1 . CALL TO ORDER: Meeting was called to order at 5 : 15 by
Chairman McMonagle.
2 . ROLL CALL: Present : Hammes, McMonagle, Olson and Goldbach
Excused Absence : Cook
Staff Present : Daniels, Edwards
3 . MINUTES : Goldbach asked that staff listen to the tape of the
September 28, 1976 meeting to see if the spacing of the Norway
Maples had been .reduced for the Fowler Junior High parking lot .
Olson moved and Goldbach seconded to table the approval of
the 9/28/76 minutes .
4 . COMMUNICATIONS : None
5. DESIGN REVIEW
5 .1 SDR 36-76
Oregon Pioneer Savings & Loan of a proposed drive-in bank.
Site Development Review
A. Staff Report : Read by Edwards
B . Staff Recommendations :
Staff informed the board that since a revised plan had
been submitted before the meeting, recommendation #6 was
the only pertinent recommendation .
"6 . A recorded easement agreement be filed with the City
Recorder assuring use of the adjoining lot for parking
purposes . "
C. Board Discussion
o Goldbach asked if an irrigation plan had been submitted.
o Staff informed the board that an irrigation plan specify-
ing automatic sprinklers had been submitted.
Goldbach moved and Hammes seconded to accept the plan as
submitted with the staff recommendations .
The motion was approved by unanimous voice vote.

Architectural Review
Mr . Peck of Peck/Grady Assoc . Architects presented an
architectural model of the bank and specified colors would
be of natural tones .
Hammes moved and Olson seconded to accept the architecture
as presented.
The motion was approved by unanimous voice vote.
Sign Review
Mr. Peck presented a detail of the proposed sign and
specified the following:
o colors - dark brown letters on an ivory background
o material - non-breakable plexinglass
o framing - dark brown metal
o foundation - concrete sand blasted base
Olson moved and Goldbach seconded that the sign be approved
as submitted.
The motion was approved by unanimous voice vote .
5 . 2 Georgia Pacific sign review
o Jerry Scot of Sign Craft presented details of the sign
and explained property agreement .
o Board discussed sign size, letter height , and any
possible reductions that could be made.
o Scot informed the board that Georgia Pacific was
willing to landscape around the sign .
o Olson asked the landscape architectural plan be sub-
mitted to staff for their approval .
o Hammes suggested that the area be landscaped 20 '
each way.
Hammes moved and Olson seconded that the sign be accepted
as presented and a plan showing a 20 ' landscape strip all
four directions up to the railroad right-of-way be sub-
AkW subject to staff approval .
The motion was approved 3 to 1 with Goldbach dissenting.

6 . OTHER BUSINESS:
Staff and Board toured recent projects and discussed the
results .
7. ADJOURNMENT:
There being no other business the meeting was adjourned at
7: 00 P.M.
