03/19/1974 - Packet SITE DEVELOPMENT PLAN & DESIGN REVIEW BOARD Staff Report March 19, 1974 Agenda Item 4. 2 SDR 5-74 ( International {sings Table) Site Development Plan Review For property located on the northeastern corner of the intersection of S.L!. 69th Avenue and Pacific Highway. The site comprises 1. 01 acres and is located in a C-3, General Commercial zone. (Tax Map 151 36 AD, Tax Lot 430-0) Staff Findings 1. The City Council , on February 25 , 1973, took action to change existing zoning on the subject site to C-3, General Commercial , said approval subject to the followino conditions : That all improvements constructed on the above described property shall be subject to design approval of the Design Review Board of the City ' s ordinances. That the topography site and surface drainage shall be so constructed as to direct torm water away from adjoining residential areas. That at the request of the City of Tigard at any time that a local improvement district shall be proposed for the purpose of improving S.W. 69th Street in accordance with the City ' s street standards, the owner of the above described lands shall be obligated to support the formation of such local improvement assessment district for such purpose. That the laurel hedge now present upon the said prem- ises shall not be removed in connection with the development of said site except upon prior approval of the Site Plan Review Board. 2. The applicant ' s proposal meets all provisions of Chapters 18. 60 (TMC) Off-Street Parking and Loadino and 18. 64 (TRIC) Access and Egress with the following exceptions : Section 18. 60. 100 states , ". . and provided that any common boundary along which this parking is allowed between a residential zone and any other zone is screened by a fence obscurring the site of normal adjacent pedestrian and vehicular traffic, the erection of which shall be the responsibility of the ownership in the non-residential zone. " Said property ' s A northerly boundary is adjacent a single family residen- tial zone. Section 18 . 60. 180 states, "parking spaces along the boundaries of a parking lot shall be provided with a bumper rail or a curb at least four inches high. . . " Section 18. 60. 210 states , "artificial lighting which may be provided shall be deflected so as not to shine directly into adjoining dwellings or other types of living units and so as not to create a hazard to the public use of any road or street. 3. Section 18. 56- 060 (TMC) states the following standards for landscaping and screening within C-3, General Commercial zone : Tree and shrub plantings within ,parking areas shall be provided and maintained at approximately seventy feet on center each way. All areas not occupied by paved roadways , structures , or walkways shall be landscaped. A minimum of the front ten feet from the street right-of-way shall be landscaped. • Not less than ten percent of the total lot area shall be landscaped. Installation and maintenance of landscaping shall comply with the requirements of Section 18. 58. 050 (4) and (5) . (Ord. 72-35 , Chapter 3 (part) ; 1972 : Ord. 70-32 Chapter 105-3. 2 , 1970) . The above requirements have been met. 4. Miscellaneous Staff Comments The City ' s standard for a maximum cufb cut is 30 feet. The applicant' s submittal indicates a 40 foot curb cut on S.W. Pacific Highway. The applicant has not submitted a topographic map of property boundaries. This information is necessary to determine adequacy of drainage plans and conformance _ With setback requirements. . Additional trees along the eastern property boundary would be desirable. A site obscurring fence and heavy plantings along the northerly property boundary may provide a better long ` term screening solution than retaining the existing laurel hedge.
