Also attached is my response. Shortly after this letter was mailed Don Byers called and stated his belief that the soil was stable enough to substitute for some of the base rock. Don Porter of. Byers met with John h,gman and me and we explained that if adequate information was supplied to the City a modification could be made to the standards taking into account the existing material . If not, the only way a lesser standard can be approved is with variance approval from the Planning Commission. The bidding contractors and our architectural firm, Jensen, Krause b Schoenleber, as well as ourselves considered this adequate for the reasons that: 1) It is a passenger car parking lot only. No trucks will ever use this parking lot. There are no doors on that side of the building where the parking lot will be so we cannot ever use it for trucks and shipping/receiving uses. It is strictly a passenger car parking lot. 2) These cars will come in in the morning and go out at night. It is not a customer or salesman parking lot where cars will come and go all day long. It is only to be used for our own employees who arrive in the morning and go ,ome at night -- in and out once a day. 3) The parking lot is on solid grade. The ground is very firm. It has been on that same grade for centuries. It is not on fill so there will be no settling or giving way. For these reasons -- infrequent usage, only light weight vehicles and absolutely solid grade underneath, we feel that replacing this solid grade with 4" of crushed rock additionally would be unwise, in this case costwise and for practical reasons. Your consideration of our request will be very much appreciated. For preliminary design purposes, the design capacit:mea of steel H-piles or cast in- place steel shall piles driven to suc'i depths in stiff soil over- burden would be in the orders of 40 tons. The physical charactcristiCO of the Boring Lava are not Particularly important for light-waight one to two story warehouse or office buildings. In areas where the Boring Lava is at a relatively shallow depth, i.e . , 15 feet or less, the strur.tural loads could be t•rons£erred to the underlying rock by spread footings as shown in the upper diagram of Fig. 7. Where the ovcrburdon is on the order of 15 feet or more in thickness (lower diagrams of Fig. 7) the foundations would be placed on the firm to stiff silt. In this regard, a similar approach, i.e. , founding the structure on spread footings on the ( firm to stiff silt, could also iso used if the overhurdrn was relatively shallow. Spread footings founded on the rear-surface soils at a depth below the ground sur:"ace of 3 feet :•ould have a design bearing pressure on the order of 2000 to 4000 lbs. per sq. ft. Warehouse structures designed with ,a slab-on-grade at high unit floor loads and placed in an area having an irregular rock surface could rcSL11t in excessive diffe -ential floor settlements and unsightly cracking of the floor sl<.). However, this could be handled by suit- able site preparation, p_)ssibly, by over-excavation and backfilling with a :sufficient thickness of compacted structural fill. Possible alternative foundation approaches for this situation would be to preload the building site with a fill surcharge equal in weight to the proposed floor load ; or to design the wareh­,use floor as a struc- tural slab; or to adopt maintainance to repair any cracking as necessary. In summary, the borings disclosed stiff soils, shallow bedrock in some areas, and a deep water table. With regard to the lamer item, our experience in the project vicinity indicates that the water table is seasonal, probably rising considerably closer to the ground surface during the winter months than present levels (summer levels . ) Overall, the foundation conditions are favorable_. No ex- cessive foundat4.on problems arc anticipated for 1 to 2 story light weight structures founded at r -ado . r I : 0-464 Schmeerc., Harrinr4ton, Bana, Hagestad SQptember 17, 196 Page 8 Excavations for basements or any extensive sire grading may encounter bedrock consisting of Boring Lava. The characteristics of the lava, i.e. , the existance of extensive zones of poor quality reek, i.e:. , brecia zones ; a highly irregular rock surface with varix. b1c d`pths of overburden, lower diagram Fig. 6; deeply weathered zones, are all unknown at the time Of this writing. So too are the areal or lateral limits of the lava on the zite . All these characteristics are of utmost importance to the design of the foundation for the heavy 8 story structure. However, it is our opinion, that a heavy structure as proposed can be founded entir.nly on the lava or, partially on the lava bedrock and partially on piling driven into the stiff soils. It is important that additional explorations of a sufficiently broad nature disclose the characteristics of the bedrock where the loads will be imposed. In this regard, geophysical refraction surveys as well as diamond core drilling and/as wagon drilling will be requ;.red . Major costs occur when the foundations are designed for certain foundation conditionE that fail to materialize during construction. In our opinion, although additional extensive foundation investigations will be required at this site for final foundation design, the existance of bedrock close to the grou:`.a surface, which appears to exist over a signifi-:ant position of the site, is favor- able to site development.
