It looks like the building has been occupied by a "day care" use since at least 1977 (found an approved Site Development Review from that year). Back then, the zoning was commercial, so it would've been permitted by right. The zoning changed to residential sometime between 1981-1983. But since the use was already in existence, Planning would say this is an existing nonconforming use that's okay to continue at this location, as long are they're not increasing/expanding.
