The property directly to the west is zoned I-P (Industrial Park) and is developed with an industrial building. Properties to the east and southwest are also zoned I-P (Industrial Park) and are similarly developed. Properties to the south and further to the east are zoned I-L (Light Industrial) and are also developed with a variety of industrial uses. 2 . Site Information and Proposal Description: The subject site is vacant and has recently been graded. The applicant proposes to construct a 20,000 square foot industrial warehouse building on the site. This building is proposed to be 25 feet tall. 3. Agency and NPO Comments: The City of Tigard Building Division has reviewed this o application and has submitted the following comments: The storm sewer that runs along the back property line may be a private line. This would require the applicant to show that the property has legal access to this line. Other properties connection to the storm line were required to provide on-site storm water detention facilities. This may be required on this project. Tigard Water District has reviewed this proposal and has offered the following comments: Although we have no objections, it should be noted that fire hydrant placement and location will be coordinated with the Fire District and approval will be through the Water Distrf -t.. Also, water meter size/lrration must be approved through the Water District. COMMUNITY DEVELOPMENT CODE COMPLIANCE I Section 18.68.050 (Dimensional Requirements) allows a maximum building height of 45 feet in the I-P zone. The existing structure is proposed to he no more that 25 Leet in height and therefore, this code section is satisfied. The front yard setback shall be a minimum of 35 feet. There are no other setbacks which are applicable to this site. The proposed building is more than 35 feet from the front property line of this site. Therefore, this site plan complies with all applicable setback requirements. The applicant has indicated that the building is intended to be used use as a warehouse. This use is classified as Wholesale: Storage and Distribution and is a permitted use in the I-P zoning district. Section 18. 106 .030(D) (2) requires that Wholesaling, storage and distribution needs to provide a minimum of 1 parking space :. for every 1,000 square feet of gross floor area Plus 1 space per 700 square feet of patron serving area, but not less than four spaces for eaci: establishment. The proposed building will be 20,000 square feet in size. This requires the provision of a minimum of 20 vehicular parking spaces on this site. The site plan shows that there will be 29 parking spaces provided. Therefore, this requirement is satisfied. The Americans with Disabilities Act (ADA) , which became effective January 26, 1992, requires one disabled person parking spaces if up to 25 parking spaces are provided, and two such spares if 26 to 50 parking spaces are provided. The proposed plan provides for one disabled person parking space whereas two such spaces are required under this provision. Therefore, a revised site plan should be submitted which provides for two disabled person parking spaces. Code Section 18. 106.020(P,,, requires one bicycle parking space for each 15 vehicular parking spaces in any development. Therefore, this code standard has been satisfied. The site meets the minimum access standards through the provision of two 24 foot wide paved driveways; both of which provide access to the site from SW Hunziker Road. Code Section 18. 108 . 080(A_)_ requires that industrial use parking I areas with less than 100 parking spaces be provided with one access drive with a minimum paved width of 24 feet. This code section has therefore been satisfied. Code Section 18. 100. 110 (Screening: Special Provisions) states that trees shall be planted in landscaped islands in all parking areas and shall be equally distributed and on the basis of one tree for each seven parking spaces in order to provide a canopy effect. Five trees are required for this site under the provisions of this code section. The proposed site plan indicates the provision of only two parking lot trees. Therefore, this site plan shall be rev4_sed to provide for a total of five trees on the interior of the site. Developments with-n the I-P zoning district are required to provide a minimum of 25% landscaping on the site as per Section 18 .68.050(A) . Of the 1.08 acre site, the applicant has proposed to landscape 12, 117 square feet (25.8 percent) . The site plan indicates that trees, grass, and azaleas will be provided thereby establishing a balance between vertical and horizontal landscaping. This requirement is satisfied. Section 18 . 100.035 (Location of Street Trees) requires that street trees be placed at a spacing interval of no more than 40 feet. The eight trees which are proposed to be installed along the site frontage on SW Hunziker Street. This frontage is approximately 208 feet in length which provides for an average of one tree for every 26 feet. Therefore, this code section .is satisfied. Section 18. 102 (Visual Clearance Areas) requires that a clear vision area shall be maintained on the corners of all property adjacent to intersecting right-of-ways or the intersection of a public street and a private driveway. A clear vision area shall contain no vehicle, hedge, planting, fence, wall. structure, or temporary or permanent obst.iucL-ion exceeding 3 feet in height, except that obstructions which may be located in this area shall be visually clear between 3 and 8 feet in height (trees may be placed within this area provided all branches below 8 feet are removed) . This site plan is in conformance with the requirements of this code section. Section 18 . 108.050(AA requires that a walkway be extended from the main ground floor entrance of the stru,7ture to the street which provides the required access and egress. The proposed site plan does not indicate the provision of this pedestrian access . This code requirement has not been satisfied. Therefore, the site plan shall be modified to provide for this requirement. 2 . PUBLIC FACILITY CONCERNS: A. STREETS: Access to this site is provided from SW Hunziker Street, a major collector. Southwest Hunziker is fully improved along the frontage of the site, except for the following: sidewalk, streEtli.ghts, and undergrounding of utilities. Therefore the applicant should be required to inst,311 a sidewalk, underground the utilities or pay a fee in-lieu of, and install a streetlight. B. SANITARY SEWER: There is an existing 8 .inch public sanitary sewer line located within SW Hunziker which the applicant is proposing to connect to. The existing line has sufficient capacity to accommodate this development. C. STORM SEWER: i There is an existing public storm sewer system ? icated with SW Hunziker Street. The applicant should be required to submit evidence that the existing system has the capacity to accommodate this development, The Unified Sewerage Agency hats established and the City has agreed to enforce (Resolution and Order No. 91-47) Surface Water Management Regulations requiring the construction of on-site water quality facilities or fees in-lieu of their construction. Construction of an on- site water quality treatment facility is not appropriate for this location since the site is small compared to the development plan, and because the loss of area for the provision of this on-site facility would preclude effective development of this site. in addition, requiring surface watt-- quality facilities on small sites would result- in numerous facilities that would become a maintenance burden to the City. The three areas of concern relate to the existing septic system on an adjacent parcel (TL 2100 on attached map), the means for disposing of stormwater runoff, and 'he method for connecting to the public sanitary sewer. 5 1. Septic System I The Directors approval for MLP 9-86 indicated that the septic system for the house on Tax Lot 2100 might encroach upon the subject property. If this septic system is found during construction, this house will be r,aquired to connect the public sewer system or the septic system location must be verified and an easement granted to ensure its protection. A brief written statement from the owner of Tax Lot 2100 confirming that the septic system location is only on tax lot 2100 will address this concern. t j2. Storm Sewer The three possible options available for disposing of stormwater appear to be filling the property so that surface water flows to Hunziker Street, obtaining an easement acres s the properti.es to the south, or extending the i existing storm sewer line in Hunziker Street to the subject property. Sanitary Sewer • A publir sanitary sewer line is available in Hunziker Street, but given, existing topography, sewerage from the site must be pumped to the public line. The design of this system must be approved by the Building Inspection Division. In order to receive an approval from the City regarding items 2 and 3 above, the developer should submit a conceptual plan for the improvement of the property and a proposal formulated by an engineer for disposing of storm water and sewerage.
