By means of a Type I procedure, as governed by Section 18.390.030, the director may allow a reduction in the amount of vehicle stacking area required in 18.765.040.D.2 if such reduction is deemed appropriate after analysis of the size and location of the development, limited services available and other pertinent factors. Table 18.765.1 requires a 200 foot stacking lane for drive-in restaurants. Based on expected usage patterns and traffic studies on adequate stacking distances for distinct types of food and beverage facilities,the applicant requests an adjustment to the required stacking distance from 200 feet to 150 feet. The existing coffee stand, proposed to be re-located to 12925 SW Pacific Highway, is currently located in Vancouver.The previous coffee stand owners have indicated that during their busiest peak morning hour the maximum number of cars stacked at one time was four. This is consistent with observed coffee stands in the Tigard area—three to four cars stacked during the morning peak hour appears typical. Additionally,there is a similar coffee stand currently located directly across Pacific Highway from the proposed site.A maximum of two waiting cars have been observed at that location. Queue lengths of establishments offering food and beverage services vary according to the services offered. According to a 2012 study performed by a former member of the ITE Technical Council Committee, "data shows that the volume of drive-through traffic and,therefore,the required stacking distance, is higher for full-service coffee shops than for drive-through only operations." (Stuecheli) Stuecheli goes on to conclude the following: Based on the data that was gathered for drive-through-only operations, it appears reasonable to require that a dedicated drive-through lane be provided with a stack of 120 feet—enough to handle six vehicles. That should be sufficient to accommodate nearly all vehicles that are likely to arrive during the morning peak hour time period. The above conclusion is consistent with other local corporate standards for drive-through coffee establishments. Based on current Starbucks projects being completed by CIDA, Starbucks corporate standards require queueing sufficient for seven vehicles. However,the proposed stand does not have the name recognition of Starbucks, and as an independent "mom & pop" establishment will likely attract significantly fewer vehicles. Given the size and services of the proposed coffee stand the applicant is confident that 150 feet of stacking distance is sufficient to provide a safe and ample queueing area for waiting vehicles during the morning peak hour.
