This AM&M was requested because the new process of converting polystyrene into styrene oil involves the creation, storage, and use of a Flammable IC liquid that was believed to be in exceedance of the allowable limit for our F-1 occupancy. It was originally thought that the maximum allowable quantity of Flammable IC liquid that would be allowed to be stored in the facility was 240 gallons. This interpretation was based on the assumption that the entire building would be considered one control area. The AM&M requested on 3/10/2017 was to classify the building as two control areas: 1)The closed loop system with a maximum quantity of 197 gallons; & 2)The rest of the building. Agilyx requests to withdraw the aforementioned AM&M request pending clarification of the following: According to Table 307.1(1) of the 2014 Oregon Structural Specialty Code (Exhibit A) the maximum allowable limits for storage of a type IC flammable liquid is 120 gallons. This amount is doubled contingent to Note d: "Maximum allowable quantities shall be increased 100 percent in buildings equipped throughout with an automatic sprinkler system in accordance with Section 903.3.1.1. Where Note e also applies, the increase for both notes shall be applied accumulatively." Note e states: "Maximum allowable quantities shall be increased 100 percent when stored in approved storage cabinets, day boxes, gas cabinets, exhausted enclosures or safety cans. Where Note d also applies, the increase for both notes shall be applied accumulatively." The next column in the chart outlines the maximum allowable quantity per control area in "use-closed loop systems." The volume is the same as the previous column; therefore the maximum allowable quantity should be the same:480 gallons. The final column is for "use-open systems". Which states the maximum quantity is 30 gallons. Note d also applies to this,so it would double to 60 gallons due to our sprinkler system. Agilyx's interpretation is that we are allowed per the standard to possess up to 480 gallons of Class IC flammable liquid in the closed loop system and in storage within the building because of the following conditions(without an AM&M): Conditions of operation: 1) Agilyx has a sprinkler system in accordance with Section 903.3.1.1 2) The closed loop system will contain 197 gallons or less during operation 3) All other Class IC flammable liquids will be stored in flammable cabinets 4) No more than 60 gallons of Class IC flammable liquids will be in use and un-stored 5) The total volume of in use, stored, and in use un-stored liquid within the building will not exceed 480 gallons If this interpretation is agreed upon by the City of Tigard, Agilyx requests to withdraw the AM&M submitted on 3/10/2017 and operate according to the 5 aforementioned conditions. I look forward to our meeting on Monday 4/3/17, should you have any questions or concerns feel free to contact me at 503-597-6414 or by email at matt.durbin@agilyx.com.
