The letter that was requested by this office was very explicit in regards to items noted that had to be addressed by a structural engineer. The letter I received from your office is very vague, evasive and not acceptable as written. Phrases such as probably ok, appear to be uk, etc. are not acceptable 'Language when referring to specific discrepancies addresse previously. Either the previously mentioned discrepancies shall be fully accepted by the project engineer, with a letter that bears the signature and scamp of an engineer_, or a letter of design problems which states the proper procedure to correct such discrep- ancies. No covering of any structural components of this building will be allowed until the above aforementioned requirements are received by this office. One item to add to the earlier list of discrepancies is the use rrf used glu -lams through- out the building. Plans stete specifically that glue laminated members shall be fabric- ated and bear the stamps of the AITC Institi►te . Many of the used glu lams installed do not meet this requirement. Our response to the items is as follows : .l . The wall anchors tying the CMV walls to the timber floors as shown on the plans, are below the floor plywood in nearly all cases . The anchors can be seen either from the top, in the space between the floor plywood and the CMi1 wall , or from below where the anchors are nailed to the joists . 2 . We checked the bearing of the beams and purlins and they are OK as is . 3 .a . 1111 beams are bearing on saddles connected to the columns although r3ome of the beams are shorter than asked for on she plans . Extensions have been added to the saddles where the "short" beams occur. Bolts shown on the plans should all be installed . Field welds connecting the saddle extensions to the saddles could have been done better and should be strengthened as shown on sketch SKI which is attached. 3 .b. On September 15, 1986 a pre-framing inspection was conducted on the above building. The following alterations were found: 1. Floor diaphragm connectors over block were not laid in correct position over floor joists---alternate straps were used(2nd floor level) . 2. Roof beams and purlins n.,, bearing as shown on plans, only partial bearing, exterior perimeter, 2nd & 3rd floor. 3. a. Added lenth to column saddles, to get full bearing of beams--some are used with 2 bolts only, plans show 4 bolts. Fielo welds appear very poor(2nd & 3rd floor). b. Posta cut and height added on 3rd floor. G. Fljor joists too close to beam saddles, no bolts in saddle. Proper header not used to provide required space to accomodate bolts. All of the above items must be addressed by a structural engineer. A letter stamped by an approved Oregon engineer or architect is required. W. 72nd & Hunziker, Tigard sntlemen: At your request a soils investigation was conducted at the proposed location of the Hilltop office Building at the southwest corner of Hunziker. and S.W. 72nd in Tigard, Oregon. The irvestigation was conducted at 8:00 a.m. on Noveinber 6, 1984. `l:ye site had been stripped and excavated to building and parking subgrade. A gravel blanket had been spread for two building pads and associated pat-king. One test pit was dug to a depth of 6' at the center of the southeast line. The test pit indicated uniform hard, brown clayey silt to the full depth of the pit. No water was encountered. The proposed building areas were probed with a 15 pound rod. All areas were found to be firm below the top 4 to 6" of exposed soils which have softernvd because of heavy rains. It is recommended that all areas receiving footings be stripped of all soft expanded soils and protected frtxn further exposure to moisture until footings at, poured. Footings placed on firm, undisturbed native soils may use a foot illy presSluv of 2000 pounds per square foot . All footings must be placed a mininim rpt iti" below finished grade.
