Tigard Site Development Plan & Architectural Design Review Board
October 14, 1975 (study session)

1. CALL TO ORDER: Vice Chairman Cook called the meeting to order
at 5 :20 p.m.
2. ROLL CALL: Present: Cook, Hammes , McMonagle (late) , Olson
and Wakem
3. DISCUSSION
Staff presented a discussion of several projects approved through
1974 and 1975 to date. Pointed out by staff were the difficulties
experienced in obtaining conformance with the approved plan and
the difficulties seen in the arbitrary standards now in use.
Staff pointed out the importance of procedural correctness in
arriving at a decision on the merits of a proposal.
A dialogue between Board members and with staff concerning,
especially, ways to approach obtaining conformance ensued.
Several avenues were approached:
1. lien property not complying
2. use planning dept. to issue permit and enforcement
3. maintaining control over landscaping after building
permit is issued
4. use of a signed bid with stipulation on validity period
for establishing bond amount
5. extensions only for explicit reasons, after conference
with Design Review Board
6. have building official confer with planning prior to
issuance of occupancy permit.
Further discussion centered on the purpose of Design Review and the
scope of interest the Design Review Board should take.
