Background { In 1984 Dorsey Bus, Inc. began using the existing freight truck terminal on this site as its base for school bus services for the Tigard area. Prior use was as a three bay freight truck terminal by McBreen Truck Lines . A temporary use approval was granted on May 8, 1990 to allow a mobile office to be located next to the t existing school bus terminal. There have been no other land use or development applications reviewed by the City. 2. . Vicinity Information Properties to the north, east, and south of the site are zoned I-L (Light Industrial) . The Southern Pacific Railroad line abuts the northeast corner of the site. Fanno Creek lies just south of the site. Properties to the west and across SW Hall Blvd. are zoned CBD (Central Business D}.strict) and are developed with a single family residence, Tigard Water District and Tigard Civic Center. 3 . Site Information and Proposal Description An approximately 3400 square foot structure is located on the site which serves as a contracted schoo' bus transportation service. The balance of this parcel is being used to store school buses. A chain link security fence encloses the school bus parking area. The current Temporary Use approval permits a mobile office, which is approximately 1200 square feet in size, to be used as the regional office for Mayflower Contract Services until other office space is procured. The applicant proposes that this temporary use approval be extended for onE! additional year as provided in Code Section 18. 140 .030. B. ANALYSIS AND CONCLUSION Community Development Code Section 18. 140.070 C. 1. allows the Director to approve or approve with conditions a temporary trailer or prefabricated building for use on any real commercial or industrial property within the City as a s temporary c omunercial or industrial office or space associated with the primary use on the property. The applicant satisfied the a• ).cable criteria in the initial approval of TUP 90-00 . .: and shall continue to satisfy applicable criteria in that : The property is already developed and the temporary trailer shall be located entirely within the boundaries of the subject parcel. Since the modular office shall be located inside the security fence and next to the current building there exists adequate a.ld safe access and ec1ress when combined with other uses of the property, and the use will not result in congestion on adequate streets nor will the use pose any hazard to pedestrians in the area. The Placement of the temporary modular office will not affect parking spaces and therefore the site will continue to provide adequate parking. The use will not create adverse off-site impacts including noise, odors, vibrations, glare or lights which will adversely effect the adjoining uses, and the use can be adequately served by sewer or septic system if applicable. The dates of the approval shall. be from November 1, 1990, to Novamber 1, 1991. f C.
