The frame label does not carry the hourly rating of the assembly. This is as noted in the NEPA 80 fire doors and windows. See attached NFPI% QO Ap- pendix "A", paragraph A-2-5. 1 . (Frame may carry a label stating the hourly rating. ) This means that it is the man_u7acturers option to use a standard frame label or a specific hourly rating label . I have also enclosed a copy of the NFPA 130 appendix "F". Please note that 1 have higrligjl�d the paragraph F-3-C. This states that a "C" label , 3/4 hour door is to^used for a 1 hour wall , and that the door and frame assemb- ly have been tested and approved for such use. The frame label does not carry the hourly rating of the assembly. This is :s noted in the NFPA 80 fire doors and windows. See attached NFPA 80 AD- pendix "A", paragraph A-2-5.1 . (Frame may carry a label stating the hourly, rating. ) This means that it is the man—Macturers option to use a standard frame label or a specific hourly rating label . I have also enclosed a copy of the NFPA 80 appendix "F". Please note that 1 have highlighted the paragraph F-3-C. Tr ' s states that a "C" label , 3/4 hour door is to used for a 1 hour .call , and that the door and frame assemb- ly have been tested and approved for such use. Oregon Builders Hardware sup- plied such a door for this opening and it was rejected, requireing us to sup- ply a "B" labeled 1112 hour door, which is meant for a 2 hour wall . He was asking what could be done to obtain a temporary occ- upancy permit for the project until the proper door and windows could be ob- tained (One hour rated assemblies, most likely roll-up doors) . I told him that he could: I. Cover the openings for the door and window with one layer of 5/8 inch gypsum board on each side of the opening, with joints, edges and fasteners covered with joint compound. or 9,0Z r. n 2. Do the same for the window and have the frame for the door properly labeled (to a minimum one hour rating) and install a properly labeled door (mi.n3mum one hour rating) . Discussions of alternatives to a solid wall, that is a wall with openings, nave included the reminder that any acceptable alternative must be a one.-hour rated system. Plans are conditionally approved subject to the following items: 1. This set of plans is being reviewed as a Group B, Divisio,t 1 and 6ivision 2 oc^upancy housed in Type V-N construction. Please note: If ever heavy overrauls, such as engine rebuilds, transmission rebuilds, etc. are found being conducted in this building; or welding is being conducted in this building, then the occupancy classification for the repair area will be re-classified as a Group H, Division 4. This means considerable change as far as building construction requirements. Swing of Doors Recommendation: I would recommend that the swing of the doors egressing from the repair area swing in the directior, of egress. 4. Access Distance Around Building: All portions of the building s�,all be within 150 feet of fire department access roadways. Access roadways in this particular case would be considered the short drive off of Shady Lane as engines and ladder trucks will not pass through the overhead canopy area. this building is marginally over the allowed distance. This plans examiner would recommend that an automatic sprinkler system be installed throughout due to the configuration, the distance, and the occupancy. However, automatic sprinkler protection will not be required and distances will be acceptable even though slightly over the 150 feet. 5. One-hour Enclosure Under Stairway One-hour fire resistive enclosure is required for usable enclosed space under stairways. This would mean that gypsum board be hung on supports not greater than 16 inches apart. C. Fire Extinguisher Requirements: Not less than one (1) approved fire extinguisher(s) with rating of not less than 2AIOB:C shall be provided for each 1,500 square feet of floor area or fraction thereof. The travel distance to an extinguisher from any portion of the building shall not exceed 75 feet. UFC Standard 10-1 NOTE: Additional fire extinguishers may be required in repair area if flammable or combustible liquids in large quantities are open to the atmosphere. 7. Storage of Waste Oil: Storage of waste oil is not allowed within ;.he building. However, in this case it will be accepted due to the open area where the storage is taking place, and the separation from the remainder of the building. Storage shall be limited to riot more than 1.20 gallons. If storzge of waste oil. exceeds 120 gallons, or the storage area is enclosed, this area shall be re-classified as Group H, Division 2, and upgrading requirements will be i!t:essary to comply with Uniform Building Code and Uniform Fire Code. Due to the location of the air uompressor adjacent to the waste oil, consideration should be made as to installing a totally enclosed motor. 8. Exit Door Hardware: All doors shown on the drawings must be openable from the inside for immediate exit at all times without the use of a key, special knowledge, or effort. Location: 9730 SW Shady Lane (WCTM IS1 35 BD lot 800) . DECISION: Notice is hereby given that the Planning Director's designee for the City of Tigard has APPROVED the above requ3st subject to certain conditions. The findings and conclusions on which the decision is based are noted below. A. FINDING OF FACT 1.. Background No previous applications have been reviewed by the Planning Division with respect to the subject site. 2. Vicinity Information Properties immediately to the north are also zoned and developed C-G (Commercial General) . Properties immediately to the east and west also share this split C-G/R.-12 zoning while properties to the south are all zoned and developed R-12 (Multi-family Residential, 12 unite per acre) . 3. Site Information and Proposal The property is presently developed with a single family residence and a detached garage. Ash Creek bisects the property from east to west: and the creek also forme the approximate land use boundary with the C•-G zone on the north side of the creek and R-12 to the south. The applicant intende to develop only the upper portion of the property that is zoned C-G (commercial General) . The existing house and gs.rage will be removed; the septic tank will also be removed and filled in. A 5.120 square foot, structure is proposed to be constructed on the site along with 1.3 parking spaces. The proposed land use will be an "automotive and equipment: repairs, light equipment" use. 4. Agent-,,? and NPO Comments The General Tel(-)hone Co. , the Metzger Water District, Northeast Natural Gas and Portland General Electric have all reviewed the proposal and have no objections to it. STAFF REPORT - SDR 89-15 - PERRY - PAGE 1 The City Building D3.vision has reviewed the proposal and comments that a demolition permit will be required for the removal of existing buildings. The Consolidated Rural Fire District han reviewed the proposal and states that hydrant protpotion i.n required within 250 feet of all portions of the first floor; thi3 is to be measured around the outside of the building and along access roadways, ?►ccess to the building le required via an approved roadway to withz,. 150 feet of all portions of the building. Neighborhood Planning Organization #2 has review4d the proposal and comments that it has traffic concerns, namely, whe •'her there would :ae a potential conflict between Good 5.marltan mergency vehicles and in- and outgoing traffic at the subject site. The City Engineering Division has reviewed she proposal and makes the following observations and findings: a. The applicant �,as s11t%nitted a sits improvement including a preliminary utility plan and grading plan; no public improvements are shown. b. The site fronts on SW Shady Lane, a minor collector requiring a 60 foot right-of-way. The existing richt-of-way appears to be adequate but should be verified. The north side of the street .is improved with curb and sidewalk. Curb and sidewalks have not been installed along the frontage of the site although the existing paved width appears to be rear the required 40 feet. C. SW Shady Lane has a nearly !.evel profile. At least one storm drain inlet should be installed 61ong the frontage of the site. It appears that runoff collected in this inlet must be directed through the site to Ash Creek. This would require a 12 inch storm drain in a public easement built to public standards. Furthermore, the inlet should be designed for a future connection to storm drainage .improvements the City intends to install a1()n(- the north side of SW Shady LaAe. d. Storm drainage for the site is provided by a private storm drainage that discharges towat.•ds Asti Creek. e. The parking lot pavement should have a minimum thickness of 2-1/2 Inches instead of the 2 inches shown. f. Sanitary .ewer service is from a United Sewerage Agency trunk line along Ash Creek. The connection to the line should conform to the requirements of the agency. g. Land within the Ash Creek floodplain should be dedicated to the City as indicated on the site plan. Installation of the storm STAFF REPORT - SDR 89-15 - PERRY - PAGE 2 drain and sanitary sewer within the floodplain will require a permit from the us Corps of Engineers. No other comments were received. S- ANALYSIS AND M.ICLLIBION Section 18.120.180 lists the standards whereby the Director (or designee) is to approve, approve with modifications or deny a request for site development review approval. In addition to those contal.ned in Chapters 18.120 and 18.62, Commercial General District, the following sections of the Tigard Community Development Code are also applicable: 18.86, Chapter 18.100, Landscaping and Screening; Chapter 18.102, Visual Clearance .Areas; Chapter 18.104, Fuel Tank InQtallations; Chapter 18.106, Off.-street Parking and Loading; Chanter 18.108, Access, Egress and Circulation; Chapter 18.114, Sign.:, Chapter 18.120, Site Development Review; and Chapter 18.150, Tree Ren.-)val. The applicant's submittal meets most of the development standards contained in Tigard's Community Development Code but a discussion on parking and access, fuel tank installation, signage, tree removal and floodplain regulations is warranted. Parking and Access The submitted site plan shows standard parking spaces which measure nine feet by twenty feet. This is two feet longer than what the Code requires. The access drive which runs north-south on the property is proposed to be only 23 feet wide where the Code requires a 24 foot width for two-way access drives. Staff suggests requiring a new site plan which shows parking space and access dimensions which conform to Code- required dimensions. There appears to be no conflict with the proposed location of the acceBF drive onto the subject property and the closest acceso drive of. the Good Samaritan medical clinic across the strr,et. The two driveway entrances will be offset by an estimates thirty feet. Fuel Tank Installation The applicant should be required to obtain permits from the Fire District and the City Building Division pertaining to fuel tank installation prior to issuance of building permits. Signage No new signage is proposed in conjunction with this application. Staff notes that a City sign permit will be required prior. to -the erection of any sign. The Code will allow up to a maximum of 15 percent of each wall face to be covered with signage. One freestanding sign is permitted on the property; its dimensions cannot exceed 20 - 22 feet in height an," a total area of 70 - 90 square feet per face (depending on sign setback) . STAHF REPORT - SDR 89-15 - PERRY - PAGr, 3 Tree Removal Chapter 18.150 contains regulations regarding the removal of trees on developed commercial land. Since it is unclear which, if any trees are to remain on the site during and after construction, staff recommends requiring submittal of a detailed tree protection plan and tree removal permits prior to grading and clearing of the site. rlood lain COds Section 18.120.180.A.8 requires that where landfill and/or development is allowed within or adjacent to the 100-year floodplain, the City shall require the dedication of sufficient open land area for greenway adini.ning and within the floodplain. This area shall include portions at_Jd suitable elevation for the construction of a pedestrian/ bicycle rlthway within the floodplain in accordance with the adopted pedestrian/bicycle plan. Therefore, dedication of the land area on this property below the elevation of the 100-year floodplain. Construction of a bicycle pathway Is typically required as a condition of approval. However, because public access is not available and the location of the path has not been determined, it is not appropriate to construct the path at this time. C.
