The remaining obstacle to completion of ti-is project is the installation of a door, or pair 3f doors, to separate he exitway from the sanctuary and fellowship hall from the education wing corridor system. The possible locations for the doors have been discussed, and we understand a specific location for the installation has been selected. Please submit a plan of the building which shows tht. location of the doors, a description of the door construction, and a hardware schedule. Fixing the additional doors on the old wing upper (loot are a "bonus" because the exit route from our new addition does not require this exitway . Finally, another exterior exit intervenes on the exit pathway before reaching the opening now in question . With all due respect to the fire marshal., I believe he interprets the code well beyond the intent. I believe the changes made to Tigard Friends Church at his direction are an obvious example. Our addition provides sale exiting and is fire protected beyond the U.B.C. requirements . We are providing one hour construction throughout even though we are allow-d type 5-N construction. Also, the horizontal exit into our addition provideq a further improvement to the existing building . The question as to whether or not ,Ne had permits seem,: moot at this point as we will be upgrading the existing corridor within the next month. Fivc years ago.we had a balanced facility The worship area seated about 200 people, the education -r held 200 people just fine and the fcllow-ship area was perhaps a little bit small for 2(H),but generally adequate 'nien we knocked the whole thing out of balance. We built a worship area that would scat 550 and decreased the education space but made some provisions for extra fellowship space by remodeling the firmer sanctuary. We undcrst(x)d what we were doing at the time and spent a great deal of time debating our options.We could have started our expansion efforts with a ft-llowship hall (PTttnasium tNPC) that could be used both for fellowshin and worship scr%ic�_:,and then at a later tiniCl uild education and worship buildings. We'decided that the hest approach was to build the ,vorship area first and follow that up with the education building and then to add the fellowship area .tier that. We arc at the point now Micre we are wanting eery badly to proceed with the Education Building. We still owc S550,wo on the worship arca and it seems unwise to go further into debt at this poiint, but the need for more classroxmis is felt quite strongly. Blakely: Plans and construction for the current educational addition to the Tigard Christian Church have been fully approved by both the City of Tigard and Tualatin Valley Fire & Rescue. We are reviewing the mechanical plans at present-, and expect to approve those installation plans as well. We have in several instances allowed construction to proceed if a problem arose in meeting code requirements or providing the necessary details to support some type of change in materials or methods. From the ,clan review stage of the project we have informed the architect and contractor that some modification of the existing building would be required. The problem is the required exit from the new addition through the existing basement. The corridor whice serves the exi.sting area was re.lui. i, when constructed and accoreing to the plans for that building addition, to be of one-hour fire-resistive construction. It_ appears the solid-core doors specified on the plans were not installed, which means t.ne corridors do not meet construction requirements for exitways. We have suggested to the contractor several alternatives to solve this problem. We are waiting for a proposal from him to give us a basis for approving an alternate method or material.. We hope this satisfactorily explains the existing situation. We are in regular contact with the contractor, and are helping to find a mutually satisfactory solution to allow us to approve the building when the current construction 's completed. The County ordinance is ctuite specific as to the method of calculation for a TIF for a church. It. requires the TIF to b, based on square footage. The only basis the church might hive for appeal of the TIF is i` they could show that "church" (ITE Code 560) is not the appropriate land use category for their proposed addition. Thev would then need to tell us what the appr(q)riate category is (from Appendix A of the County ordinance) . They would need to provide adequate documentation to support use of an .lterndte category. The only alternate category I can think of for their rropu--ed nuilding is that of "school". However, it appears that the TIF for a school would be much greater than that for a church. Therefore, ] conclude that Vi has correctly calculated the TIF for the proposed church addition and that there is no exception process available. I would guess that the TIF is roughly 1% of the cost of the proposed project. c. Plans are not approved as submitted for the above captioned project, Please revise and resubmit for review and approval . 1 . Lower Corridor =U _Grade Exiting of Existing Corridor: Due to the occupant load of new education center, one hour corridors are required. UBC Sec. 3305(8&h) . It is noted that you have contemplated this by construction notes on door schedule. Dead end corridors shall not be over 20 feet in length. UBC Sec. 3305(e)2. Note: Corridor #1101 extension south to the existing lower level corridor, and corresponding corridors on the upper levels, would fit into this requirement . Either corridors .in the new education wing shall extend to the outside or existing building corridor shall be up-graded to comply with current codes due to the total occupant loads that they will be handling. See item #14 of this letter. 2. Side Exit from Existing Sanctuary: Side exits from the auditorium shall exit directly to the outside, exit "Working"Smoke Detectors Save Lives Kenneth A. Uniform Building Code Section 331B(a) refers to Uniform Building Code Section 3317 for Group A Divisions 1 , 2, and 2. 1 occupancies. Exit passageway walls, floors, and ceilings shall be of not less than one hour fire resistive construction. There shall be no openings other than for emits, which shall be protected by not less than 3/4 hour fire resistive assemblies (laoeled doors, frames, and related hardware) . UBC Sec. 3.712(a) It was noted that potential problems with design where the new building meets the existing building, adjacent the sanctuary. This Plans Examiner would suggest closing off the passageway with a door to the left of the sanctuary door and extending said passageway through the odd shaped classroom to the outside. I'm sure other manners of resolving this problem will be at hand with other persons looking at it . 3. Fire Resistive Sygtelms. Where fire resistive systems are required, walls, floors and ceilings shall be so designated and testing .laboratory listing number, materials, fasteners Pnd fastener spacing, etc. shall all be shown on the plans. I would advise that depending on where systems are taken from, that one would make copy of said system, i . e. U.L. , Gypsum Association Hand Manual Tables and/or Uniform Building Code Chapter 43, and simply transfer thcse onto plans being submitted for review and approval . 4 . Overall Floor Plans_ For this Plans Examiner and the City of Tigard Commercial Plans Examiner, Jim Jaqua, to fully understand exiting systems out of this total structure, overall floor plans shall be shown of the building with connecting corridors and exiting systems. This plan does not need to be done in great detail, however, should be not less than 1/16 of an .inch to a foot scale. 5 . Mechanical Plans Re uiredr Plans referred to and examined by this office contained no plans for heating or air conditioning systems. Unless electric baseboard heat is employed, complete mechanical system plans for the HVAC equipment and duct work must be submitted to and approved by this office prior to installation . ADDRESS: S.W. Hall Blvd. & O'Mara St. INSPECTOR: N. Moshberger 9-22-86: Second and third lift of northwest auditorium wall was being laij. All #4 horizontal bars were placed in bond beam according to prints. ?onoli+ a insulation was being placed and wall being grouted to 2nd lift. Northeast auditorium wall was also .laid_ from 2nd lift to bond basun with rebar and insulation being added and grouted. Found all work being done on auditorium walls accotding to approved plans and prints. 9-23-86: Inspected the laying up of brie;; work on soutfr-gist auditorium interior wall along existing wall 1st lift to bond beam. Found all work being done according to approved plans. 9-24-86: Masons started laying 4th lift of northwest auditorium walls. Insulation was applied to cavity in wall. Found all rebar placed in wall according to drawings. All cells were clean for placement of grout which was done lip to bond beam. Horizontal bars were put in bond beam of soutY,west auditorium wall and bond beam grouted. The 3rd lift of northeast auditorium wall wds being started. All work was being done according to plans and specifications. 9-26-86: Fourth lift of northwest auditori+m wa.11 and third lift of northeast auditorium wall was completed. Rebar_ and zonolite insuJation was applied. Both walls were grouted at bond beam. Found good workam6nhip being done and all work progressing according to approved plans and sPecifications. 9-27-86! Masons completed laying fourth lift plus three courses of northeast auditorium wall. All placement of rebar and insulation was done properly and bond bean was grouted. Three courses above fourth lift of northwest auditoriuPl wall was also laid 9-29-86: Northwest auditorium wall was completed to top out and seven courses of 2nd lift of southwest auditorium wall was laid, and 1st lift of southeast auditorium wall was done. Found all horizontal bars placed in south and east auditorium wall according to drawings. Insulation was put in wall cavity and bond beams being grouted. Found all work according to speciifcations. Field Inspection Reports October 3, 1986 Page 2 9-30-66: Mason finished laying the northwest and northeast auditorium walls from fourth lift to top out of roof rake and second lift of southeast auditorium wall was laid to bond beam. Found all rebar being placed according to approved plans. Zonolite was placed in cavity as per specifications. All walls were grouted and work proceeded according to plans. 10-1-86: Inspected the completion of laying brick on southeast auditorian wall. from second lift to top out. Found all horizontal bars properly placed, insulation added and second aro third bond beam grouted. 10-2-86: Inspected the placement of horizontal and vertical bars and placement of grout in bond 'beam and vertical cells of southeast auditorium wall to top out. Balance of southwest auditorium walls was completed from 2nd to 3th lift. 2nd & 3rd lift of bond beam was grouted. Found all work being done according to specification. 10-3-86: Inspected the placement of grout in fourth lift to top out of southwest auditorium interior wall. Found all rebar and insulation placed properly and with good workmanship. Both columns on southwest end of auditorium were grouted to one foot from top. That concern was the question, "would the new addition require the existing building be brought up to current building code standards"? The answer to that is no, provided no major work is done in the existing building and provided the new building is seprated from the old b; a two-hour fire resistive area separation wall . (This is so the building does not exceed fire flow requirements) . I have discussed this with Brad }toast, ";9ard Building Inspector, and he is in agreement. Other items discussed this day were: 1 . Parapet requirement at area separation wall , we felt you could apply UBC Section 505(e)5 exception A. 2. Smoke - actuated hold open devices located at fire doors. 3. Approved fire resistive material (silicone/putty) for filling holes through fire resistive construction. 4. Recessed fixtures installed in rated ceiling to be provided with "tent" protection. 5. New addition to be type V-1 hour construction. 6. Fire retardant roof covering required.
