(resubmission) V ;4,mm� TIGARD SITE DEVELOPMENT & DESIGN REVIEW BOARD Staff Report March 20, 1975 SDR 6-75 (McDonald' s Restaurant) - (Robertson Property) Applicant ' s Request to construct a drive-in restaurant facility on Pacific Highway at School Street Staff Findings 1. The submission is viewed as deficient by the staff in the following areas : a. Neither site plan nor landscape plan shows or deals with entire site. b. Parking conforms to City code, however, provides less parking than another smaller restaurant by the same operator. c. Area indicated as "paved easement" required to be 301 , paved and curbed; again, according to City Attorney, it must be an on-site access road, not an "easement" , or a land partition would be required. d. Conditions of the site design review board are not specifically met, although alternative solutions have been sought by applicant. e. Near building lines are not shown, nor are perimeter boundaries of site, nor are adjacent streets. 2. The restaurant is proposed to be constructed on a portion of a larger lot which had been approved by the Planning Commission for partitioning on February 18, 1975. 3. Applicant has submitted present site plan claiming that the entire site is to be leased to McDonald's and School St. easement is to be vacated and blocked. 4. The landscape plan does not meet the 10% area requirement due to the doubled size of the site. 5. The Tigard City Council denied the partition at their March 10, 1975, meeting. The City Attorney has offered an opinion that the present site plan still contemplates a partition and is possibly a violation of City code. 6. Rear "access eavesment" exists to Grant Ave. , a substandard residential street. Either this street must be improved or access must be to Park St. 7. Entrance and exit signs and some landscaping are within 20 ' vision clearance cone. 8. The City Attorney has offered his opinion that if a sub- mission is not considered adequate by the Design Review Board, then this board may refuse to act. Staff Recommendation This matter is referred to the Board without recommendation. Staff suggests that the alternatives available are to: 1. take no action per City Attorney' s finding (qv) , or it may 2. Approve subject to conditions of remedying the site plan difficulties, the landscape plan and the access/egress site on Grant St. , or it may 3. Disapprove the site plan. Applicant' s Proposal to build a 14,000 sq. ft. warehouse including 2340 sq. ft. of office space with loading docks for rail and truck on a 46,000 sq. ft. site Site Development Plan and Architectural Review of a proposed warehouse and office in an M-2 zone on SW Landmark Lane off SW 72nd Ave. (part of tax lot 600, tax map 2S1-12A) Staff Findings 1. Several deficiencies in applicant' s submission are noted: a. Site plan does not show relationship to existing development on either Northern Yards or Owens Corning site (paragraph 2, Ch. 18.58.030) . i b. Location, size, materials of sign(s) are not shown. C . Irrigation system not shown 2. Landscaping is required in parking areas approximately 70 ' on center. Area shown as "truck maneuvering area" exceeds minimum maneuvering area requirements. Skimpy landscaping in and bordering this area would benefit from additional plantings. 3. Applicant' s resubmission does not conform to request of Design Review Board. 4. Sourgum indicated on the plan is not available locally and is of questionable application in the Portland area. 5. Applicant has previously applied for Design Review on ad- jacent Northern Yards site. An approved site plan is available for that site although landscaping is not yet completed and occupancy permit has not been granted. 6. Tigard Planning Commission approved 10 ' setback variance on east side of subject building on the condition that applicant complete dedication of Landmark Street and his major land partition on this site. Presently the site " `" indicated here is a part of tax lot 600 and is not a segregated lot. Tigard code prohibits disposal, transfer, sale, or agreement to sell any parcel in a major or minor partition prior to Planning Commission approval of such `�"�" partition (Ch. 17.12.070, Tigard Municipal Code) . Such approval has been given; however, the street dedication which is a part of the major land partition has not yet been accepted by the City. That dedication must be final- ized and the major land partition recorded before any further building permits will be issued. Staff Recommendation Staff Recommends approval on the condition that: 1. Additional plantings at the south end of the parking area be provided with major plantings compatible with Northern Yards landscaping. 2. Ground cover plantings be provided that "tie" Northern Yards landscaping in to the Bethlehem Steel plantings along their common boundary. 3. Some large evergreens be provided in east and west setback areas and along RR easements at the back of the parking lot. 4. Landscape islands adjacent to parking and truck loading door be relocated and some major evergreens be provided. 5. No storage be allowed in maneuvering area.
