Of these, lot 19 also appears to be within the 100 year floodplain. In my opinion this lot should have no development on it. 1t is adjacent to a significant rret I and. What exists on this site is a well.-defined emergent wetland tc:r the south of lot 18 which is bordered by a scrub--!>hri.rb wetland r-nnsinting of woody plants such as willow, Oregon white ash, wi 11 ow and other wetland species. This aLrub-shrub wetland is also on a si oni f i cant p .art i on of lot 18. The rest of lot 18 consists of typical riparian vegetation that is found along water-curses such as rivers, streams, pL,nds and wetlands in the Tigard area. The wetlands appear on the draft copy of U. S. Fish and Fish and Wildlife' s National wetlands inventory (Heavertr3n Area) . I have enclosed a copy of that map with the areas in question circled. The wetlands appear to be more extensive on the ground than might appear on their map. It is significant to note that they dry sho4i the emergent wetlands to the east u - SW 92nd on their- map. Keith L i dren indicated that these may not appear on your comprehensive Ilan map for wetland resources. Reference to your "Flood Plain And Wetlands" , ori page 1-23 of your plan would ind� cate this to bn the case. "There are ::o wetlan&� noted on either side of SW 92nd on this map. I will cdi 'scuss this further under point 2 of this letter. I have rv-r l osed a copy of your flood plain and wetlands map as well . Lot 17 does appear- to be out of the floodplain and wetlands, althOUgh it does havc- an excellent stand of riparian vegetation. This site, assuming the slope characteristics are not limiting, could be developed without significantly impacts the adjacent wetlands. This is not rhe 1 ase with lot 10 for the reasons T have pointed out . b. Lots l and 2 are also within wetlands. I would urge_ your staf to take a careful look to determine whether they are also within the? 100 year fluodplain. ThL- adjacent wetlands, although significant, are riot as high quality as, those east of 92nd, south of lot IR. It is my opinion that , if the applicant can secure the appropriate permits, and i f an acceptable mitigation plan can be wor-I:ed out wi h Qregon Department. of Fish and Wildlife, these two lots could be developed . This will require- adequate buffering between the proposed development and the existing wetlands and should include some modifications of these wettands to enhance their wildlife habitat values (NlAr►ting-i, incr-eased plant diversity, digging of ponds, etc. ) . Ml :)f this, of course, should be done in concert with the parks depar i meant. developing its own plans for the continued protection of t hese wetlands (di -,cussed under point 3 of this letter) . C. Lot 3, seems to be intermediate between the first t.wrn subnunits I 've addressed. It. has morn- diverse wetland plant I features ( more rushes, willows, etc. and is much less a monoculture of roved ranarygrass ) . This lot seems even more likely to be within the 100 year floradplain. If it is not, anH development is allowed, and a 404 permit can he obtained for limiter] wetland fill , then mitigation would be in orde=r.
