02/08/1977 - Minutes MINUTES TIGARD SITE DEVELOPMENT AND ARCHITECTURAL DESIGN REVIEW BOARD February 8, 1977 - 5 :30 P.M. City Hall 12420 S .W. Main Street - Tigard, Oregon 1 . CALL TO ORDER : The meeting was called to order at 5 : 30 P.M. by Chairman McMonagle . 2. ROLL CALL : Present : Olson , McMonagle , Cook, Hammes, Goldbach Staff : Edwards and Daniels . 3. MINUTES : Cook moved and Hammes seconded that the minutes of January 25, 1977 be approved as submitted. 4. COMMUNICATION: None 5 . DESIGN REVIEW : 5 . 1 SDR 1-77 A request by Daniels, Wiggins and Daniels Construction for site plan and architectural review of a proposed warehouse and shop at 8950 S .W. Burnham Street . (Wash . Co . Tax Map 2S1 2 AD, Tax Lot 2600) . A. Site Development Plan 1 . Staff Report : Read by Edwards 2 . Staff Recommendation : Staff recommends approval with the following condi- tions : 1 . A detailed landscape plan for the entire site be submitted (subject to staff approval) . 2 . The southern curb cut be eliminated and put into landscaping and the northern curb cut be widened to a maximum of 24 ' without causing removal of the 8 ' caliper birch . 3 . Wheel blocks be added to all parking spaces. 4 . The landscape strip in the west setback area be widened to 41 . 5 . Fence be sight obscuring with cedar slats . 6. A non-remonstrance agreement be filed with the City Recorder for the improvement of S .W. Burnham. Edwards explained difficulties in reviewing this site plan because of poor building arrangement and lack of landscape detail . 3 . Applicants Presentation : MINUTES TIGARD DESIGN REVIEW BOARD February 8, 1977 Page 2 Jerry Daniels explained the site plan - access via 16 ' driveway - building location o Cook questioned the 16 ' driveway . 4 . Commission Discussion and Action : o J . Daniels explained its status . o McMonagle questioned parking backout . o Edwards said that it meets the Tigard Municipal Code . o Edwards explained that a more favorable approach would be to amend the conditional use permit and reorient the building toward either S .W . Burnham Street or the 16 ' driveway . o J. Daniels explained current circulation pattern . o Edwards proposed handling the access for both this lot and the adjacent lot under ownership of Daniels, Wiggins and Daniels when it developes . o Cook proposed relocating the two parking spaces on the south side of the maple tree so the planter island can be expanded so as to provide for a better rooting pattern. o McMonagle stated that the curb cut problems should be handled at the time an L. I .D. is formed for the improvement of S .W. Burnham or at such time as a development proposal is submitted for the adjacent parcel under Daniels, Wiggins and Daniels ownership . o Olson questioned why a minimum 2 ' wide landscape area . o Edwards responded that it was to be supplemented by 2 ' from adjacent properties and to provide screening. o McMonagle proposed a 3 ' wide landscape bed. o Olson moved and Cook seconded to approve the plan with staff conditions 1 , 3-6 and 7. The planting on southwest corner be widened to 4 ' parking modification . 8 . The parking arrangement be modified to expand w the planter bed for the existing maple tree . Daniels proposed a "Mitchell Type" metal building. o Rain drains will dump directly into storm drain. 2. Commission Discussion and Action : Hammes moved and Olson seconded to approve the architectural plans as submitted. The motion was approved by a unanimous voice vote. 6 . OTHER BUSINESS : 6. 1 Discussion on code requirements . o Staff explained the current code requirements for parking lot landscaping. o Cook proposed staggering larger planter beds rather than 2 ' on each side of a property line. o McMonagle proposed amending the code to provide flexibility where the 70 ' on center landscape beds can be aggregated to provide larger planter beds . o McMonagle stated a need for a purpose for the landscaping requirements. o Cook proposed "an average of 41 " where 2' is now required and to add "or the equivalent area" to the 70 ' on center requirement . 7. ADJOURNMENT: There being no other business the meeting was adjourned at 7 : 00 .
