General Telephone 12460 S .W. Main St . - Tigard, Oregon DOCKET: SDR 36-76 REQUEST: Site plan and architectural review of a proposed drive-in bank. LOCATION: Corner of S.W. Main and Pacific Highway. APPLICANT : Oregon Pioneer Savings & Loan I . BASIC FACTS 1 . The site is designated "Retail Commercial" on the Neighborhood Plan I and zoned C-3 MPD, Main Street Commercial Planned Development . II . FINDINGS 1 . The proposed site plan substantially conforms to the approved Payless planned development . 2 . The Oregon Pioneer site is part of the Payless planned develop- ment , the landscape plan of which specifies London Plane tree and strawberry madrone as the basic landscape components . In order to have a unified planting plan this theme should be carried throughtout the Oregon Pioneer site . 3. Ajuga is proposed as the groundcover for parking island. Ajuga is a high maintenance plant and is not always presentable year round. 4 . Azaleas are specified against the building by the drive-in windows . Azaleas are particularly sensitive to sudden temperature changes and exhaust fumes and therefore should not be exposed to car exhaust . 5 . The landscaping by the north wall consists of dwarf rhododendrons . A tall plant material should be spot located along the wall to compliment the architecture= and provide a well balanced land- scape. 6. The parking area on the east lot line is shown to extend over the property line . 7 . Two way traffic is shown in the southeast parking area. This could cause confusion with the drive-in window circulation . In addition all other traffic lanes on the site are one way. 8 . Wheel blocks are not shown for the four parking spaces in "' front of the bank. STAFF REPORT Tigard Site Development and Architectural Design Review Board October 12, 1976 Page 2 III . RECOMMENDATIONS 1 . Two .'London Plane trees should be added along the east lot line and one London Plane tree between the west side of the building and Main Street . 2. Strawberry Madrone should be added to the landscape beds (locations to be subject to staff approval) . 3. Ajuga be replaced by a low maintenance groundcover . 4 . Azaleas against the south wall by the drive-in window be replaced by Ilex Crenata or Dwarf Oregon Grape. 5 . Vine Maple, Aralia Spinosa, or similar type shrub be placed in spot locations along the north wall (subject to staff approval) . 6 . A recorded easement agreement be filed with the City Recorder assuring use of the adjoining lot for parking purposes. 7. The southeast lane be specified as a one way y going east . 8 . Wheel blocks or a solution acceptable to staff be implemented for the parking spaces in front of the bank.
