Main Street " Tigard, Oregon Docket: SDR 49-78 (Warehouse) Request: For site design and architectural review of a proposed 9 , 840 square foot warehouse . Location: 7385 S .W. Bonita Road (Wash. Co. Tax Map 2S1 12A, Tax Lot 4000) . Applicant: National Safety Company I . Basic Facts : 1 . The site is zone M-3 "Light Industrial" zone . 2 . The site is a wedged shaped parcel ( . 85 acres) which is bordered by Bonita Road to the north, South Pacific Highway Railroad tracks to the east , Chicago Burlington Railroad track to the west and. Ball Creek to the south. 3. The site has a drainage flow to the south (approximately 20 overall grade) into Ball Creek. 4. The vegetation of concern is located on the banks of Ball ,, Creek and is comprised mainly of moderately sized deciduous trees. 5. The southern portion of the lot is located within the 1.00 year flood plain. II . City Council Action: 1 . Minor Land Partition MLP 5-78 - On September 13 , 1978 the Tigard City Council upheld the appeal of the Bonita Road warehouse project with the following conditions : 1 . That the approach or access to Bonita be filled to an adequate height. 2 . That Bonita be widened and improved at applicant ' s expense to provide adequate width and an appropriate access apron. 3. That an access permit be obtained from Washington County and the Public Utility Commissioner for an adequate method of access and egress. 4 . That P.U.C. permission be obtained for any adjustment to the crossing-guardrails to provide appropriate access . 5 . That the parcel be submitted to the Site Design Review Board for approval of the site layout before any building permits are issued . That provision be made that additional right-of-way be dedicated for the necessary footage along the width of the property to bring Bonita Road to collector street standards for future widening. III . Staff Findings : The required parking is as follows : 1 parking space per 1000 sq. ft. (gross floor area) 9,840 sq. ft. (gross floor area of proposed warehouse) 9 , 840 sq. ft./ (1000 sq. ft./I parking space) = 9 . 84 (10 required parking spaces) The applicant is proposing to build a 9 , 840 square foot prefabricated metal warehouse on a wedge shaped ( . 85 acre) site. The site has an awkward access/egress drive centrally located between the Southern Pacific tracks to the east and the Chicago-Burlington Northern tracks to the west. The railroad tracks are approximately 90 feet apart at the proposed site ' s entrance. The plans indicate a narrow access drive (12 ' -13 ' ) to the proposed warehouse. The Tigard Municipal Code (18. 64 . 030) establishes the minimum requirements for access/egress for a commercial site at 30 feet with a hard surface pavement over 80% of the required access width. This equates to a paved 24 foot access drive with 3 foot shoulders. Approximately 65 feet from the site entrance the lot is 27 feet wide and cannot physically accommodate the required 3 foot shoulders. This deficiency should not create a problem as long as the remaining access drive meets the specified code requirements. When the required access width is incorporated into the plans , parking spaces 7 & 8 will be directly affected and need to be repositioned. By placing parking spaces 7 ,8 ,9 & 10 perpendicular to the western property line additional maneuvering areas for the trucks utilizing the down ramp can be gained. This new parking placement also creates a triangular landscape area directly to the north of the new location which will reduce the blanket effect of the asphalt on the site. The plans indicate a second loading docket in the southeast portion of the proposed warehouse. The feasibility of trucks backing up (approximately 100 feet) into this docket by maneuvering around a parked car (space 3) is highly questionably. Therefore, to lessen the congestion parking space 3 is to be eliminated. low The applicant is proposing a limited landscape plan which must be modified to incorporate the required access drive. Due to the nature of the site, the placement of the proposed warehouse and the required STAFF REPORT TIGARD DESIGN REVIEW BOARD October 10, 1978 - 5: 30 P.M. SDR 49-78 Page 3 widening of the access drive the remaining landscape areas are small. Therefore, unless the remaining landscape areas utilize brighter planting materials the site will basically become an asphalt strip with a metal building on one end. The use of rhododendrons, azaleas and pieris would add color, create a pleasant work site and reduce the impact of the asphalt strip. IV. Staff Actions: Staff recommends approval subject to Tigard City Council conditions and the following Design Review conditions : 1. The access/egress drive shall be a minimum of 24 feet (20 foot paved surface with three foot gravel shoulders) . 2 . Parking spaces 7, 8 ,9 & 10 shall be relocated perpendicular to the western property line as indicated on the plans. 3. Parking space three (3) shall be eliminated to reduce traffic congestion near the rear loading docket. 4 . The remaining landscape area shall incorporate brighter plantings to reduce the impact of the asphalt drive (rhododendrons, azaleas, pieris) . 5. A revised site plan, landscape and irrigation plan shall be submitted to the Planning Department for verification and approval of the incorporated changes . 6 . Applicant shall agree to sign a non-remonstrance agreement for future LID (Local Improvement District) on S.W. Bonita Road.
