Tigard City Hall 12420 S .W. Main Street - Tigard, Oregon DOCKET: SDR 1-77 REQUEST: A request for site plan and architectural review of a pro- posed warehouse and shop. LOCATION: 8950 S .W. Burnham (Wash . Co . Tax Map 2Sl 2AD , Tax Lot 2600) . APPLICANT: Daniels, Wiggins and Daniels, Construction I . BASIC FACTS : 1 . The site is zoned M-4 ( Industrial Park) and designated Commercial-Industrial on the NP I . 2 . In June of 1970, the Tigard Planning Commission approved a conditional use permit for a general contractor 's office and warehouse for this site with the following conditions : 1 . That the development must be in accordance with the set of plans submitted, but with the following addi- tions, which must be made prior to the application for a building permit : a. the zoning ordinance requires that "all areas used for the standing and maneuvering of vehicles be improved according to the same specifications as required for City streets" ; this is to be shown on the plans, with the exception that the rear 71 ' of the property may be planted or im- proved to lesser standards , such as with gravel . b . the ordinance also provides that approved outside storage areas must be screened from view of all adjacent properties by a sight-obscuring fence , not less than six feet in height and/or by sight- obscuring landscaping; this screening must be detailed on the plans. No storage shall be per- mitted above the height of the fence . 3. S .W. Burnham Street is designated a collector street on NP I . The Tigard Community Plan asks that access be con- trolled wherever possible on collector streets . II . FINDINGS : 1 . The applicant is requesting review of a new warehouse and shop . The plan submitted corresponds with the plan approved by the Planning Commission as a condition of the conditional ,,,� use permit . STAFF REPORT TIGARD DESIGN REVIEW BOARD February 8, 1977 Page 2 2 . Because of building deadlines the applicant was unable to submit a complete landscape plan . A landscape plan showing plant locations, names and specification should be sub- mitted for either Design Review Board or staff approval . 3 . The two existing curb cuts are shown to be 18 ' wide . Design Review policy has been to bring curb cuts up to city stand- ards - 30 ' whenever possible and to limit the number of curb cuts on collector streets . This site could therefore be brought up to code by eliminating the southern most curb cut and widening the northerly curb cut to 30 ' with 24 ' of paving. One item to be considered is a 8" cal. birch which depending on its exact location might be in the way. If possible the driveway width should be adjusted to allow the tree to remain . 4 . Existing landscaping is fairly sparse, additional plantings should be added and shown on the new landscape plan . 5. A narrow 4 ' wide planting strip is shown between the park- ing spaces next to the existing building. Wheel blocks should be added to these parking stalls in order to protect the landscape strip . 6 . Four parking spaces are specified on the western corner of the lot . Since this parking is in the setback a 2 ' land- scape strip (specified on the plan) is necessary. However a 2 ' strip is too narrow for any worthwhile type of land- scaping. This strip should be enlarged to 4-5 ' with wheel blocks provided in the parking spaces . 7. No details have been shown for screening the outside storage area. The fence shown on the plan should be sight obscuring. 8 . S .W. Burnham is presently in deteriorating condition and in need of improvement . III . STAFF RECOMMENDATIONS : Staff recommends approval with the following conditions : 1 . A detailed landscape plan for the entire site be submitted (subject to staff approval) . 2 . The southern curb cut be eliminated and put into landscaping and the northern curb cut be widened to a maximum of 24 ' without causing removal of the 8 ' caliber birch . 3. Wheel blocks be added to all parking spaces . STAFF REPORT TIGARD DESIGN REVIEW BOARD February 8, 1977 Page 3 �rw 4 . The landscape strip in the west setback area be widened to 4 ' . 5. Fence be sight obscuring with cedar slats . 6 . A non-remonstrance agreement be filed with the City Recorder ,for the improvement of S .W. Burnham. MEMORANDUM TO: Design Review Board FROM: Planning Staff DATE: February 4, 1977 18 .60 . 100 of the Tigard Municipal Code states "required off-street parking shall be allowed in any yard setback not required by Chapter 18 . 58 or any other landscaping require- ment of this code provided that the first two feet in from the property line are maintained in landscaping" . The intent of this code is to provide a landscape strip to screen parking along property lines, however two feet cannot support vegetation with screening abilities . My observations have been that this two foot strip usually becomes a weed maintenance problem rather than an attrac- tive planting strip . It should therefore be Design Review' s role to correct conflicts between the code and good design and forward recommendations onto the Planning Commission . Hopefully we can discuss this item as well as any others you may have noticed at the next meeting.
