Discussion topics: A. Committee Role Amendment (Scheduled for action by the Council on November 24) . B. Goal of the Downtown Project. C. Should the Committee be merged with the Transportation Committee? 6. Developer Presentations (No developers have indicated their intent to be present as of 11/12) . 7. Other Business . Distribution of Metro' s "Vacant Industrial Land Inventory and Market Assessment" . 8. Adjourn. /br187 : . Ise Iftw CENTRAL BUSINESS DISTRICT ADVISORY COMMITTEE GUIDELINE AND OBJECTIVES 1 . Confirm boundaries of CBD. *2 . Produce an inventory of current dountown. (Business inventory as well as physical inventory. ) *3 . Indentify topographical and geographical limitations and opportunities . (Fanno Creek, drainage, existing stands of trees ) *4. Product a market analysis of commercial , retail , professional , light industrial parks in this area and the existing demand for more of each type. 5 . Produce an analysis of land use zones in' CBD, enumerating disired changes and reasoning for doing SO. 6 . Identify capitol improvement projects needed in CBD. 7 . Produce a report on most beneficial improvements/changes desired in existing developed properties . (Signage, landscaping, architectural styples . ) 8 . Produce a report on marketing strategy for implementing the total CBD developemnt. * These items are currently being undertaken by Staff, and some of these reports are in the final stages of completion. TIGARD ECONOMIC DEVELOPMENT COMMIE MINUTES October 21, 1986 -•-- 7: 30 A.M. Pioneer Pies Members Present: John Savory, Kathy Budny, Juanita Caday, Sue Clark, David Clement, Jim Corliss Others Present: Elizabeth Newton, Duane Roberts, Bill Monahan John noted that he has been unable to reach Dick Cochran to determine if he wishes to remain as a Committee Member. Efforts will be made to contact Dick by mail. The proposed revisions to the Resolution which describes the role of the Economic Development Committee has been rescheduled for Council consideration to November 17. John cannot attend the meeting. A representative of the Committee will be present to report to Council. Downtown Design Discussion — Bill reported that Kathy, Susan, Liz, Duane and he met with Stephano Sagretti of Portland State University' s Urban Services Department to discuss the possibility of a class project focused on the downtown. Both PSU and the Oregon School of Design have offered to dedicate resources to a study . Following a discussion on the staff perceptions of the resources offered by the schools . David Clements made a motion, seconded by Kathy Budny that the Committee continue working with PSU. The vote was unanimous in favor of the position. The Committee also indicated its interest in continuing to identify a project for the Oregon School of Design to pursue. Concern over creating conflicting projects was expressed and the staff was directed to keep that in mind during further conversations with OSD. Duane and Liz are the staff responsible for preparing the downtown area study . Duane explained a memo which he prepared listing the documents and maps available to the study . He also explained an aerial map which was recently prepared for the downtown. He will be working on an inventory of property information for the downtown. The inventory data gathering should be completed in time for the November Committee meeting. Liz will contact Vancouver, Washington to inquire concerning the results of the PSU Spring, 1986 class project. A meeting with Vancouver officials will be pursued to determine if Tigard can benefit from their experiences. Kathy will attempt to meet with staff and Vancouver. Bill reported that the I-5 Symposium was a success. Over 150 attended the sessions. Bill distributed copies of the Quarterly Report on Building and Planning activity, an updated Economic Development Checklist, a revised brochure on Tigard' s potential, and other information that the City distributed at the I-5 Symposium. The meeting concluded at 8:45 A.M. The next meeting will be held on Tuesday, November 18, 1986 at 7:30 A.M. /br173 MEMORANDUM CITY OF TIGARD, OREGON *wr TO: Members of the Economic Development Committee November 5, 1986 FROM: William A. Monahan, Director,//tyN— Community Development SUBJECT: Study Session of the City Council Councillor Valerie Johnson has requested that the City Council reserve time at the November 24 meeting to hold a Study Session with the Economic Development Committee. The purpose of the meeting is to establish some direction for the Portland State University participation in our downtown study . Please plan on attending the session at 6:30 P.M. at the Civic Center. I have also requested that the City Council postpone action on the Committee role discussion originally set for November 17. It seems appropriate to discuss all issues related to the Committee during one Council session, Please note that our regular meeting will be held on Tuesday, November 18, 1986 at Pioneer Pies. We can discuss the status of our data gathering effort for the downtown. /br180 mow`
