The project site consists of a 0.7-acre rectangular parcel of generally level ground in the Bonita area of Tigard. Figure 1 shows the site location, relative to existing topographic features. The purposes of this investigation were to evaluate the subsurface conditions at the proposed site and present our findings, conclusions, and recommendations for site development and foundation design. The scope of this investigation is summarized in your authorization letter dated March 26, 1996. 2.0 PROJECT DESCRIPTION The project site is located in Tigard, Oregon, and consists of approximately 0.70 acres. The site is bounded on the northeast by Burlington Northern Railroad and on the southwest by S.W. Milton Court. The proposed construction includes a one-story, 12,500 square foot light industrial building surrounded by paved parking along both the southwest and southeast sides. The building will be pf tilt-up construction with slab-on-grade interior floors. Landscaping is limited to approximately 5,050 square feet to the southwest and southeast of the proposed building. The site slopes gently, so the cuts and fills of up to couple feet each will probably be required. 3.0 SCOPE OF SERVICES The scope of services we have provided includes the following: • Evaluation of subsurface conditions at the site by means of 5 backhoe-excavated test pits. The test pits extended to maximum depths of approximately 10.5 feet beneath current site grades. Logs of the test pits are presented in Appendix A. i • Laboratory testing of samples obtained from the test pits to evaluate the in-situ 1 moisture content of foundation soils. • Engineering analysis of the data obtained, and preparation of recommendations for site development and foundation support. CMA 1 April 12, 1996 Geotechnical Investigation DAMES A MOORE Tigard, Oregon WP\016\32866\01 • Preparation of an illustrated geotechnical report summarizing the investigation and presenting our findings, conclusions, and recommendt'tions. 4.0 SITE CONDITIONS 4.1 SURFACE Topographically, the site is nearly level with site grades approximately at an Elevation 149 feet to 151 feet across the site. At the time of field exploration, vegetation covering the site consisted of grass, shrubs, and small trees. Surficial evidence of seeps or springs was not observed during our site visit. Additional discussion of groundwater conditions is provided in subsequent sections of this report. 4.2 SUBSURFACE Subsurface conditions at the site were explored by excavating 5 test pits (TP-1 through TP-5) at the approximate locations indicated on the Site Plan, Figure 2. Test pit logs, which summarize the soil conditions encountered at each location, are presented in Appendix A. The test pits were excavated to depths ranging from about 9.5 to 10.5 feet with a tubber-tired backhoe. Static regional groundwater was not encountered during our site exploration, although seepage zoites were encountered in two of the 5 test pits. The site is mantled by a relatively thick layer of silty topsoil between 10 and 24 inches thick. The topsoil layer is generally soft and wet and is characterized by low shear strength and moderate to high compressibility. The topsoil layer is underlain by sandy silts to silty sands and silts. The native soils are very moist to wet with a consistency of generally medium stiff to stiff and medium dense to dense. These native soils posses moderate shear strength and compressibility characteristics, and should provide adequate foundation support for the planned industrial building. L 4.3 GROUNDWATER n ►- Groundwater was not encountered during our subsurface exploration program. Seepage zones J were observed at various depths in two of the test pits. Based on our understanding of the n project, it is our opinion that regional groundwater should generally not affect the planned Al J construction. Recommendations for mi'.-gating this condition are provided in Section 6.7.2. 5.0 CONCLUSIONS Based on the results of this investigation, it is our opinion that she site is generally suitable for support of the planned industrial building provided the recommendations presented in this report are included in design and construction. The following conditions will likely affect the planned site development: • The topsoil layer at the site is between 10 and 24 inches thick. This material is unsuitable for foundation or pavement support. • The native soils are moderately compressible. 'These materials should provide adequate foundation and subgrade support for lightly- to moderately loaded foundations, but are sensitive to disturbance when wet. • Conventional shallow foundation support for the planned building should be achievable on properly compacted fill soils or properly prepared native soil subgrades. • The native soils should be generally suitable for support of planned slabs-on- grade, lightly loaded mat foundations, and lightly used pavement sections. Moderately to heavily used pavement sections can be supported on the native soils by providing a thicker aggregate base course. • Native soils will probably be suitable for use as compacted fill during dry weather conditions, but may be difficult or impossible to compact during periods of wet weather. 6.0 RECOMMENDATIONS 6_1 EARTHWORK 6.1.1 Clearing and Grubbing Prior to grading, we recommend that the site be cleared of surface obstructions and stripped of trees, brush, vegetation, and organic soils. Any existing utilities should be protected or demolished and removed from the site. Depressions, trenches, and excavations required to remove soft or loose soil zones created or encountered during site preparation should be properly backfilled to design grade with compacted inorganic native soils or imported fill materials as recommended below in Subsection 7.1.3. Based on conditions observed in the test pits, we anticipate that the depth of stripping should be approximately 10 to 24 inches in the project site. Soil containing more than about 2 percent organics by weight should be con-idered organic and either removed from the site or stockpiled in a designed area outside of planned building and pavement areas. Tree stumps should be completely removed and the void backfilled with compacted fill as a part of grubbing activities. 6.1.2 Excavation Excavation within the silty soil should be achievable using conventional heavy earthmoving equipment in proper working condition. Rock or oversized materials vere not encountered within the 101h-foot maximum depth of exploration. 6.1.3 Fill Placement and Compaction The inorganic native soils should be generally suitable for use as compacted fill, provided that adequate moisture content conditions can be maintained. Moisture content tests performed on samples obtained from the test pits indicate that the native sols are several percent wet optimum moisture content. Significant drying will be necessary in order to use native soils for fill. The optimum lift thickness will vary depending on the compaction equipment used, but should generally not exceed about 8 to 12 inches in loose thickness. Fill material should be free of trash, roots, debris, vegetation, or other deleterious materials. In general, fill should be free of rocks or hard lumps larger than 3 inches nominal diameter. Imported fill soils placed in dry weather conditions should consist of granular material with less than 25 percent by weight passing the No. 200 sieve. Fill to be placed during periods of wet weather should contain less than 5 percent passing the No. 200 sieve. 6.1.4 Slope Protection Based on review of the preliminary site plans, it is our understanding that significant cut and fill slopes are not planned. We recommend that finished slopes, if any, have an inclination no steeper than 2 to I (horizontal to vertical). Slope faces should be protected from surface water erosion by constructing a berm along the top and by planting deep-rooted vegetation on the slope face. 6.2 FOUNDATION SUPPORT The following foundation design parameters are provided as minimum recommendations based on preliminary structural information. More specific recommendations may be provided upon review of the final building plans. 6.2.1 General We recommend that the planned building be founded on a system of conventional shallow wall and column footings established in properly prepared firm native soils or properly compacted fill soils. Minor differential settlement could result from establishing the same footing in two different materials; settlement-sensitive structures should be founded entirely in the native soils. Footings should be established at least 18 inches beneath lowest adjacent site grades due to frost penetration considerations. This bearing pressure may be increased by one-third when considering transitory loads such as wind or seismic forces. 6.2.3 Settlement Based on our site observations, the native silty soils are slightly to moderately compressible under the planned foundation loads. We anticipate total settlement on the order of 'h- to 34-inch under typical foundation loads. As discussed previously, foundations bearing on different materials are subject to differential settlement. We recommend that settlement-sensitive structures be founded entirely in native --iils. Settlement related to fill or foundation loads should occur rapidly. We anticipate that foundation settlement should be essentially complete within three weeks of load application. 6.2.4 Lateral Resistance Foundations bearing in native or granular fill soils may be designed to resist !ateral forces using a friction coefficient of 0.35 and a passive resistance of 300 pounds per square foot per foot of depth. The frictional and passive pressure component of lateral resistance may be combined provided the passive resistance does not exceed two-thirds of the total. 6.3 FLOOR SLAB SUPPORT We recommend that building floor slabs be underlain by a minimum 4-inch thick granular base course to provide uniformity of support and to act as a capil!aiy break against moisture migration through the slab. In the commerc►al building areas and other areas where moisture- sensitive floor coverings are planned, a plastic membrane should be placed on top of the granular base and covered with a 2-inch thick layer of clean sand to aid in concrete curing. The moisture barrier is not required in unfinished spaces such as warehouse or storage areas. The granular base course should consist of %veil-graded sandy gravel or crushed rock with a maximum nominal size of '4-inch and having less than 5 percent by weight passing the No. 200 sieve. The base course should be compacted to at least 95 percent relative compaction as evaluated by ASTM Test Method D1557. These recommendations assume that the slabs-on-grade will not be exposed to storage loads exceeding about 253 pounds per square foot. We recommend that retaining walls be designed for lateral forces using an equivalent fluid unit weight of 35 pounds per cubic foot. This value assumes that the walls will be allowed to deflect slightly at the top. Surcharge loads applied closer than one-half of the wall height should be considered as uniformly distributed horizontal pressn'res equal to one-third of the distributed vertical surcharge pressure. The retaining wails may be designed to resist lateral loads using the parameters presented in "Lateral Resistance" above. 6.5 PAVEMENT RECOMMENDATIONS 6.5.1 Section Thicknesses We understand that paved areas will be provided for passenger vehicle parking and medium- weight truck access and parking. We recommend that native soil subgrades be protected from construction traffic loads by a granular working base at least 4 inches thick. The base course thickness should be increased to 12 inches in heavily-used haul road areas. The working base may also be considered a part of the aggregate base sections in pavement areas, provided the materials meet the gradation specifications of the aggregate base and ale not contaminated by excessive amounts of silty native soil of other debris. 6.6.2 Near-Surface Groundwater Control We understand that near-surface groundwater has been encountered at nearby sites during wet weather conditions. Although seeps or springs were not encountered during the subsurface exploration program, stripping and excavation for site development may allow such features to develop. Seepage within building pad areas can be controlled by installing sh..,tlow gravel-filled trench drains between 12 and 20 feet apart. Drains should have 2- to 4-inch perforated pipe which connects to a drainage gallery, which should connect to the storm drain or other suitable disposal facility. We recommend that the building subgrade and the pavement subgrade be shaped to drain towari: intercepter drains or the edge of the covered areas. All aggregate base layers under pavements should extend under curbs and gutters to allow collected water to drain. 7.0 CONSTRUCTION MONITORING AND TESTING We recommend that Dames & Moore be retained to provide construction monitoring and testing services during earthwork operations and foundation construction.
