GESS Fire Protection Engineer 'EXPIRES:06/JOyI High-Piled Rack Storage of Combustible Materials / Subject/Project: Dawn Foods 14140 SE 72nd Ave, Suite 130 Tigard, OR 97223 Job No.: 2017-14 Total Pages: 3 Introduction Dawn Foods is planning the installation of new pallet racks at their leased facility located at 14140 SE 72nd Ave, Suite 130, Tigard, OR. This letter addresses the requirements of Oregon Fire Code 2014 (OFC) Chapter 32 for the new pallet racks as it applies to the new pallet storage racks for the Dawn Foods Tigard facility. Other storage is also addressed. Both pallet rack storage and pallet/solid pile storage was found to be Code compliant based on the description in this letter. Dawn Foods specializes in providing baking ingredients and bakery products. Products in include donut mix, other mixes, icings, glazes, and the like. This material is consistent with a Commodity Class III or less of a fire hazard. Additionally shortening and vegetable oil will be stored at the Dawn Foods facility. These items will be pallet/solid pile stored with a top of storage height of 5 feet or less. Other material consistent with a Commodity Class IV or less of a fire hazard can be pallet/solid pile stored to at least 12 feet in height. A fire hazard classification for shortening was not found but margarine in packaging with 50 to 80 percent oil content is classified as a Group A Plastic. See National Fire Protection Association 13, Standard for the Installation of Sprinkler Systems (NFPA 13), 2013 table A.5.6.3 Letter to Ryan Broderick April 4, 2017 Page 2 of 3 Vegetable oil's flash point is relatively high in the 570 to 630°F range but since it has a flash point it is classified as a Combustible Liquid Class IIIB. Existing fire sprinkler protection for the Dawn Foods space is 0.495 gpm per square foot over a design area of 2,000 square feet as shown on the fire sprinkler riser placard. Ceiling height of the Dawn Foods space varied between 24.0 to 27.0 feet as measured with a laser distance meter. Based on the above information shortening has a maximum Code compliant storage height of five feet. See NFPA 13 2013 15.2.1 &Table 13.2.1. Improvements to the fire sprinkler system and building would allow a higher storage height. Protecting criteria for pallet/solid pile storage vegetable oil in plastic containers in cardboard cartons was not found. A recommended maximum storage height is five feet. Improvements to the fire sprinkler system and building may allow a higher storage height. Oregon Fire Code (OFC) Chapter 32 Considerations Provisions of OFC 2014 Chapter 32 3201.3 are addressed as follows: 1. For the floor plan ofDawn Foods' space showing locations and dimensions of high-piled storage see drawings prepared for Northwest Handling Systems. 2. Ceiling height in the Dawn Foods warehouse space varies between approximately 24.0 feet to 27.0 feet. Useable storage height varies between approximately 20 and 24 feet due the building structure. 3. The number to tiers within each storage rack is four and is shown on the drawings for Northwest Handling Systems. 4. Clearance between the top of the rack storage and the fire sprinkler deflector varies between approximately 3 feet and 6 feet. 5. For aisle width see drawings for Northwest Handling Systems. Aisle width is greater than eight feet. 6. No solid-pile storage is planned for the Dawn Foods space that is above 12 feet in height. 7. Material stored in the new pallet racks in the Dawn Foods warehouse is consistent with a Commodity Class III or less of a fire hazard. 8. No banded or encapsulated commodities are planned. 9. Since the high-piled storage area planned for Dawn Foods is less than 12,000 square feet, building access is not required. See OFC 2014 Table 3206.2 Letter to Ryan Broderick April 4, 2017 Page 3 of 3 10. Based on information on the hydraulic placard at the fire sprinkler riser for the existing warehouse fire sprinkler protection is design to a minimum of is 0.495 gpm per square foot over a design area of 2,000 square feet. Fire detection is not required and none is it installed in the warehouse. See OFC 2014 Table 3206.2 11. The fire sprinkler riser for the building is installed on the west side of the building closest to SW 72nd Avenue. 12. Smoke removal (roof vents) and curtain boards are not required and they are not installed. See OFC 2014 Table 3206.2 13. Provision for longitudinal flue spaces has been provided in the pallet rack design. See the drawings prepared for Northwest Handling Systems. One of the following two flue space options are required for double row pallet racks: Option 1: Six-inch transverse flue space with no longitudinal flue space. Option 2: Three-inch transverse flue space and 6-inch longitudinal flue space. 14. No additional information has been requested by the jurisdiction regarding design features, commodities, storage arrangement, and fire protection features. Conclusion Both pallet rack storage and pallet/solid pile storage was found to be Code compliant based on the description in this letter.
