Call to Order and Roll Call The meeting was called to order at 7:02 p.m. by Wayne Gross. 2. Approval of Minutes: April 10, 2017 Wayne Gross moved to approve the April 10, 2017 meeting minutes. Dave Brown seconded the motion. The minutes were approved by unanimous vote of the board members present with Wayne Gross, Claudia Ciobanu, Holly Pohvka, Dave Brown and Scott Winkels voting yes. Linda Shaw abstained. 3. Comments from the Audience Neal Brown expressed his concern about the proposed Civic Center in regards to recreational amenities — such as a pool. Richard Shavey, a City Center Advisory Commission (CCAC) member, reported that between 40-50 people attended the peace pole event at the Rotary Plaza. Mr. Shavey also mentioned the upcoming Tigard Street Trail and Rotary Plaza planning process. Chris Garsteck thanked the city for removing a dirt pile at Summerlake Park. She requested dirt be added to the Potso Dog Park and wanted an update on the status of the parking lot. Mr. McKnight informed her that dirt would be there shortly. Ms. Wright and Mr. Martin explained that the parking lot could not be renovated until the sewer system is installed, which they believed was starting the upcoming summer. Ms. Wright also informed Chris about the new parking signs at Ash Dog Park. 4. Discussion Items from previous Meetings Scott Winkels updated the PRAB about the recreational immunity vote that passed through the senate unanimously. 5. Urban Renewal Ballot Measures Senior Planner, Susan Shanks, presented the two city ballot measures that residents can vote on, which were City Center Urban Renewal and the Tigard Triangle Urban Renewal measures. Handouts provided by Susan Shanks are on file in the PRAB folder. 6. Parks and Recreation Updates Mr. McKnight gave the following updates: • The Balloon Festival is in June. This year the launch area will be on the east fields. • 50 garden plots were created at the Metzger Elementary School volunteer event. • Construction at Bull Mountain Park will continue when the weather improves. The 130th Ave stairs project will be underway beginning later that week. Mr. Markey gave the following updates: • Provided a handout regarding the recent Egg Hunt statistics. • Provided a handout with upcoming events and classes. • Movies in the Park are planned for the upcoming summer. The title sponsor, ServPro, would like to host a school supply drive at the events. • Two scholarships have been awarded to participate in Tigard Parks & Rec activities. • There will be an adult camp for individuals with special needs and varying abilities in July. • The after school program is going well and the hope is to continue the program into the next school year. • Mr. Markey will be attending future Tigard Basketball Association board meetings. Handouts provided by Mr. Markey are on file in the PRAB folder. 7. Parks and Recreation and Parks CIP 2017-18 budgets There is a hold-the-line budget for parks and recreation in the proposed 2017-18 budget. The proposed budget does not have any new positions in park maintenance, but they are requesting a couple part time positions in recreation. The Public Works Director will be going to a council workshop regarding the parks and rec fee on May 16. The city anticipates acquiring 50 acres for parks in the next 5 years. Currently, the park and rec fee pays for 40% of the park budget, including recreation. Mr. Martin provided an updated Capitol Improvement Project handout with the projects the PRAB had voted on. All items listed have funding. 8. PRAB Liaison Reports There were no PRAB liaison reports. 9. Non —Agenda Items Chris Garsteck commented that there is still a tree in Summerlake Park's lake. Mr. McKnight commented that the tree will come out soon. Holly Polivka requested an update for the recreation subcommittee. Mr. Martin had no update, but he will ask Kent Wyatt about the progress. Linda Shaw informed the PRAB about an upcoming fundraiser for Bull Mountain Park.
