1. Call to Order, Roll Call and Introductions
Commissioner Henschel called the meeting to order at 5:35 p.m.
2. Approval of Minutes—February 8, 2017
Commissioner Inman requested a correction for Agenda Item #4, bullet point#5 to
read:
Cryptosporidium detections in Portland drinking water sources,is a recent topic in the
news media, including information regarding the City of Portland, unfiltered drinking
water, and their water source, Bull Run Lake.
Commissioner Nguyen-Ventura moved to approve the change as amended,
Commissioner Inman seconded the motion. The motion passed by majority vote of the
commissioners present,with Commissioners Henschel, Inman,Woodard and Nguyen-
Ventura voting yes.

4. Water Supply Update
Mr. Goodrich reported:
■ Average water use for the month of February was 3.8 million gallons per day
(mgd). This usage is typical for this time of year, but lower than our 10-year averages,
and slightly lower than last year this time. This may be due to unusually colder
temperatures compared to last year.
• Stored water in ASR-1 includes approximately 53 days of supply based on 1,000
gallons per minute (gpm) recovery rates. ASR-2 has 81 days of supply based on 1,500
gpm recovery rates.
i One water quality complaint was received regarding chlorine taste and odor. Field
staff flushed the dead-end line to improve water quality, but the customer did not
report any improvement. Water quality has been very consistent from the treatment
plant based on monitoring at Bonita Pump Station with stable chlorine and ph levels.
• Construction to install Ozone at the treatment plant continues. The plant is
reporting the start of functional testing with completion expected in late March or
early April. There will also be some significant changes in ballasted flocculation and
chemical addition as part of the ozone system testing. The plant will use a larger
grain sand for ballast and transition from an anionic polymer to a cationic polymer
and stop the addition of aluminum sulfate as a filter aid.
• The plant will be hosting a public tour on March 23, 2017, at 10 a.m.
• Portland continues to have news stories related to Cryptosporidium detections and
lead in drinking water. Tigard staff has not received any calls from customers
pertaining to Portland drinking water or their water source at Bull Run Lake. Lake
Oswego and Tigard area customers are not affected, except those Tigard residents
served by Tualatin Valley Water District. The Lake Oswego-Tigard Water Treatment
Plant fully treats source water to remove or destroy Cryptosporidium pathogens.
Ozone will provide additional protection in destroying pathogens,including
Cryptosporidium.
Commissioner Henschel asked staff when the ozone process would be up running,
and how long would it take for it to reach the farthest of water district limits. Mr.
Goodrich replied the system would reach areas within a few days.
Commissioner Henschel asked staff about the quality and taste of water released
from the ASTs as it will be released into the system without the ozone process. Mr.
Goodrich replied that staff will monitor this process. He went on to say that a public
tour will be available on March 23, 2017.
Mr. Goodrich reported that City of Portland is currently receiving information of
Cryptosporidium and lead results in its water supply.

5. Water Budget Preparation
Mr. Goodrich reported to the board the 2017-2018 budget process will begin soon. He
went on to say the primary issue to be discussed will be the cost of water and operating
the water treatment plant.
An additional$10k for water quality facilities, $380k for energy and other fees are being
discussed.
Commissioner Henschel requested Environmental Program Coordinator Jennifer Joe
attend a Tualatin Valley Water District meeting to discuss water conservation.
Mr. Rager spoke to the board on the city's process to collect information for the 2017-
2018 budget. He also discussed potential plans for the Cache Nature Park and water
master plan.

At 6:27 p.m. Commissioner Inman moved to adjourn the meeting. Commissioner
Woodard seconded the motion. The meeting adjourned by unanimous vote of the
commissioners resent,with Commissioners Henschel,Jehnke, Inman,Woodard and
Nguyen-Ven voting yes.
