10/04/1977 - Packet MEMORANDUM To: Design Review Board members From: Planning Staff Date : September 30 , 1977 The Design Review Board will meet on October 4 , 1977 at 5:30 in City Hall to hear an appeal of a staff decision. A copy of the staff report is attached and the applicant' s letter of appeal. The main issue of the appeal is sign height and size . Staff's main concern is that the sign will conflict with the goals of NPO II and that it will not be in scale with the building. Staff and the applicant both agreed that the fairest way to resolve the matter would be to present the sign to the Design Review Board for their decision. Because the design review ordinance is relatively new, I have out- lined the basis for the Board' s authority in this matter . "It is declared necessary to. . .integrate the functions, ap- pearances, and locations of buildings and improvements so as to best achieve a balance between private prerogatives and preferences and the public interest and welfare" (18 .58.010 (B-3) . 18 .58 .030 also states that signs qualify a physical improvement to the site and, therefore, are subject to design review. In addition to the above, the site was reviewed by the Board on April 12 and a condition attached that "a signing program be estab- lished and returned to Design Review. " It should also be brought to your attention that on October 10, 1977 The City Council will hold a public hearing on a new sign code. The proposal has been approved by the Planning Commission and is the re- sult of almost one year of work by a citizen committee. The commit- tee consisted of members of the Chamber of Commerce, NPO groups, and the sign code industry. Their work should be used as a community directive until formally adopted by the ordinance. Main Street - Tigard, Oregon Docket : SDR 9-77 (_Burdick-Forbes Building) Request : Preliminary design review of a freestanding sign Location : Greenburg Road and Shady Lane Applicant : Luminite Sign Company I . Basic Facts : 1. The site is zoned C-4 (Neighborhood Commercial ) and desig- nated "Commercial Retail" on Neighborhood Plan II . 2 . On April 12 , 1977 the request for a convenience market and office complex was approved by the Design Review Board with the following pertinent condition : "A signing program be established and returned to Design Review. " 3. Pertinent items from Neighborhood Plan II are as follows : o "Concern was expressed by the NPO that commercial develop- ment is often a. major identifying feature in a community, offering impressions to resident and visitor alike of the quality of life available. The Plan , therefore, urges that shopping areas be pleasant environments to do busi- ness within and not designed in a manner only to attract attention . . . " o Policy 18. As existing businesses are renovated and new ones are constructed, the Design Review Board will en- courage high design standards . Compatibility of land- scaping, architecture, and signing will be sought. II . Staff Observations : The applicant is proposing to construct 96 square foot , 7 ' x 81 , sign of undetermined height . The sign will consist of the com- pany logo with the copy reading "Swift Mart 8 AT,4 -12 PM. " The sign is red and green , internally illuminated plexiglass. The site is highly visible from Shady Lane , Greenburg Road , and the exist ramp off 217 . STAFF REPORT - FINAL ACTION TIGARD DESIGN REVIEW September 7, 1977 Page 2 The NP II designates this area as a neighborhood shopping area to serve the area residents . Therefore , to comply with Policy 18 the sign should be in scale with the building and be compatible with the neighborhood shop- ping concept . III . Staff Recommendation : Staff recommends approval. with the following condition : 1. That the freestanding sign be no more than one foot above the building height and that the total square feet not ex- ceed 140 square feet .
