06/20/1974 - Minutes MINUTES TIGARD SITE DEVELOPMENT PLAN AND DESIGN REVIEW BOARD Regular Meeting June 20, 1974 Twality Jr. High School - lecture room 14650 S. W. 97th Ave. , Tigard, Oregon 1. CALL TO ORDER A. The meeting was called to order at 7:40 p.m. 2. ROLL CALL A. Edin, McMonagle, Bartel, Mickelson and Mann were present, Cook was absent. 3. APPROVAL OF MINUTES A. The minutes of the June 6, 1974, regular meeting were approved as submitted. 4. SITE DESIGN REVIEW SDR 10-74 (Long and Maxwell Office) Representatives Long, Maxwell and Associates appeared to present color samples of their proposed new office structure to be located at 11825 S. W. Greenburg Road. The Design Review Board required that the applicant submit, for design review board approval, color and texture samples for all exterior surfaces as a con- dition to the approval of the building style at their June 6, 1974, meeting. Applicant brought samples of used brick, black asphalt shingles and white aluminum siding. A. Architectural Review 1. The applicant stated that the doors would be white. The applicant was not sure of the gutter color, stating the fascia color and gutter were to be the same color, probably white, and the shutters were to be black vinyl coated. 2. Bartel asked applicant if he would consider other color alternatives. 3. Mickelson felt that a color rendering would be appropriate. 4. McMonagle and Bartel felt only a color board was necessary. 5. Discussion ensued concerning the roof color. 6. McMonagle stated he wanted to see available color alternatives. 7. There was a concensus of the Board that color alternatives should be in the same price range and that it was desirable to see alternate roof colors. 8. Mickelson moved that the city issue a building permit and that the Planning Director place this Design Review Board item on the July 11 Design Review Board agenda. In addition, Mickelson continued his motion stating that the applicant shall submit additional color samples of the roof, shutters and doors, said color samples to portray available color options. McMonagle seconded the motion and the motion passed by unanimous vote of those members present with Mann abstaining because he was not familiar with the applicant' s proposal. 4.1 SDR 14-74 (Northern Yards) Request by Northern Yards, Inc. for review of new ware- house and office facility for wholesale lumber distri- bution on a site located 800 feet westerly of S. W. 72nd Avenue and 1200 feet northerly of S. W. Bonita Road. Site comprises 5 acres (Tax Map 2S1 12A, Tax Lot 602) . A. Site Development Plan 1. The staff presented slides of the site and read the staff findings as presented in the staff report of June 20, 1974. 2. Mike McGee of Sabre Construction Co. represented the applicant. 3. Design Review Board then discussed the following items: o Grades on the northeastern corner of the site o Irrigation of plant materials o Cost of hose bibs Page 2 - SDR Minutes - June 20, 1974 o Use of plastic pipe for irrigation %W o Hose bibs for cleaning of asphalt o Maneuvering within the parking area adjacent the office 4. Mann moved to approve the applicant' s site and landscape plans subject to the satisfaction of the following conditions: 1. That the applicant receive approval of their submitted drainage plan from the City Public Works Dept. The applicant shall, upon request from said department, furnish this topographic- al information as is necessary to determine slopes on the subject site. 2. The applicant' s site plan shall meet all re- quirements of Title 18 Tigard Municipal Code. 3. That the applicant submit for staff approval, a revised landscaping plan indicating the type of ground cover treatment proposed for those areas specified in finding 2 of the staff report. Said revised plan shall also indicate the proposed location and spacing `+arw of hose bibs or shall provide certification from a landscape architect or horticulturist that all plant materials shall survive periods of drought. B. Architectural Review 1. The Design Review Board questioned the applicant' s representative, Mr. McGee, and received the follow- ing replies : o The precast tilt walls are 7 feet high to pro- tect them from fork lift truck drivers. o The exterior of the office is to be stained cedar siding, tongue and groove, 4 inch. o Gutters are to be black. o The roof is to be unpainted aluminum. o The concrete precast walls are to be plain con- crete finish. o Light panels on the roof are to be plastic window frames. Page 3 - SDR Minutes - June 20, 1974 o The office window frames are bronze aluminum. The office is to be air conditioned with roof mounted units. 2. Mann was concerned about the aluminum roof and rooftop mechanical units, their location and concealment. 3. Bartel also voiced similar concerns. 4. Much discussion ensued concerning how to conceal the mechanical rooftop units. 5. McMonagle moved to accept the architectural plans as submitted by the applicant subject to the satis- faction of the following conditions : That the rooftop air conditioning units be placed a minimum 30 feet behind the southeasterly edge of the roof of the main building and that they be placed in line so as to be less visible from the entrance street. Edin seconded the motion and the motion passed by unanimous vote of all members present. ADJOURNMENT: 9:00 p.m. 4W Page 4 - SDR Minutes - June 20, 1974
