ROLL CALL: Present : Hammes, Olson , McMonagle, Cook Excused Absence : Goldbach Staff : Edwards and Daniels 3 . APPROVAL OF MINUTES : The minutes of February 8, 1977 and March 22 , 1977 were approved as read. 4 . COMMUNICATIONS : None 5 . DESIGN REVIEW : 5 . 1 SDR 46-76 (Dickinsen) A request for architectural review of color samples for a previously approved building A . Otto Van Walstyn , engineer, specified a wood cedar facia with a dark stain and raked concrete and anodized trim. (A color chart was submitted. ) Olson moved and Hammes seconded to approve the color samples as specified. The motion was approved by unanimous voice vote . 5 .2 SDR 10-77 (Lamb Weston) A request by Hoffman Engineering for site plan and architec- tural review of a proposed 7, 500 sq . ft . addition to an ex- isting building at 6600 S .W . Hampton I . Site Review A. Staff Report : Read by Daniels B. Staff Recommendation : Staff recommends approval with the following condi- tions : 1. S .W. 68th Avenue be improved and a street tree program be initiated (matching the standards ap- proved for the Farmers Planned Development ) . This improvement should be in conjunction with the development of the Farmers Planned Develop- ment . 3. An irrigation plan be received. C. Applicant ' s Presentation : Tom Whittaker, architect, presented pictures of the site and explained the project . D. Board Discussion : o Discussion on S .W. Hampton Street and S .W. 68th . Cook moved and Olson seconded for approval of the site plan with the staff recommendations . The motion was approved by unanimous voice vote . II . Architectural Review : o Tom Whittaker, architect, described specifications, as per architectural plan , with colors to match the existing building. Olson moved and Hammes seconded to approve the architec- tural plan as submitted. The motion was approved by unanimous voice vote . 5 . 3 SDR 8-77 (Canterbury Square) A request by Kolve and Kettleberg for site plan and archi- tectural review of a proposed 1, 700 sq. ft . addition at 14363 S .W. Page 3 o Staff presented a memo with regard to past Plan- ning Commission actions regarding Canterbury Square. B. Staff Recommendations : Staff recommends approval with the following condi- tions : 1. That a lighting system be installed in the pedes- trian walkway . 2 . That a landscape plan and irrigation plan imple- mentating Finding #5 be submitted (subject to staff approval ) 3. That a landscape plan for Canterbury Square ( in- corporating all Planning Commission conditions) be submitted prior to occupancy of the new addi- tion . C. Applicant 's Presentation : o Jerry Kolve, applicant , presented the plan and discussed the staff conditions . o Don Kettleburg, applicant , protested Staff Recom- mendations #2 and 3. D. Commission Discussion : o McMonagle suggested that an island be placed on the end of the parking row, rather than a long center strip . Hammes moved and Cook seconded for approval with the following conditions : 1. That the planter be installed in the last two parking stalls 2. That a lighting system be installed in the pedes- trian walkway 3 . That a concrete walk be installed from the pav- ing in front to the paved area in back ,. That the sidewalk area in front of the new store in- corporate a landscape bed and possible street furni- ture (subject to staff review) Cook moved and Olson seconded to amend the motion to state : No building permit be issued until. staff re- searches the conditional use permit landscaping require- ments and for the applicant to submit evidence that all conditions of the Conditional Use Permit were satisfied. Cook moved and Olson seconded for a second amendment that a detailed landscape plan for the entire site be submit- ted to the Design Review Board prior to issuance of oc- cupancy permit . o McMonagle asked that staff investigate past condi- tional use before the next meeting. Vote on motion with 2 amendments : The motion failed in a 1 to 3 voice vote , with Cook, Ol- son, and McMonagle dissenting. Vote on motion with first amendment : The motion was approved by unanimous voice vote . II . Architectural Review: o Tom Vadnais, architect , stated that the building would be brick, matching the existing building, with a shake roof canopy . Olson moved and Cook seconded to approve the architecture as presented. The motion was approved by unanimous voice vote . 5.4 SDR 9-77 (Burdick/Forbes) A request by Construction Services , Inc . for site plan and architectural review of a convenience market and office com- plex at Greenburg Road and Shady Lane . Staff Recommendation : Staff recommends approval with the following condi- tions : 1 . Cross easements for the joint driveway be re- corded prior to issuance of the building permit 2 . S .W. Greenburg be improved to City standards , with paving 32 ft . from center line and an 8 ft . sidewalk adjacent to the curb 3 . The existing trees be incorporated into the land- scape plan wherever possible 4 . Evergreen trees be added to the rear landscape area 5. A maple tree be added to the landscape island by the service drive 6 . Irrigation plan and revised landscape plan be submitted prior to the building permit 7. A signing program be established and returned to Design Review 8 . Refuse container be screened on all sides (sub- ject to staff approval ) C . Applicant ' s Presentation : Harley Adams , Construction Services, explained the project and discussed the staff. conditions . D. Commission Discussion : o Discussion on half-street improvement and systems development charge Cook moved and Hammes seconded for approval with staff recommendations . o McMonagle stated he would vote because he believed Item #2 should be clarified by the City Council . y MINUTES TIGARD DESIGN REVIEW BOARD April 12 , 1977 - 5 : 30 P.M. Aw Page 6 The motion failed in a tie vote , with Olson and Mc- Monagle dissenting. Olson and Cook moved for approval with staff recom- mendations and that Staff Condition #2 be remanded back to City Council . The motion was approved by unanimous voice vote . II . Architectural Review: o Harley Adams stated that minor changes would be made to the architecture plus a bicycle rack would be pro- vided. Color samples were submitted . Cook moved and Hammes seconded for approval as submitted. The motion was approved by unanimous voice vote . 5 . 5 SDR 11-77 (Snyder Roofing) A request by McKenzie Engineering for site plan and archi- 'WNW tectural review of a proposed storage tank and an architec- tural addition to a previously approved structure at 12560 S .W . Hall . I . Site Review: A. Staff Report : o Read by Daniels B . Staff Recommendation: Staff recommends approval with the following condi- tions : 1 . Shore pine be extended around the eastern corner of the fence 2 . The planting bed be widened to a minimum of 8 ft . C. Page 7 D. Board Discussion : Hammes moved and Olson seconded for approval with the staff conditions . II . Architectural Review: o Dave Welch described the canopy and submitted color samples . Hammes moved and Cook seconded to approve the canopy as presented. The motion was approved by unanimous voice vote . 6. OTHER BUSINESS : There being no other business, the meeting was adjourned at 8 : 30 .
