Call to Order: The meeting was called to order at 6 : 10 P .M. by chairman, McMonagle. 2 . Roll Call : Present: McMonagle, Olson, Speaker Absent: Cook, Hammes Staff : Green Applicant : Chase, Kline 3. Communication: None 4 . Minutes : None 5 . Design Review: 5 . 1 SDR 52-78 Morning Hill PUD (Phase I) A request by Wedgwood Homes , Inc. to have reviewed the children' s play area, equipment, street trees and appropriate landscaping and landscape islands . A. Site Review: 1 . Staff Report : Presented by Peter Green. B. Staff Recommendations: Staff recommends approval with the following conditions : 1 . The proposed play areas shall use a sawdust bedding one foot deep around all play equipment. 2 . A signing program indicating a playground or children ' s play area shall be installed in the surrounding areas of the play island . 3 . The landscaping of streets east of the main access drive will be improved to match the quality of the landscaping of the streets on the west of the major access drive (Morning Hill Drive?) . 4 . The proposed recreation building, phases of construction which include multifamily or duplex units shall be reviewed on their own merits when that phase of construction is proposed. Board Discussion and Action: o Speaker indicated concern about safety of children ' s play island (Phase I) . Specifically, the ability of the proposed berm and landscaping to prevent children from running into the street. o Kline (applicant) felt the site was safe with its present landscaping, but indicated that he would be open and receptive to any modifications proposed. o McMonagle also questioned the safety of the play island and felt the incorporation of fire thorns in the berm plantings would create a natural barrier and would stop children from running into the street. o Olson questioned the use of fire thorns and felt some other plantings might be more effective. o McMonagle asked other board members to specify size and type of planting. o Olson proposed the use of a general terminology "thorny plant barrier" with the specific planting left to the discretion of the landscape architect and then to be approved by Planning Department. o Speaker and McMonagle agreed with general terminology. o McMonagle moved to approve phase one contingent upon the incorporation of the staff report recommendations and the modification of the play island ' s landscaping. Specifically, a thorny plant barrier on the end radii of the play island as well as the side bordering Morning Hill Dirve. o Olson seconded the motion. Motion passed unanimously. o Chase asked about the feasibility of having the future phase developments approved by the planning staff? o Olson, Speaker and McMonagle felt this was a fair request and accepted the idea, as long as , the quality of development was comparable to Phase I . o McMonagle moved that the planning staff would review all subsequent phases of development for approval. o Olson seconded the motion, motion passed unanimously. o McMonagle requested that the minutes be forwarded to Cook for approval.
