated reference material list, traffic counts for the
area, and inventory data generated. There is a strong demand for moderate
income housing in the area. There is also a potential loss of 13% loss of ..
jobs - related to the Albertson's move and Tektronix potential closure.
Approximately 1,240 jobs are in the area now.
Stefano noted the first task is to identify what �Tigard is. Then, address the
traffic concerns to improve access to the area from Pacific Highway. Juanita -
identified the problem that businesses use "Portland" as their mailing address.
Making Tigard visible should be a goal, Stefano stated. Stefano raised the
concern that people cannot visualize what the ideas and end products will be.
.They need assistance by the development of a vocabulary which can be
understood including graphics to show the idea promoted.
Amo suggested that there needs to be a committee which reacts to ideas
developed by PSU and staff. Also, he anticipates that in the future grants
for urban renewal should be available as the cycle at the national level
shifts.
A special meeting is scheduled for 7:30 AM, Monday, December 15, 1986 at
Pioneer Pies.
The next regular meeting will be held on Tuesday, January 20, 1987 at 7:30 AM
at Pioneer Pies.
