08/24/1976 - Minutes MINUTES Tigard Site Development Plan and Design Review Board August 24, 1976 General Telephone 12460 SW Main, Tigard, Oregon 1 . CALL TO ORDER: Meeting was called to order at 5 : 15 P.M. by Vice Chairman Cook in the absence of Chairman IlleMonagle. 2 . ROLL CALL : Present : Hammes , Olson, Goldbach, and Cook. Excused Absence : McMonagle Staff Present : Daniels, Edwards 3. MINUTES : Olson moved and Hammes seconded that the minutes of August 11 , 1976, be approved as submitted. The motion was approved by unanimous voice vote. 4 . COMMUNICATIONS : None. 5 . DESIGN REVIEW: 5. 1 SDR 33-76 (Fabric World) A request by Norris & Stevens Realty for review of a proposed landscaping plan at 12740-12760 S .W. Pacific Highway in Village Square. A. Site Development Review 1 . Staff Report : Read by Daniels B . Staff Recommendations : Approval with the following conditions : 1 . That improved top soil mix surround the root balls and a hole dug for the roots to be 12 to 2 times the size of the root system. 2 . Adequate irrigation equipment be provided for section "A" and "C" . 3 . Dead plant materials in section "C" be replaced. 4 . Signing for the site be resubmitted for Design Review Board approval . C. Applicant Presentation : o Mr. Fred Young, Norris & Stevens Realty, pointed out the existing hose bibbs on the site and stated that a hose bibb would be provided for Section "C" if it did not already exist . MINUTES Design Review Board August 24 , 1976 Page 2 o Sue Anne Schriver, S & S Garden Service , explained the landscape plan and pointed out that recommenda- tion one was covered by plan specifications . Olson moved and Goldbach seconded to approve the pro- posal with the staff recommendations and the signing program to be returned to the Board at a later date. The motion was approved by unanimous voice vote. 5 . 2 SDR 35-76 (Schulz Office Building) A request by M & S Inc . Inv. for review of a Professional Office building at 11652 S . W. Pacific Highway. A. Site Development Plan Review 1 . Staff Report : Read by Daniels . B. Staff Recommendations : 1 . That a revised landscape plan including Design Review Board recommendation be submitted for staff approval . 2 . All areas not used for building, paving or walkways be landscaped and maintained. 3. Abandoned sign structure be removed. 4 . Adequate irrigation be supplied for the landscape beds along Pacific Highway . C. Applicant ' s Presentation o Jerry Robinson of. Robert B . Martin & Associates stated that the abandoned sign structure would be taken down and that they would continue to investigate the billboard lease . o Mr . Schulz, applicant , stated that he would like to take down the billboard if it could be done legally . o Robinson presented the revised landscape plan and specifications . D. Board Discussion o Cook asked if one overflow spillway would be adequate. o Staff asked that the parking lot drainage be subject to City Engineering Department approval . The motion was approved by unanimous voice vote. E . Architectural Review o Robinson specified that the siding and mansard roof would be of "T1-11" siding with a wood railing of 2 x 2 vertical wood slats. Colors proposed were harvest gold siding with dark brown railing and mansard roof . Hammes moved and Goldbach seconded the architectural design as specified. o Cook stated that he felt "T1-11" siding was a weak solution for the siding and roof . The motion was passed by a voice vote with 2 abstentions - Cook and Olson . 5. 3 SCA 7-76 (Tigard Muffler) A request by James Page for review of a signing program for Tigard Muffler at 13970 S .W. Pacific Highway. A. Sign Review 1. . Staff Report : read by Daniels . B. Staff Recommendations : 1 . That the maximum size of the sign to be attached to the light pole be 3 ' x 4 ' and hang on the build- ing side of the pole. C. Applicant ' s Presentation o Mr. James Page, applicant , stated that 4 ' x 6" was the smallest sign that could be seen from the road. A sketch of the sign was submitted to be constructed of plywood and materials with red background and black letters . Hammes moved and 01_s.onseconded to approve a 3 ' x 7 ' maximum size sign with 14 ' c_i_ea.rance. Olson asked that the board view the signs on the applicant ' s truck as these would be similar to the applicant ' s proposal . MINUTES Design Review Board August 24 , 1976 Page 4 1 : o Board viewed the sign . o Staff asked if the sign would be framed? o Page replied that the sign would be puttied and treated with marine paint and primer . The motion was approved by unanimous voice vote . 5.4 SDR 23-76 A request by John Skourtes for site development and review of a proposed 20, 000 square foot industrial warehouse . A. Site Development Plan Review 1 . Staff Report : Read by Daniels . o Staff noted that the parking spaces 16 , 17, 18 , 19, 20 could be moved within 2 ' of the east pro- perty line, that the landscape islands would be rounded. B . Staff Recommendation : Approval with the following conditions : 1 . The asphalt driveway and parking areas be built to city code. 2. An equal amount of evergreen trees be added to the landscape areas. 3. All landscape areas be curbed as they abutt paved areas . 4 . The ivy groundcover be Baltic type . 5 . No fill_ be allowed in flood plain . 6 . A drainage retention system be developed and approved by City Engineering Department . 7. The non-remonstrance agreement required for the recent minor land partitioning be executed prior to the issuance of any building permit agreeing not to re- monstrate against future street improvements to SW Bonita Road. 8 . Access permits for the three access points be acquired by Washington County Public Works . MINUTES Design Review Board August 24, 1976 Page 5 9 . Additional trees be added to the front of the build- ing and located so as not to be directly over sanitary sewer lines . C. Applicant ' s Presentation o John Skourtes, applicant , asked that the staff clarify #6 and #7 . D . Board Discussion o Cook asked if the flood plain elevation had been established. o Staff replied that 136 ' was the natural floodplain . o Skourtes informed the Board that he considered the 20 ' landscape barrier too restrictive . Goldbach moved and Hammes seconded to approve the proposal, with the staff recommendations and that plant materials, size and variety be subject to staff approval . The motion was approved by unanimous voice vote. E. Architectural Review o Skourtes stated that the building would be Strand steel , off-white with bronze trim and gutter, an eave height of 20 feet with a 1. : 12 pitch . o Cook asked staff to see that photographs or samples be presented with architectural review. o Staff responded that the applicant had been made aware of that requrement . Hammes moved and Goldbach seconded to approve the design as presented. The motion was approved by voice vote with one abstention - Olson . 6 . OTHER BUSINESS o Staff informed the board that the code was being revi,,3ed to clarify the Design Review Board ' s authority regarding dedica- tions and non-remonstrance agreements . 44JW; o Staff reminded the board of the August 31st study session with the Planning Commission .
