Two reflectorized object markers (type II) need to be installed at the east end of the sidewalk; theiae markers were and are required. 2. The pre-exieti.ng curb drop, at the east and of the cite, was not removed and replaced with standard curb; instead, a cap was poured upon the drop raising it to sidewalk height.. Such capping is not acceptable. It must be remo%-?d and properly replaced with standard curving. J. The western-most five foot square of sidewalk is cracked. The division of the western section has only recently been recorded. Separate tax lot numbers for the parcels creates' from the western section of the parent parcel have not yet been assigned. 2 . Vicinity Information Properties to the north across Hunziker, Street are zoned R-4 .5 (Residential, 4.5 units/acre) and are H,_•.eloped primarily with single family residences. A children' s day carp center is located at the northeast corner of Hall Roulevar•d and Hunziker Street. Properties to the west are zoned CBD (Central Business District) and are developed with apartments and an upholstery shop, Properties to the east and southwest are zoned I--P (Indust:ria.l Park) and contain an architect' s office and a truck sales business. Propertips further east and to the south are zoned I- L (Light Industrial) r+nd are developed with a variety of industrial uses. 3 . Site Information and Proposal Description fax lot 22.02 presently contains a house with attached garage fronting on Hur►ziker Street. Several apple and birch trees are located along this frontage. The western portion of the property is vacant and covered with wild grasses. The offices will be located on two floors at the west end of the building. The building will be 24 feet tall . The site plan proposes 17 parking spaces, including o:ie designated handicapped parking space, between the western end of tK, building and Hall Boulevard . Seven additional parking spaces would ,ie located on the eastern end of the site. Access to the site will be provided by a 30 foot wide entrance onto Hunziker Street. A twenty--seven foot wide driveway will connect the parking areas to the entrance. Site landscaping will include retention of two birch trees and two apple troos along Hunziker• Street, addition of fOUr additional deciduous trees alone that frontage, shore pines arid other• evergreen!, along the site' s Hall Boulevard frontage and at the .intersection, and evergreen shrubs along the south and east borders of the developed portion of the site. "The southeastern portion of the site will bla left vacant arid remain covered with the existing grasses. This area is reserved for• fut-,Are expansion of the building and for possible outdoor storage. The site plan notes that 6,450 squR re feet or 15 percent of the site will be landscaped. This doe:, riot include the grassy area in the southeast corner of the site. If this area is either kept mowed or is replanted with domestic grasses, this area can be included towards the 25 percent of site landscaped arca requirement in the I -P zone. 4. Agency and NPO Comments The Enyineering Division rev IPwed the proposal and offers tte following comments : 1 . The applicants propose to construct an office/warehouse building at the southeast corner of Hall Boulevard and Hunziker Street One access is proposed to Hunziker Street across from Knoll Drive. 2. Hunziker Street is a major collector street and is currently improved with 36 feet wide pavement with curbs aril a sidewalk on the opposite side of the street from the proposed site, No streetlights currently erist. The existing right-of-way is the required 60 feet width for a major collector. 3 . Hall Boulevard is a state highway with traffic signals at Hunziker Street and Scoffing Street. The pavement width allows 3 lanes of traffic•. on Hall Boulevard and Hunziker Street at the intersection. A curb exists east of Hunziker on Hall Blvd. which is an extension of the Hunziker Street curb return. The signal poles and traffic signal controller for the Scoffing Street intersection are located along the site frontage of Hall Boulevard. A signal pole for the Hunziker intersection is located in the southeast corner• of the irite r•section. The existing right -1,f-wall is riot parallel to the centerline of Hall Boulevard, increasing from Z5 to 48 feet from centerline from south to north. Typically, half street improvements would be required on Hall Boulevard including right-of-way dedication of 45 feet from NOTICE OF DECISION -- SDR 88-23 - HIRTE-LEACH - PAGE 2 centerline with pavement widening AO feet from the centerline plus curb, sidewalk, streetlights and underground utilities . At this intersection a right turn lane onto Itunziker Street has been identified as a need by the Stage Highway Division due to the large volume of traffic on Hall Boulevard. It. The City of Tigard hod a Preliminary Engineering Report prepared in April, 1986 to evaluate the possible alternatives to realign Scoffins Street- and Hunziker Street into one intersection. Of the alternatives presented, the relocation of Scoffins Street to the north and the realignment of Hunziker Street, making i'_ more perpendicular to Hall Boulevard, was chosen by staff to be the I best possible alternative. This proposal was reviewed in 1906 by the Neighborhood Planning Organization arid the State and both concurred with staff' s selection. According to this alternative, the existing curb return at the site's northwest corner is required to be relocated to the sough, within the subject site' s property, This will also require the signal sole to be relocated for the northbound Hall Boulevard traffic at the Scoffins Street intersection. Relocation of the signal pole and construction of the new curb return and other roadway improvements would not be timely at this time since rurther modifications to the intersection due to the future realignment may be necessary, 5. The site slopes to the southeast corner of the property. An existing private storm sewer exists at the southeast corner, of the property. The development is proposed to connect into this system. The drainage basin of this evaluated private system should be to determine its existing and ultimate capacity. Also, a joint to agreement should be executed for this Proposed development, for ut•e of the storm sewer line 6. A sanitary sewer- line exifts in Hunziker Street and is available to serve tho site. The Building Division commented that a joint uae/maintenance agreement for use of the private storm sewer in the s0uU10ast corner of the site should be. required prior to the issuanco of building permits for construction on the site. Washington County Fire District #1 commented .hat fire fighting flow requirements for, this type of structure will necessitate additional protection such as automatic sprinklers or area separation walls . Also, additional fire hydrants in the area may be necessary depending on whether the building is to include internal sprinklers . If the building contains sprinklers, a hydrant must be located within `:i00 feet of al'. exterior portions of the building. A hydrant must be Provided within 250 feet 0f all exterior portions of the building if the building is riot provided with sprinklers. Northwest Natural Gas requosts that the applicants have these lines located prior to any excavation in the ,Ar•0CA. the Oregon State Highway Division reviewed the proposal and commented chat additional area shall be dedicated to provide 40 feet of right-of-way from the centerline of the existing right--of. way. "Che Highway Division also requests that the applicants be required to provide a five foot wide asphaltic concrete sidewalk along this frontage. The Highmay Division also requests that the applicants enter i-ito a non--remonstrance agreement for participation in assessment for future roadway improvements on this frontage. The Tigard WaL-r• District and PGE. reviewed the proposal and offered no comments or objections . No other comments were received. B. ANALYSIS AND CONCLUSION 'The proposal for, development of the Industrial office/wa-ehouse building U-) be located at the sautheast currier of the intersection of Hall Boulevard and Hunziker Street complies with Community Development Code 1- P (Industrial Park) zoning district requirements for setbacks, buildirig height (45 foot maximum building height), lot coverage (maximum site coverage of 15 percent) and minimum site landscaping (25 percent of site minimum) . Administrative offices and warehousing are both permitted uses in the I--P zone. ;E The proposal also complies with Code standards for access (minimum width of 24 feet, aligned with existing intersection), parking spaces pr•ovidrd (22 required; 24 provided) and provision of the one required handicapped parking space, The plan i3 defirient in not providing for bicycle parking spaces, in having a greater percentage of compact parking spaces relative to standard parking spaces than is allowed, in having substandard internal roadway widths, and having inadequate vision clearance at the Hall Boulevard/Hunziker Street intersection. These deficiencies can be addressed through revisions to the site plan which will need to be made to accommodate additional area for right-of--way dedication. Code Section 1f. 106.020(p) requires that at least one secured bicycle rack parking space be provided for every 15 automobile parking spaces . Therefore, a mii.imum of two bicycle rack parking spaces must be provided . Code Section 18. 106.040(a)(1) allows up to 25 percent of required parking spaces to be compact spaces (8.5 feet by 15 feet as compared to 9 feet by 18 feet for standard spaces) . rhe site plan proposes that t0 compact spaces be provided out of the 24 total spaces . This ratio mUst be revised . Code Section 18. 106.050(c) requires that parking lot aisles accommodating two directions of traffic be a minimum of 24 feet wide. The aisle in the western park irig area will be 24 feet wide. Tr;e ea9t-•-14est aisls paralleling Hunziker• Street will be 27.5 feet wide. The aisle within the eastern parking area, however, is proposed to be only 22 feet wide. Redesign of this area to accommodate the required aisle width will require relocation of the parking spaces . Vegetation within tho clear vision area is to bo limited to lowrAying species less th.,in 3 feet in height or trees with branches below 8 feet, in height removed. The site plan proposes that Shore Pines with a mature height of 2.0 to 35 feat be located within the clear vision area. The plan will nr_ed to be revised to replace these trees which would obstruct vision around the corner with other street trues that can satisfy the cloar vision r•equiremenLs . the required dedicaion of additional right-of--way along Hall Boulevard to 40 feet from c_—n'•:rline will remove area from the southwestern corner of the site, including space that is proposed for landscaping and 2 parking spaces. In order to relocate these two parking spaces and also the parking spaces that: must be r•elOcated as a rosult of the redesign of thr. eastern park irig area to accommodate the wider aisle, some of the southeastern section of the site will need to be used for parking. The site plan calls for this area to remain vacant and to be reserved for future expansion. It is important for the applicants to plan now for the use of this area. Future expansion plans must continue to provide for a minimum of 25 percent of the entire site to be. landscaped, unless the minimum caliper of street trees is 3 inches rather than the minimum required caliper of 2. inches and also if there is a minimum landscaped area of 10 feet between the parking area and the right-of-way line. If these standards are satisfied, developments within the T.-J) tone are allowed to meet a minimum landscaped area standard of 20 percent. The nncesspry revisions to the site plan must keep this in mind when apport.._�iing area for parking, future building expansion, and fur reserving area for meeting the landscaped arca requirement . In addition, the staff notes that in order for the area in the southeastern portion of the site to be counted toward the landscaped area requirement, it will be nec•;.ssary to keep this arra mowed or replant it with domestic grass species. Site Informs ion and Proposal Description Tax lot 22 2 presently contains a house with gar ge fronting on Hunziker Street. Several apple and birchre to ted along this frontage. The western portion of t-he is v cant and covert„i with wild grasses. The uffice3 will be located on two floors at the west end of the building. The building will be 24 feet tall. -the site plan propose, 17 parking spaces, including one designated handicapped parking space, between the western end of thea building and Hall Boulevard. Seven additional parking spaces would be located on t'hr, eastern erid of' the site. Access to the site will be provided by a 30 foot wide entrance onto Hunziker, Street. A twenty-seven foot wide driveway wil.1 connect the parking areas to the entrance. Site landscaping will include retention of two birch trees and two apple trees along Hunziker Street, addition of four additional deciduous tress along that frontage, shore pings and other evergr•,:ens along the site's Hall Boulevard frontage and at the intersection, and evergreen shrubs along the south and east borders of the aeveloped portion of the site. the southeastern portion of the site will be left vacant and remain covered with the existing grasses. This area is reserved for future expansion of the building and for possible outdoor storage, The site plan nates that. 6,450 square feet or 15 percent of the site will be landscaped. This does not include the grassy area in the southeast corner of the site. If this area is either kept mowed or is replanteu with domestic grasses, this area can be ircluded towards the 25 percent of site landscaped area requirement in the I-P zone. 4. Agency and NPO Comments the Engineering Division re n owed the proposal and offers the following comments: 1. The applicants propose to construct an office/warehouse building at the southeast corner of Hall Boulevard and Hunziker Street. One access is proposed to Hunziker Street across f-on Knoll Drive, 2. Hunziker Street is a major collector stre_L arid is currently improved with 36 feet. wide pavement with curbs anc a sidewalk on the oppoeite side of the street from the proposed site. No streetlights currzntly exist. The existing right--of-way is the required 60 feet width for a major collector. 3 . Hall Boulevard is a state highway with traffic signals at: Hunzi{ er. Street and Scoffins Street. The pavement width ai'ows 3 lanes of traffic on Hal? Boulevard and Hunziker Street at the intersection. A curb exists east of Hunziker on Hall Blvd. which is an extension of the Hunziker Street curb return. The signal poles and traffic signal controller for the Scoffins Strept intersection are located along the site frontage of Hall Boulevard. A signal pole for the Hunziker intersection is .located in the southeast corner of the intersection. The existing right-of-way is not parallel to Lhe centerline of Hall Boulevard, increasing from 25 to 48 Feet fr•or, centerline from south to north. At this intersection a right tur•rt lane onto Hunziker Street has been requested by the State Highway Division due to the large ,olume of traffic. on Hall Boulevard. 4 . 'Ihe City of -1 i lard had a Preliminary E_ngineer.ing Report prrpared in April, 1986 Lo evaluato the possible all to realign Scoffins Street and Hunziker Street. into one intersection, Of the `�Lternatives presen' ec , the relocation of Scoffins Street to the north ,and the realignment of Hunziker Street, making it. more per•pordicular. to Hall Boulevard, was chosen by staff- to be the bast possible alternative. This proposal was reviewed in 1996 by the Neighborhood Planning Organization and the State and both concurred with staff' s selection. According to Lhis alternative, the existing curb return at the site's northwest corner is required to be relocated to the south, within the subject site' s property. This will also require the signal pole to be relocated for the northbound Hall Boulevard traffic at the Scoffins Street intersection. Relocation of the eignal pole and the new curb return would riot be. timely at this time since vu Cher modifications to the intersection due to the future realignment would bL. necessary requiring additional modifications to the signal . The site slopes t0 t:he southeast corn,ir, of the property. An existing private storm sews?r exists at the southeast: corner- of the property. The development is proposed to connect into this system. The drainage basin of this private system should le evaluated to determine its existing and ultimate capacity. Also, a joint uie/maintenance agreement should be executed for this proposed development for' use of the storm sewer, line 6. A sanitary sewer line exists in Hunziker Street and is Fi, ilable to serve the site. The Building Division commented that a joint use/maintenance agreement for use of the private storm sewer in the southeast: corner of the site should be required prior to the issuance of building permits for construction on th- site. Washington County fire District tll commented that fire fighting flow requirements for this type of structure will necessitate additional protection such as automatic sprinh:, r-s or arca !,eparation walls . Also, additional fire hydrants in the area may be necessary depending on whothpr, the building is to include internal sprinklers. If the building contains sprinklers, a hydrant must- be located within 500 feet of all exterior portions of the building. A hydr_4nt must: be provided within 250 feet of all. ,,xterior portions of the building if the building is no'-. provided with sprinklers . Northwest Natural Gas requests that the applicants have these line:; located prior to any Qxcavation in the area. The Oregon !'t:crte Highway Division reviewed the proposal and commented thoL additional ar-ea shall be dedicated to provide_ 40 feat of right.-of -way from the. centerline of the existing right of'--way. 'the Highway Oivi.sfon also requec;ts that the applicants be required to provide a curb and a five foot: wide sidewalk to be located 30 feet from the right.-of-way centerline. The ligard Water District: and PGL reviewed the proposal and offered no comments or objections . No other comments were received. It. ANAL.YG1 S ANr) CONCI USI ON The proposal for development of the industr-ial office/warehouse building to be located at the southeast corner of the intersection of Hall t)oulevard and Hunziker Street complies with Community Development Code 1.--P ([.ndustri.al Park) zoning district requirome,its for setbacks, t)ui.ldirig height (45 foot maximum building height), lot covorage (maximum site coverage of 71, percent) and minimum site landscaping (25 percent- of s`•.te minimum) . Adninistrative offices and warehousing are both permitted uses in the I P zone. The proposal also Complies with Code standards for, access (minimum width of 24 feet,, aligned with existing intersection), parking spaces provided (22 requ,! ed; ;4 provided) and provision of the one req u i red handicapped parking space. the plan is deficient in rot- providing for, bicycle parking spaces, in having a greater, percentage of compact parking spaces relative to standard parking spaces than ig allowed, in having substandard internal roadway widths, and havin3 inadequa!e vision clearance at the Hall Boulevard/Hunziker Street intersection. These deficiencies can be addressed through revisions to the site plan which will need to be made to accommodate additional area for right--of--way dedication. Code Section 18 . 106.020(p) requires that ut least one, secured bicycle rack parking space be provided for every 15 automobile park i,ig spaces. Therefore, a minimum cf' two bicycle rack parking spaces must be provided. .,ode Section 18. 106.040(x)(1) allows up a 25 percent of required parking spaces to be compact spaces (8.5 feet by 15 feet as compared to I feet: by 18 feet for standard paces) . The site plan proposes that 10 Compact spaces be provided ou'- of the 2.4 total spaces. This r io must be revised. lode Section 18. 106.050(c) requires that parking lot aisles accommodating two directions of traffic be a minimum of 24 feet wi;.e. -the aisle in the western r;r•kirig area will be 24 fee's wide. The east-west aisle paralleling Hunziker Street will be 27.5 feet wide, the aisle within the eastern parKing area, however, is proposed to be only 2.2 feet wide. Rcdesign of this area to accommoaate the required aisle width will r quire relocation of the parking spaces. NOTICE OF D'ECTGION - SDR 88-23 - HIRTE--LFACH -- PAGE 4 Community Developm,.►t Cade Section .1.8. 102_.040 requires that clear vision areas be maintained for a triangular shaped area with legs of 35 feet at all intersections along arterials, such as Heli Boulevard. Vegetation within the clear vision area is to be limited to low-lying species less than 3 fort in height or trees with branches below 8 feet in height removed. I'.le site plan proposes that Shore Pines with a mature height. of 20 to 35 feet be loc-ted within the clear vision area. The plan will need to be revised to reN Ace those trees which would obkt-ruct vision ,around the corner ajit ', other street trees that can satisfy the clear vision requirements. The required dedication of addit:ioral right-of-way along Hall Boulevard to 40 feet from centerline will remove area from the southwestern corner of the site, including space that is proposed for landscaping and 2 parking spaces . In order to relocate these. two parking spaces arid also the parking spaces that must be relocated as a result of the redesi3n of the eastern parking area to accommodate the wider aisle, some of the southeastern section of the site will need to be used for parking. The site plan calls for this area to remain vacant arid to be reserved for future expansion. It is important for, the applicants to plan now for the use of chis area. Future expansion plans must continue to provide for a minimum of 25 percent of the entire site to be landscaped, unless the minimum caliper of street t-roes is 3 inches rather than the minimum required caliper of 2 itm;oes and also if there is a minimum landscaped area of 10 feet between the parking area and the right-of--way line. If these standards are satisfied, developments within the 1-P zone are allowed LO meet a minimum landscaped area standard of 2.0 percent. The necessary revisions to the site plan must keep this in mind when apportioning area for parking, future building expansion, and for reserving area for meeting the landscaped area requirement. In addition, the staff notes that in order for the area in the soui;l^.nastern Pari ion of the site to be counted toward the landscaped area requirement, it will be necessary to keep this area mowed or replant: it with domestic grass species.
