01/25/1977 - Minutes MINUTES TIGARD SITE DEVELOPMENT AND ARCHITECTURAL DESIGN REVIEW BOARD January 25, 1977 - 5 : 30 P.M . Tigard City Hall 12420 S .W. Main Street - Tigard, Oregon INW 1 . CALL TO ORDER: The meeting was called to order at 5 : 30 P.M. by Chairman McMonagle . 2 . ROLL CALL: Present : Olson, Goldbach, Hammes, Cook, McMonagle Staff : Edwards and Daniels 3. MINUTES : Cook moved and Olson seconded that the minutes of 1/11/77 be approved as submitted. 4 . COMMUNICATIONS : None 5. DESIGN REVIEW: 5 .1 SDR 2-77 A request for site plan and architectural review of a proposed 2, 000 sq. ft . undercoating facility at 15150 S .W. 72nd. (Wash. Co . Tax Map 2S1 12D, Tax Lot 100) . A . SITE DEVELOPMENT PLAN 1 . Staff Report : Read by Edwards o McMonagle questioned the jurisdiction and plan designation of S .W. 72nd Avenue . o Staff stated that it was a county road and designated as an arterial by the City . o McMonagle questioned the adequacy of photinia along S .W. 72nd Avenue. o Edwards explained the screening capabilities of photinia . 2. Applicant ' s Presentation: Mike McGee, contractor, explained the property owner - applicant relationship involving Southern Pacific . He also stated his client ' s objection to any landscaping requirement along the freeway . 3 . Commission Discussion and Action: Edwards stated that it is necessary to soften the impact of the car storage lot which because of its highly visible location is detrimental to the image of Tigard. Olson questioned whether by not obtaining land- scaping it was setting a bad precedent for other MINUTES TIGARD DESIGN REVIEW BOARD January 25, 1977 Page 2 freeway properties . Edwards informed the Board that due to the large area proposed to be landscaped many smaller speci- mens of evergreen trees would be sufficient . 4 . Staff Recommendation: Staff recommends approval with the following conditions : 1 . A non-remonstrance agreement for a local improvement district of S .W. 72nd be filed with the City Recorder . 2 . A row of evergreen trees (the type, size and location to be approved by staff) be planted along the east fence line. Olson moved and Goldbach seconded that the site plan be approved as submitted with staff conditions and #2 be amended to read "a minimum of 20 trees" and that some evidence of progress towards obtaining the non-remonstrance agreement from the land owner be obtained prior to issuance of building permits . ' The motion was approved by unanimous voice vote . B. ARCHITECTURAL REVIEW 1 . Applicant ' s Presentation : McGee proposed a parchment colored metal building. Olson questioned why this building was a different color than the existing buildings on the site . McGee said that this building was initially designed for another site . 2 . Commission Discussion and Action: Hammes moved and Goldbach seconded that the pro- posal be approved as submitted. The motion was approved by a 4 - 1 vote with Olson dissenting. 5 .2 Architectural Review of a wall sign for the U. S . Bank at 11543 S .W. Pacific Highway . A. Staff Report : Verbal report by Edwards . B. Commission Discussion and Action : MINUTES TIGARD DESIGN REVIEW BOARD January 25, 1977 Page 3 o Olson expressed futility in reviewing the pro- posal since it was already in existence. o Staff informed the Board of the past activities in violation of the sign code. o Cook questioned whether Design Review Board had authority for reviewing it . o Staff informed the Board that since the architec- ture of this building had been recently approved and the wall sign was a substantial change to it , the proposal was reviewable. Cook moved and Goldbach seconded that the sign be approved as submitted . The motion was approved by a unanimous voice vote . 5 . 3 Review of a proposed free standing sign for the Payless Shopping Center for the S .W. Hall Blvd. access point . A. Staff Report : Verbally given by Edwards . B . Commission Discussion and Action : 41W McMonagle questioned whether a 16 ' high sign at this point is desirable . Discussion took place about the earlier approvals noted on the site development plan . Olson objected to the aesthetic quality of a T1-11 sign base in that it weathers rapidly . McMonagle stated that this sign and the Sambo 's sign should be incorporated into the same structure. McMonagle stated that he could not recommend approval without the applicant being able to present how this sign relates to the existing Sambo ' s sign . Olson moved and Goldbach seconded to deny the sign based on conflicts with the existing Sambo ' s sign and poor maintenance characteristics of the pylon. 6 . OTHER BUSINESS : A. Street Tree Discussion : Edwards distributed a list of trees which are appropriate and capable of functioning along streets and in parking lots . The Board discussed the lists and unanimously agreed to accept the list as the recommended street trees in Tigard. MINUTES TIGARD DESIGN REVIEW BOARD January 25, 1977 Page 4 Now 6 . 2 Staff Communications : Staff informed the Board that two conditions of approval for the apartment project at S .W. 121st and S .W. Scholls Ferry Road which called for off site improvements were beyond their authority but a development ordinance is under consideration by the City Council which will address this problem. 7. ADJOURNMENT: There being no further businessthe meeting was adjourned at 7 : 15 .
