Plans are conditionally approved subject, to the following items: 1. Fire Department Apparatus Access: Recommendation for better fire department access and maneuverability on the west side of the building, driveway should be not less than 20 feet of un-obstructable driving surface width. 2. Hydrants: Hydrants shall be provided within 500 fest of all portions of the exterior of the building as accessible by fire department access roadways. Fire Department Connection Location: Fii- department connection shall be located within 70 feet of a standard fire hydrant assembly. 4. Area: Areas for this btailding have been calculated by using the sum at of the ratios. This ca'_culates to be with a total footprint of 12,000 and a mezzanine area of 2400 square feet, occupied by B-2 of +r" 10,000 and H-2 of 4,400, with a 1.5 factor for yards and a 3 ? multiplier factor for. the B-2 section for automatic sprinkler protection giving an overall ratio of 103%. This is 3% over the allowable applicable square footage, however, due to the size of the building and the way it is cut up with occupancy separation walls, (' this plans examiner is willing to accept the 3% overage. The findings and conclusions upon whicn the decision is based are noted below. A. FINDING OF FACT 1. Background The subject property was recently created as a result of a minor land partition (File No. MLP 9-86) which was approved to divide the original parcel of 140,263 square feet into three parcels. This property represents the eastern parcel created by this partition. 2. Vicinity Information Properties to the northwest across Hunziker Street are zoned R-4.5 (Residential, 4.5 units/acres) and are developed primarily with i single family residences. Properties to tho --iorth, east, south, and west are all zoned I-P (Industrial Park) an are developed with a mixture of office and light industrial uses. 3. SitA? Information and Proposal t 1 j The property is presently uideveloped and it slopes gently down away from Hunziker Street. The iippl.icant proposes to construct a 16,200 square foot industrial btilding adjacent to the western property line. An access drive and .parking spaces are to be provided in the eastern and southern por:ions of the property. One driveway entrance 1.9 proposed at the eastern end of the Hunziker Street frontage and total of 36 larking spaces are to be provided. The i area adjacent to the eastern and southern section of the building will be paved for maneuvering *rucks near three loading doors. Agency and NPO Comments The Engineering Division has reviewed the proposal and offers the follow comments: a. The applicant has submitted a site plan showing a preliminary design of the proposed on-site improvements. t b. The Bite will have access to Hunziker Street, which is a major collector. The existing 60 foot right-of.-way is consistent- with the required width for such a street. Along the r frontage, existing street improvements include a 36 foot wide pavement with a curb, but a sidewalk and street lights have not beer► installed. C. A sanitary sewer is available in Hunziker Street about 90 feet west of this site. A pump station on the site with a 3 inch force main is proposed. The route of the force train is not shown, but it &ppears to require an easement from the adjacent parcel to the west. d. Storm drainage is provided by connecting the proposed catch Barin to an existing private e+_orm drain which in turn is connected to a public storm sewar. The public storm sewer doem not have adequate capacity and therefore, stormwater i det_ Ation is required. Also, a joint use/maintenance agreement between the owners of the sit,:) and owners of the private storm sewer should be executed. G©neral Telt--hone and Portland General Electric have no objections to the proposal. The Tigaru Wctijr District has no objections to the request, however, the District does note that the applicant should contact the District regarding water requirements for both fire protection and domestic use. Washington County Fire District No. 1 indicates that a hydrant should be provided within 250 feet of all portions of the structure. If the building is fully sprinklered, this distance may be expanded to 500 feet. The Building Inspection Division notes that the plans show a storm drain connection to an existing storm system which is private. ANALYSIS AND CONCLUSION The proposed development conforms with Community Development Code requirements for Luilding height, setback, yard area requirements, visual cleflrance, off street parking and loading, and access and egress. However, there are several aspects of this proposal which warrant further discussion. ' 1. Parking The Code requires parking to be provided at a ratio of one parking space per 1,000 square `set of building area for this type of activity. Therefore, this development requires 17 parking spaces and, as noted earlier, 36 spaces are proposed. The applicant has shown the one necessary handicapped parking space in an appropriate location, as well as bicycle parking. The plans for the specific type of bicycle rack should be submitter, to the Planning Division for approval prior to installation. 2. Access The proposed driveway entrance is suitably located and the j majority of the driveway within the site is over 24 feet in width.
