Main Street - Tigard, Oregon DOCKET: SDR 10-77 (Lamb Weston) REQUEST: For site plan and architectural review of a proposed 7,500 sq. ft . office complex addition LOCATION: 6600 S .W. Hampton Street APPLICANT: Hoffman Engineering I . BASIC FACTS : 1. The site is zoned C-P (Commercial-Professional) and desig- nated "Residential Commercial" on the Tigard Community plan . II . FINDINGS : 1 . The applicant is proposing to add roughly 7, 550 sq . ft . to an existing office complex. This project phase was antici- pated during the original complex approval in 1973. Land- scaping, parking, etc . were oriented around this possible addition . 2 . S .W. Hampton Street is in deteriorating condition and should be improved to city standards . 3 . S .W . 68th Avenue is presently dead ended at the southern property line. This street is projected to connect with the Farmers Planned Development to the south and allow traf- fic access onto S.W. Hampton Street . The improvement of S .W . 68th should coincide with the development of Farmers Planned Development . A street tree planting program should be implemented at the same time . 4 . The applicant has proposed to upgrade the existing land- scaping around the northeastern corner of the property . This landscape area currently consists of a grove of red- wood trees, several of which are dead or dying. Besides replacement of the trees, additional plant material should be incorporated for weed control and to upgrade a rather barren planting. 5 . No irrigation has been specified. A non-remonstrance agreement be filed with the city recorder for the improvement of S .W. Hampton Street . 2 . S .W. 68th Avenue be improved and a street tree program be initiated (matching the standards approved for the Farmers Planned Development) . This improvement should be in con- junction with the development of the Farmers Planned Devel- opment . 3. Main Street - Tigard, Oregon DOCKET: SDR 8-77 (Canterbury Square) REQUEST: For site plan and architectural review of a proposed 1, 700 sq. ft . addition to Canterbury Square LOCATION: 14363 S .W. Pacific Highway APPLICANT: Kolve/Kettleberg I . BASIC FACTS : , 1. The site is zoned C-4 (Neighborhood Commercial) and de- signated Retail Commercial on Neighborhood Planning (N. P. III . 2 . 18 .58 .060 "Tree and shrub plantings within parking areas shall be provided and maintained at approximately 70 ft . on center each way . II . FINDINGS : 1 . The applicant is requesting to add a new shop on a pres- ently vacant parcel adjacent to the Thriftway store . 2 . The site presently requires 315 parking spaces . The new shop would require four more, for a total of 319 spaces . 328 spaces currently exist . 3 . This empty lot has traditionally been used by the resi- dents of the neighboring apartments as a pathway to the stores in the center and the bus stop on the frontage road. This circulation pattern is important and should be retained. 4 . The applicant is proposing a 6 ft . wide walkway between two buildings . The enclosed walkway is 42 ft . long and might present a safety problem for pedestrians especially during the evening hours . A possible solution would be to install a lighting system and to indent the north- eastern corner of the building to help widen the entry . •dam STAFF REPORT AGENDA 5 . 3 `' TIGARD DESIGN REVIEW BOARD April 12, 1977 - 5 : 30 P.M. Page 2 5. In the past it has been Design Review' s aim to bring a site up to code when an improvement is made . However, because parking is at a minimum, landscaping should be installed where surplus space is available. Therefore, the following areas should be considered: a. The sidewalk area in front of the new store is ex- tensive and could easily incorporate a landscape bed and possible street furniture . b . The row of parking in front of the proposed shop has a 3 ft . center strip . This could be widened to 7 ft . (6" curb, 6 ft . planter) and a row of street trees installed similar to those in front of the grocery store . III . STAFF RECOMMENDATIONS : Staff recommends approval with the _following conditions : 1. That a lighting system be installed in the pedestrian walkway. 2 . That the northeastern corner of the building be re- vised in order to enlarge and cut down on the length of the pedestrian path . 3. That a landscape plan and irrigation plan implementing Finding #5 be submitted (subject to staff approval ) . STAFF REPORT AGENDA 5 .4 TIGARD DESIGN REVIEW BOARD April 12, 1977 - 5 : 30 P.M. Main Street Tigard, Oregon DOCKET: SDR 9-77 (Burdick/Forbes) REQUEST: For site plan and architectural review of a convenience market and office complex LOCATION: Greenburg Road and Shady Lane APPLICANT: Construction Services, Inc . I . BASIC FACTS : 1. The site is zoned C-4 (Neighborhood Commercial) and desig- nated "Commercial Retail" on Neighborhood Planning II . 2 . Neighborhood Planning II , Policy 18 states : "As existing businesses are renovated and new ones are constructed, the Design Review Board will encourage high design standards . Compatability of landscaping, architecture, and signing will be sought . " 3. A zone change for this site was approved in July, 1976 with the following conditions : a. The Greenburg Road driveway be eliminated on the site plan; b . Provision be made on the site plan for continuing ac- cess to the adjacent southerly lots; C. The Shady Lane driveway be shared by this development and the adjacent property with cross easements be re- corded; d. A Deed Covenant be executed prohibiting vehicular ac- cess onto Greenburg Road or Shady Lane at any other location than provided in accordance with Condition No . 3; e . A one-half street improvement on Greenburg Road and Shady Lane be constructed to City code . Page 2 f . That a zero lot line setback be permitted on the south property, as this A-2 property must be rezoned commer- cial in order to conform to the comprehensive plan . This will also facilitate integration of future commer- cial development . II . FINDINGS : 1. The site slopes to the south and is predominantly covered with several varieties of small trees and one large willow and maple . 2 . No copy of any cross easement for use of the Shady Lane driveway has been received, as per Planning Commission Con- dition #3 . This should be accomplished prior to issuance of the building permit . 3. The one-half street improvement on Greenburg Road is speci- fied as 22 ' 0" from center line . In order to comply with county and city plans for S .W. Greenburg, paving should ex- tend to 32 ' from center line, as recommended by the Wash- ington County Public Works Department . 4. A 5 ft . wide sidewalk is specified for the site. This width is adequate for Shady Lane; however, S .W. Greenburg Road would require an 8 ft . sidewalk with a rolled curb in at least one location . This sidewalk should be placed adjacent to the curb if possible . 5. As per Planning Commission Condition #5, the required street improvement includes installation of a storm sewer . This sewer should be continued to the south property line on S .W. Greenburg. 6 . The landscape plan proposes saving a walnut and apple tree on the southwest corner. Since the southwest corner is out of the construction area, as many of the existing trees as possible should be worked into the landscape plan . 7. The landscape area in the rear of the building specifies shrubs and ground cover. Evergreen or deciduous trees should be added as a backdrop for the building. This is- land should include a tree planting in order to provide adequate impact for the site . 9. Plant material on the plan is predominantly deciduous . Ev- ergreens should be added for year-round effect . 10. No method of irrigation has been specified. 11. No details for the refuse container have been submitted. 12 . No sign details have been submitted. A signing program for the site should be developed and returned to Design Review. III . STAFF RECOMMENDATIONS: Staff recommends approval with the following conditions : 1. Cross easements for the joint driveway be recorded prior to issuance of the building permit . 2 . S .W. Greenburg be improved to city standards with paving 32 ft . from center line and an 8 ft . sidewalk adjacent to the curb . 3. The existing trees be incorporated into the landscape plan wherever possible. 4. Evergreen trees be added to the rear landscape area. 5 . A maple tree be added to the landscape island by the serv- ice drive . 6 . Irrigation plan and revised landscape plan be submitted prior to the building permit . 7. A signing program be established and returned to Design Re- view. 8 . Refuse container be screened on all sides (subject to staff approval) . Main Street - Tigard, Oregon DOCKET: SDR 11-77 (Snyder Roofing) REQUEST: Review of a proposed storage tank and an architectural ad- dition . LOCATION: 12560 S .W. Hall APPLICANT: McKenzie Engineering I . BASIC FACTS : 1. The site is designated "General Industrial" on the Tigard Community Plan and zoned "M-3, light industrial" . 2 . On December 7, 1976, the Planning Commission approved an amendment to the conditional use permit which allowed a sight obscuring fence rather than plant material with the following conditions : a . Outside storage no higher than 1 ' above the redwood slats . b. Two additional Red Maple trees be located along the front for purposes of screening. C . The sight obscuring ability of the fence be maintained . d. Fence height be determined by Design Review Board. 3 . On December 20, 1976, the Design Review Board approved the remodeling for Snyder Roofing with the following conditions : a . The north fence be 8 ' , the east fence 6 ' , and the north and east fence and gate be sight obscuring. b . Evergreen shrubs be added to the front planting for the purpose of screening the parking area (subject to staff approval) . C. The Red Sunset Maple be 14-12" caliper 8-10 ' tall . d. Hose bibbs be located within a reasonable distance of the plantings (subject to staff approval) . STAFF REPORT - AGENDA 5 .5 TIGARD DESIGN REVIEW BOARD '. April 12, 1977 Page 2 II . FINDINGS : 1 . The Planning Commission approved outside storage for the site with the condition that it be no higher than 1 ' above the fence and that Design Review Board determine how much of the fence should be site obscuring. In reviewing the plan in December, Design Review determined that only the front portion of the fence needed to be sight obscuring. 2 . The applicant is now proposing to install a 10 ' high, 40 ' long storage tank in the rear portion of the site . Because of the topography it is hard to determine whether the tank will be more than 1 ' above the fence or not . However, the main intent of the Planning Commission was that storage be kept within a reasonable height and that it be screened if necessary. 3. The site plan specifies 5 shore pine on the rear lot line. These pine should be continued around the southeastern cor- ner to screen the side view of the tank. In addition, the planter bed is specified as being only 5 ' wide . This should be expanded to help insure plant survival . 4 . No color has been specified for the tank. It should be as unobtrusive as possible. III . STAFF RECOMMENDATION: Staff recommends approval with the following conditions : 1. Shore pine be extended around the eastern corner of the fence . 2 . The planting bed be widened to a minimum of 81 .
