Burnham - Tigard, Oregon DOCKET: SDR 46-76 (Dickinson Office/Warehouse) REQUEST: Review of a proposed 20,000 sq. ft . warehouse/office. LOCATION: 7327 S .W. Bonita Road (Wash . Co . Tax Map 2S1 12A, Tax Lot 500) . APPLICANT : John Tennant, Jr. I . BASIC FACTS : 1 . The site is zoned "M-3, Light Industrial" and designated "General Industrial" on the Tigard Community Plan. 2 . S .W. Bonita Road is designated a collector street which requires a 60 ' minimum right-of-way width and S .W. 72nd Avenue is designated an arterial with a 80 ' - 120 ' minimum right-of-way . 3 . 18 .60 . 170 of the Tigard Municipal Code "All areas used for the standing or maneuvering of vehicles shall be kj#Aimproved according to the same specifications as required ''' for city streets . " 4 . 18 .60 . 100 "Required off-street parking shall be allowed in any yard setback, provided that the first two feet in from the property line are maintained in landscaping. " II . FINDINGS : 1 . The applicant is requesting to construct an office/ warehouse of approximately 20,000 sq . ft . The firm has an existing warehouse and temporary office on the site . 2 . The site is bordered by S .W. Bonita Road and S .W. 72nd. o S . W. Bonita Road currently has a 40 ' right-of-way . This would require a 10 ' dedication along the south property line . o S .W. 72nd currently has a 40 ' right-of-way. This would require a 20 ' dedication along the east property line in order to bring it to arterial street standards . The applicant has stated his intent to legally partition the land bordering S .W . 72nd. The 20 ' dedication could be aquired during this process . 3 . S .W. Bonita Road and S .W. 72nd Avenue are in a deteriora- AaW ting condition and need improvement in order to facilitate development . In order to comply with the code it would have to be paved as per city standards . 5 . A Drip Irrigation system has been specified. It is unclear what area this involves or what other means of irrigation will be provided on the site . 6 . Parking is shown abutting the east property line in order to comply with the code at least 2 ft . should be maintained in landscaping . 7 . No drainage system has been specified on the plan . 8 . No caliper has been specified for the red maple . The American standard for nursery stock recommends 1" - 14" caliper for an 8-10 ' tree . 9 . No wall sign or freestanding sign details have been submitted in accordance with the submission requirements . STAFF RECOMMENDATIONS : Staff recommends approval with the following conditions : 1 . 10 ' be dedicated on S .W. Bonita Road and a non-remonstrance agreement of a local improvement district be signed. 2 . A street opening permit be acquired from the county. 3. The driveway along the east side be improved to City standards . 4 . Drainage plan be submitted for City Engineering Depart- ment approval . 5 . Irrigation plan be submitted for staff approval . 6 . Red Maple be 1" - 14" caliper 8-10 ' high . 7 . A minimum of 2 ' be maintained in landscaping along the east property line . 8 . Sign details be submitted for Design Review Board approval . Burnham - Tigard, Oregon DOCKET: SDR 48-76 (Dairy Queen) REQUEST: Site plan and architectural review of a proposed expansion of a drive in restaurant . LOCATION: Corner of S .W . McKenzie Street and S .W . Pacific Hwy . APPLICANT: Ron Checkley, Continental Design & Drafting I . BASIC FACTS : 1 . The site is designated "Highway-Commercial" on the NP I and zoned "C-3, General Commercial" . 2 . On August 24, 1976 Design Review Board approved a land- scape plan for the Village Square Complex of which Dairy Queen is a part . II . FINDINGS : 1 . The applicant is requesting to add 760 sq. ft . of building space and 800 sq. ft . of landscaping to an existing drive-in. 2 . The previously approved landscape plan for Village Square and the Dairy Queen area specified Norway Maple, Shore Pine, exbury and evergreen azaleas, and 'Old Gold ' junipers . In order to retain a landscape theme the Dairy Queen plan should implement corresponding plant material and sizes. 3. The landscape plan submitted by the applicant is deficient for the following reasons : o plant material theme has not been carried through o plant specifications are substandard (except 30" pine) o plant locations are unclear o no trees have been specified in the planter islands o no method of irrigation has been specified. 4 . An enclosed dumpster is on the plan . No details have been submitted for this enclosure. 5. No wheel blocks are specified on the plan . These would be necessary for spaces 1 - 5 in order not to block the sidewalk. ,y+ STAFF REPORT AGENDA 5 . 2 TIGARD DESIGN REVIEW BOARD January 7, 1977 Page 2 STAFF RECOMMENDATIONS : 1 . A revised landscape plan be submitted (subject to staff approval) implementing the following materials : Norway Maple 8-10 ' 1-14" caliper ( in area #3 and 4) Shore Pine 8-101 , azaleas and 'Old Gold ' juniper . 2 . Irrigation plan be submitted (subject to staff approval ) . 3 . The dumpster be entirely concealed by a 6 ' redwood slat fence. 4. Wheel block be provided for the five spaces adjacent to the building.
