Main Street - Tigard, Oregon DOCKET: SDR 35-76 (Sign Review) REQUEST: Review of a proposed freestanding sign for Ribbon Specialties Trophy Shop . LOCATION: 11652 S .W. Pacific Highway (Wash . Co . Tax Map 1S1 36CD, Tax Lot 1400) . APPLICANT: Luminite Sign Company I . BASIC FACTS : 1 . The site is zoned C-3 "General Commercial" and designated "General Commercial" on the Tigard Community Plan. 2 . On August 17, 1976, the Tigard Planning Commission approved a conditional use permit for the site. One of the attached conditions was that "A signing program for the entire parcel be submitted to the Design Review Board. " 3. The Design Review Board in August 27, 1976 approved the proposal with condition #3 stating that "The abandoned sign structures be removed. " 4 . The Tigard Community Plan states that high design standards for signing should be establish for S .W. Pacific Highway . II . FINDINGS : 1 . The proposed sign is in conformance with the city sign code . 2 . The applicant proposes using the abandoned sign structure that Design Review previously asked to be removed . 3. The sign structure is located in the ;narking area . If this location is retained, the minimum clearance area must be raised to 14 ' in order to conform to the code . Main Street - Tigard, Oregon DOCKET: SDR 5-77 (Georgia-Pacific Corp . ) REQUEST: Site plan and architectural review of a 20, 300 sq . ft . building addition. LOCATION: 7920 S .W. Hunziker Road APPLICATN: Georgia-Pacific I . BASIC FACTS : 1 . The site is designated "General Industrial" on the Tigard Community Plan and zoned "M-3, Light Industrial" . 2. On March 13, 1972, Tigard City Council approved a conditional use permit for Georgia-Pacific Corp . Two of the conditions attached for approval were : 1 . That the outside storage yard as shown on the submitted site plan be enclosed by a fence . 2 . That the material loading area as shown on the submitted site plan, which is also used for outside storage, be screened by a site obscuring fence along the north and east sides . 3. On October 12, 1976 Design Review Board approved a sign for Georgia Pacific with the following conditions "That a plan showing a 20 ' landscape strip all four directions up to the railroad right-of-way be submitted subject to staff approval . " 4 . 18 .58 .080(1 ) states "Tree and shrub plantings within parking areas shall be provided and maintained at approximately 70 ' on center each way . 5 . 18 .60.050 states "In case of enlargement of a building or use of land existing on August 24 , 1970 the number of parking and loading spaces required shall be based only on floor area or capacity of such enlargement . 6 . 18 .60 .020(6a) states that the intended use would require "one space for each 1, 000 sq . ft . " . 7. 18 .60 .050 "If parking space has been provided in connec- tion with an existing use . . . the perking space shall not be eliminated if elimination would result in less space than is specified in the standards of this chapter . " STAFF REPORT TIGARD DESIGN REVIEW BOARD February 22, 1977 - 5 : 30 P.M. Page 2 II . FINDINGS : 1 . The applicant is requesting review of a proposed 20, 300 sq . ft . machinery manufacturing building. 2 . The two conditions attached (see basic fact #2) to the outside storage permit in 1972 have not yet been satisfied . In addition this storage area is unsightly and as surround- ing properties develop it will become an eyesore . Because of site topography a fence cannot do an adequate screening job . A possible solution would be to install a fence (per City Council condition) a minimum of 5 ' within the property lines and to plant evergreen trees between the fence and the property line. This fence would then offer protection to the trees and clearly define the area where material can be stored. 3 . On October 13 , 1976 staff issued a sign permit for the Georgia Pacific sign approved by Design Review. As of yet no landscape for the area around the sign has been received. 4 . While inspecting the site, staff found that a severe parking shortage existed. The applicant has stated that Georgia- Pacific was considering expanding their parking facilities onto an adjoining tax lot . However, this future expansion Iry has not been shown on the site plan and according to the Tigard Municipal Code 20 new parking places must be pro- vided for the new addition. 5. Because of the parking shortage the landscape islands required by the code cannot at this time be added to the existing parking. However, this would be a requirement for 20 new spaces and when the parking lot is expanded the entire parking area should be brought up to code . III , STAFF RECOMMENDATIONS : Staff recommends approval with the following conditions : 1 . Conditions attached to the conditional use permit be satisfied before issuance of a building permit . 2. Evergreen trees be planted in such a way as to screen storage area. 3. The landscape plan for the new sign be submitted and approved by staff before issuance of a building permit . 4 , 20 new parking spaces be added to the complex with landscape islands 70 ' on center. 146,, 5 . Page 3 6 . Applicant submit a revised site plan showing location of and type of fence , evergreen trees and additional parking and planting island (subject to staff approval) .
